ANSWERS TO QUESTIONS ABOUT BILLING AND PAYMENTS


1. How much fees should we pay?

For our basic regular advertising service, employers are asked to pay the usual advertising fee which is Fifteen US dollars (US$ 15.00) per job per posting day.

A job ad with one position that is announced once will be billed US$15.00 only.

If an ad contains two job positions, for example a Project Manager and a Agriculturist positions, then we count that two ads and billed $30 (calculated as $15 x 2). We count the number of job positions in an ad not really the number of ads.

If a employer/customer wants the same ad (with 2 job positions) run for 3 days spread over a 2 week period, we charge that $90 (calculated as $15 x 2 positions x 3 days).

This is a special low-cost fee, designed for NGOs and development agencies.

Is there a bonus? Yes there are; read below.

First, even though the job ad is announced in a day's issue, for example September 27, the job ad actually stays in our website for a period of nearly 60 days, which the viewers can all see. So, even though it is an ad for one day, your exposure is really nearly 60-days. Second, we place your ad in our online jobs archives for 60 months for record purposes only. Third, when our mailing list becomes functional, we shall distribute your ad via email to all people belonging to our mailing list - now around 30,000 people.

2. Why are fees required?

DEVJOBS started as volunteer service in 1999 but it can not be sustained through volunteer efforts only. Beginning February 2001, we introduced fee payments for job advertisements, to make DEVJOBS a viable and sustainable service. We have to pay our staff, electric bills, postage, Internet bills, programmer, computer maintenance, office costs, and all sort of operating expenses to keep this service going.

The fee is currently set at USD 15 for every job position per day of posting. (See notice on price increase on the left-side panel here.)

DEVJOBS is able to achieve high exposure through effective use of emails and website. We reach an audience of More than 82,000 development professionals .

3. How frequent is the bill sent to us?

Normally, DEVJOBS sends out the bills once a month. Usually, the bills are sent via email. For larger customers (i.e those whose bill is larger than US$100.00), DEVJOBS sends a hard copy also of the bill by postal mail. Customers may request hard copy of the bill, if they do so require, at anytime, by sending an email to the DEVJOBS Office. A bill sent by postal mail usually takes 8 to 10 days before it arrives.

4. Is there an online file of bills?

Currently, all bills to customers and employers are off line. There were suggestions to make the bills online but we rejected that idea because that will expose risks that the information will fall into wrong hands. 5. How about payments?

Employers need not pay in advance before posting their job ads. The bill will be sent to employers after 4 to 6 weeks. As stated above, we ask employers to send us a written confirmation (via our online system) message before posting job ads. We reserve the option to ask for an email or fax confirmation saying that employer agrees to accept charges, and accepts our basic conditions. We also need to have the full name of the organization, office address, telephone number, fax, contact person and email address. This will be useful for billing purposes.

We send the bill each month, most of them through email. For larger bills (USD 100.00 and higher), if the customer so requests, we also mail a hard copy of the bill.

DEVJOBS accepts checks denominated in US dollars as payment, usually in the form of checks drawn against US or international banks. The check should be made out to "DEVJOBS Information Service"

Important: Always indicate the correct account number. It is important to write in the check or in the letter accompanying the check the correct DEVJOBS Account Number so that proper crediting is facilitated. 6. Can I pay through direct bank wire transfers?

Yes, an employer can also pay us through direct bank wire transfer , but there is an extra fee of US$10.00 to cover usual banking charges. Click here   if you are employer and you want to know bank details for bank wire transfer purposes.

7. Can I pay for your services by using my credit card?

8. What if there are billing problems of discrepancies?

If there are discrepancies in our bill and your own records, please call our attention. Write to editor@devjobsmail.com so we can examine it closely and make the necessary adjustment or explanation. You may use our comment page to send your inquiry to the Editor.

10. What are your rules on job postings?

There are a six basic conditions that we ask employers to follow. Job ads are accepted by DEVJOBS if it complies with the following basic conditions (see box below:)

Condition # 1 . The job is an international position - meaning people from various countries may apply and compete for it. This is because DEVJOBS members are from different countries. If the job is for a certain nationality only, we may accept it but the job ad must specify that at the top portion of the ad text.

Condition # 2 . The job must be connected with related to microfinance, poverty alleviation, community development, institution development, governance, health care, population, food security, agriculture, education, human resource development, disability rehabilitation, natural resource management, information technology, and rural development. Job ads not meeting these criteria are not permitted.

Condition # 3. The job ad should be short (not more than 2 pages) and the ad should be in plain text only, inside the email, and not in a file attachment. Our computer-server automatically discards all file attachments, and one reason is to prevent virus infestation of the list. Another reason is that is to ensure inexpensive and quick delivery of emails to thousands of members. You may also use the online job submission form within this website to post a job ad.

