We are looking for an experienced professional to provide leadership and direction (technical assistance) in ensuring that an integrated Public Health approach be used in our programmes, working in close co-ordination with the Sierra Leonean Ministry of Health.

 

BACKGROUND

Oxfam GB has been working in a conflict and post-war environment with displaced people in Sierra Leone since 1998.To enable implementation, offices have been established in Freetown to service the North and West and Bo and Kenema for work in the South and East. With increasing geographical spread, there are plans to establish a sub office in the north.

 

Water provision is complimented by interventions in sanitation and health promotion through community mobilisation. A pilot malaria programme in rural communities may be incorporated into future programmes for resettling communities. HIV/AIDS and gender awareness has been piloted in health promotion training in the north and will be incorporated into all programmes.

 

The role of the Public Health Co-ordinator is to provide leadership and direction (technical assistance) to ensure that an integrated Public Health Approach be used in close co-ordination with the MOH and Government of Sierra Leone to plan and implement Oxfam’s programmes.

 

The post holder will be responsible for planning and managing Oxfam's work in line with Oxfam’s strategic change objectives, and country strategy in collaboration with the National Technical Advisor and Programme Managers (NW& S) under the overall co-ordination of the Country Programme Manager.

 

KEY RESPONSIBILITIES

§        Conduct a National Public Health Needs Assessment in order to develop a concept paper to outline an appropriate intervention plan for Sierra Leone in accordance with Oxfam’s country and regional strategic plans.

 

§        Consolidate Public Health data to develop intervention plans and proposals with the National Technical Advisor, Programme Managers, NGO’s and Government of Sierra Leone.

 

§        Review Oxfam’s current Public Health programmes and make recommendations on planning, implementation, monitoring and evaluation procedures.

 

§        Design Oxfam's Public Health intervention in SL and manage the resources (human and otherwise) in order to achieve the set operational objectives.

 

§        Ensure that all work is carried out in a way that is sensitive to culturally appropriate practices. Community needs and gender issues, in particular promote the full and equal participation of women in all aspects of the work.

 

§        Collaborate in building technical and organisational capacity of partner organisations by overseeing and monitoring secondments and direct inputs in collaboration with the Technical Advisor

 

§        Assess training needs among Oxfam staff, partner agencies and community volunteers and co-ordinate/implement appropriate training to enable them to conduct effective health promotion programmes within target communities

 

§        Implement Oxfam's performance management procedures in staff line management.

 

KEY COMPETENCIES:

Essential

·        Qualification to degree level in Public Health

·        Experience implementing public health programmes in both emergencies and communities, including a high level of expertise in project planning and staff and resource management

·        The post holder should have at least three years practical experience in developing countries in implementing public health programmes and at least 2 years Management experience.

·        Computer literacy (preferably word and excel)

·        Knowledge of community based interventions in water and sanitation, malaria and HIV/AIDS.

·        Excellent training and mentoring skills and the ability to develop plans and produce results in a short time frame.

·        Knowledge and skills in all aspects of data collection, management, and use, and project monitoring and evaluation.

·        Knowledge and experience in all aspects of project design, and development of sustainability and exit strategies.

·        Good English oral and written reporting skills.

·        Excellent diplomacy, tact and negotiating skills at inter-sectoral and programme levels.

·        Proven ability to prioritise, work flexibly under pressure and respond quickly and decisively where needed

 

Desirable

·        Experience in integrating gender policies into health programmes.

·        Experience in community based interventions in water and sanitation, malaria and HIV/AIDS.

BACKGROUND:

Between 1960 and 1990 Oxfam GB supported development initiatives in Sierra Leone. This was suspended with the onset of the conflict in 1990 but presence elsewhere in the region enabled the organisation to maintain a watching brief on the situation. Oxfam returned to work in Sierra Leone in March 1998, with a Country Programme Office in Freetown and programmes in the SE and NW, mainly focusing on Public Health through Water and Sanitation interventions.