Condition # 4. The ad should contain the email address of the person supposed to receive the applications, and the deadline for accepting applications. Also, the ad should include an email address of a person who can be contacted if prospective applicants want to get more info about the job.

Condition # 5. The emplyer must send DEVJOBS an email or letter or fax stating that the organization (employer) is willing to accept charges. The employer must also furnish the full name of the organization, address, phone, email address and contact person, which are needed for billing purposes. The employer may use our online confirmation form to submit this required confirmation.

Condition # 6     Job postings maybe refused if it does not meet our standards. DEVJOBS has the right NOT to accept and post information any ad which is: immoral or sexually-explicit or highly objectionable; ads solicitations of business, chain letters or pyramid schemes, franchises, "club membership", distributorship or sales represen-tative agency arrangement or other business arrangement which requires an up front or periodic payment, pays commissions only, and recruitment of other members, sub-distributors or sub-agents; "work-at-home" schemes; postings from hate groups or those espousing violence. DEVJOBS has the right to remove any mini-ad in the website which does not conform with the above rules and conditions. The fee, if any was paid, is not refundable. DEVJOBS may be used only for lawful purposes.

Our Editor(s) review all job ads, on daily basis, examining each job ad if they comply with these conditions. See our Terms of Use Policy for more details.

Any information given by employers to DEVJOBS shall be considered public information and shall be displayed on DEVJOBS website, which is accessible through the Internet, and may be used, modified and distributed by DEVJOBS in any manner.

11. Is there a web archive of messages and job listings?

Employers can also verify if the job ads are actually being posted in the web and sent out to all members. DEVJOBS maintain a web page where the old or previous job ads are being kept. We keep old postings for at least 36 months, after which we may delete the postings permanently from our website. To see the full archives of job listings, click here.

We recommend that the employer visit the archives section of DEVJOBS to verify the placement of their ads.

12. How can an employer post a job advertisement?

13. Is my information safe?

When you give your employer address and names of contact persons, we keep those information privately. Because your privacy is important to us, DEVJOBS adheres to strict confidentiality of information. We do not sell or divulge your personal or company information to third parties. 15. When is a job posting rejected?

DEVJOBS may be used only for lawful purposes by individuals seeking employment and career information and Employers seeking Applicants. DEVJOBS has the right NOT to accept and post information which are:

  • Immoral or sexually-explicit. or highly objectionable.

  • Advertisements or solicitations of business, chain letters or pyramid schemes, franchises, "club membership", distributorship or sales representative agency arrangement or other business arrangement which requires an up front or periodic payment, pays commissions only, and recruitment of other members, sub-distributors or sub-agents.

  • Posting about "work-at-home" schemes, which have not been validated by DEVJOBS as legitimate. (Genrally, DEVJOBS does not approve of "work-at-home" schemes)

  • Postings from hate groups or those espousing violence.

  • In representation of another person without the latter's authority.

16. Are the job ads distributed also through emails?

All job postings submitted to DEVJOBS, when approved by the Editor, are posted in our website, which receives thousands of visitors every month and gets 145,000 pageviews per month. The DEVJOBS website located at http://www.devjobsmail.com where it stays for around 5 to 6 weeks. Then the job ad is placed in the website's archives where it will stay for another 48 months after which time it is permanently deleted. We may also d istribute your job ad via email to all people belonging to the mailing list of DEVJOBS. (But we temporarily stopped doing this because of the huge problems of spam in the Internet. We may resume this extra service after a couple of months.)

DEVJOBS is able to reach more than 82,000 people through this service.

17. Should I expect a large number of job applicants?

DEVJOBS offers no guarantee that there will be large or sufficient number of job applications for the ads it posts. The members are free whether they want to apply for the posted jobs. In most cases, job ads attract many job applications, but in some few cases, the application turnout is small. This is to be expected in a free labor market.

18. Do you offer some discounts?

Whenever requested by customers, we allow some discounts for volume postings. For example, if your bill reached or exceeded USD 100 in any given month, we can give you a 5% discount on your bill. But this discount is only given if specifically requested by the customer. It is not automatically given eaach month.

For organizations with large numbers of postings per month, we can offer more attractive volume discounts, on a case by case basis. Write to Carlos Ani regarding this special pricing arrangements.

19. Will there be a price increase?

The fee is currently set at USD 15.00 for every job position per day of posting. There was no price increase since 1999.

IMPORTANT ANNOUNCEMENT : There shall be a significant change in our pricing policy that would take effect on March 1, 2007, when more value-added features shall be included to our basic service. Details will be announced in early 2007.