 

The role of the DCPM is to ensure that the general management of the programme is to a high standard. As well as deputising for the CPM the post-holder will be responsible for ensuring that the programme meets the outputs required within budget and timescale agreed with donors. They will also play a key part in the Country Management Team, developing the programming strategy with support of her/his direct reports.

 

KEY RESPONSIBILITIES

§        To proactively line manage Oxfam’s programme managers in Sierra through performance management and to ensure on a regular basis that the different programmes contribute effectively to the agreed country strategy and meet the objectives set in a consultative, participative and gender sensitive way.

§        To ensure that Oxfam’s systems, procedures and policies are adhered to in order to enhance the delivery of a quality programme.

§        Ensure that funding processes are started in good time and properly managed to prevent avoidable funding gaps and that financial standards are maintained throughout the programming cycle.

§        To work with the Country Management Team to develop a strong gender and diversity perspective within the programme and team and ensuring that this and Oxfam’s public health policy are fully implemented as integrated parts of all programme activities.

§        Ensure that all donor-reporting requirements are met and that an appropriate level of visibility is maintained to ensure recognition of and support for Oxfam’s role.

§        To monitor the security situation and maintain a clear security framework for Oxfam staff, ensuring Oxfam's security standards are maintained and promoting and upholding the Sierra Leone NGO Code of Conduct.

§        To provide overall leadership of the Oxfam country programme in the absence of the CPM, ensuring clear strategic direction inline with corporate and regional objectives to bring about change in people’s suffering and poverty.

 

KEY COMPETENCIES

Essential

·        Experience of development and emergency work and an understanding of development and relief issues with the emphasis on general management skills.

·        Strong knowledge, commitment and interest in the reconstruction of Sierra Leone

·        A proven record of effective management in a difficult and potentially insecure environment

BASIC FUNCTION:

The Research Associate will be a member of the FIELD team.  The primary job duties involve supporting the collection and management of primary data regarding the performance of the microenterprise industry in the U.S., including maintaining regular and friendly correspondence with members of MicroTest.  The RA will assist in organizing and developing training materials,  undertaking research tasks, and otherwise supporting the work of the team. This position is tied to specific funding through June 2003, with the possibility of renewal beyond this time frame.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

v      Maintain regular communication with participating microenterprise agencies regarding their work with FIELD and MicroTest. 20%

v      Support data collection, management, and analysis associated with FIELD's work to promote learning and improve practice within the microenterprise industry. 30%

v      Support project management of team through developing project work plans and other scheduling devices. 20%

v      Produce short written pieces such as press releases and announcements, executive summaries, etc.

v      Organize and develop materials for training events, public speaking engagements and proposals.

v      Manage routine correspondence and other communications at the request of the FIELD Director and other staff.

v      Assist in developing presentation materials, such as PowerPoint presentations, in order to enhance visual effectiveness.

v      Undertake research tasks as assigned, including literature reviews, internet-based research and telephone inquiries.

v      Manage data collection for periodic industry surveys, such as the U.S. Directory of Microenterprise Programs.

v      Assist program as necessary.

Note: The above duties without percentages noted constitute 30% of the work to be performed, in the aggregate.

 

QUALIFICATIONS:

Knowledge, Education and Experience:

ü     Bachelor's degree in relevant public policy or social science discipline and 1 to 3 years related professional experience;  Master's degree in relevant field may be substituted for work experience.

ü     Strong oral and written communication skills; ability to summarize material and write reports.

ü     Demonstrated computer skills including Word, Outlook, PowerPoint and Internet use;  familiarity with SPSS and MS Access strongly recommended.

ü     Ability to set priorities and meet deadlines.  Candidate must be able to work both independently and as part of a close-knit team.

ü     Flexibility to adapt to changing program priorities.

ü     Experience demonstrating strong attention to detail and excellent organization skills.

ü     Enthusiasm for the ongoing work of the program and a commitment to economic and social justice.

ü     Some training or teaching experience preferred.
