Organizational Development Advisor – Serbia  +b

BACKGROUND:

Training Resources Group, Inc. is currently recruiting for a long-term advisor for a USAID-funded project in tax reform and administration in Serbia. The project deals with several the reform of tax policy and administration and the strengthening of the lead institution responsible for taxes in Serbia. The project also calls for developing public awareness of the changes in the tax system. This project is being bid competitively among a small number of firms.


The project is a three-year activity and calls for five long-term international advisors plus local staff.  The recruited person will be working with these other advisors in coordinating and completing the project. This position is for two years beginning in fall 2002, and will be based in Belgrade.


JOB DESCRIPTION:

The position will have the following primary responsibilities:


1.       Develop and implement a stakeholder participation strategy that seeks to gain broad input and acceptance of proposed changes in the tax system. This will entail working closely with the full-time technical advisors on the project.

2.       Oversee the development and implementation of a public awareness strategy that seeks to gain public acceptance of changes in the tax law, educate the public of their responsibilities, and improve the image of the Public Revenue Agency (PRA).

3.       Assess the organizational strengthening needs of the PRA and design and implement an organizational improvement strategy.

4.       Develop and implement a training plan that builds an internal training department, designs and delivers training, establishes a human resource management capability, and establishes an internal audit program.

5.       Identify local trainers/facilitators and develop their capacity to design and conduct the wide range of participatory events envisioned for the project.

6.       Work closely with the technical advisors on the project so all activities are integrally linked to the technical components.

7.       Serve as an internal management resource to the Chief of Party (COP) so the project itself is a model of good management.


The advisor's role is a cross-cutting role in the project, requiring that the person work very closely with the other international advisors who will each have a clear technical focus. The advisor will also have local staff working with him or her.


KEY QUALIFICATIONS:

§        Strong facilitation skills and experience

§        Organizational development skills and experience

§        Experience with participatory approaches to project work and large scale consensus building with public and government groups

§        Ability to work closely with technical specialists in designing and implementing strategies and programs

§        8-10 years of relevant experience conducting work similar those stated in the job requirements

§        Regional experience


Compensation:  This will be a full time position with a generous benefits package. The salary will be up to $80,000 depending upon salary history and experience.

Organization Background

The Global Fund for Women is a non-endowed public foundation that  provides small, flexible grants to women's human rights organizations around the world working to address critical issues such as gaining economic independence, increasing girls' access to education and stopping violence against women. Since its inception in 1987, the Global Fund has granted over $24.5 million to nearly 2,000 women's groups in 159 countries.


Position Description

The Global Fund is accepting applications for a paid, one-year Fellowship in International Women's Philanthropy with regional focus in the Americas, Asia, Caribbean, and Oceania.  The Fellowship is designed to expand women's leadership in international philanthropy through two strategies: attracting women to the field of international women's rights and developing the growth and increasing presence of women as leaders of grassroots organizations in the global women's movement.  The Fellow will work primarily the Program Team in reviewing and managing correspondence from organizations that request support from the Global Fund for Women.


PRIMARY RESPONSIBILITIES

1.        Reviewing incoming proposals from groups worldwide;

2.        Corresponding with groups to gather further information or inform them that we are unable to provide support;

3.        Preparing written summaries of the groups' purposes and activities;

4.        Preparing materials for and pursuing follow-up correspondence with groups that have received grants; updating information in the grantmaking database;

5.        Assisting with filing and maintenance of information related grantmaking; and;

6.        Working on outreach to new youth advisors.

7.        In addition, Fellows may also be asked to prepare docket recommendations and writ-ups under supervision, conduct research and analysis to show trends in our grantmaking, prepare follow-up information for donors, and assist with community outreach and speaking.


QUALIFICATIONS

The Global Fund for Women is committed to working globally and addressing inequities. In line with this global lens, it is the policy of the Global Fund for Women to actively seek a diverse pool of fellowship candidates, from a variety of backgrounds, who are committed to the mission and vision of GFW.  Ideal candidates must be completing or have just completed an UNDERGRADUATE degree or have comparable education, skills, and experience. Candidates should be new to and strongly interested in a career within the field of women's philanthropy. The position requires, the ability to work independently and as part of a team; cross-cultural understanding and sensitivity in communicating with board members, staff, and applicants overseas; excellent writing skills; and a good working knowledge of geography.  The Program Fellow must be able to manage several tasks simultaneously, be flexible, and be willing to assume a range of unanticipated assignments. Familiarity with Macintosh computers, including skills in Microsoft Word, Filemaker Pro, and e-mail applications. Fluency in written and oral English and Spanish required.  Some knowledge of the Americas or Asia desirable.


Start Date and Compensation

The Fellowship is for a period of one year to begin October 21, 2002. The Global Fund does not consider this position a permanent staff position and will make this opportunity available to others on an annual basis.  The Program Fellow will work full time at a stipend of $35,000 for the 12-month period, plus benefits.

CGAP Website Project Manager

BACKGROUND

The Consultative Group to Assist the Poorest (CGAP) is a consortium of 29 bilateral and multilateral donor agencies that support the microfinance industry.  The overarching mission of CGAP is to increase the quality and quantity of sustainable microfinance institutions (MFIs) serving the poor. To achieve this mission, CGAP serves as a service center to MFIs, donors and the microfinance industry by providing technical assistance and strategic advice.  CGAP manages two major websites: the Microfinance Gateway http://www.microfinancegateway.org and CGAP's website http://www.cgap.org .  The Microfinance Gateway is the industry's leading website to exchange information and knowledge. It is currently managed by CGAP and supported by ELDIS, a leader in on-line development gateways. It receives over 30,000 monthly visits from 100 countries. The CGAP website http://www.cgap.org is CGAP's main channel to disseminate information on CGAP corporate issues, products, services and publications. The CGAP website is hosted at the World Bank and receives over 20,000 visits a month from over 100 countries. Mission of CGAP Web Master The web master will manage CGAP's website and the Microfinance Gateway. She/he will identify creative, value-added enhancements, monitor and report on usage and supervise all aspects of the day-to-day operations.

 

RESPONSIBILITIES

1.        Plan, coordinate and monitor CGAP web projects

2.        Prepare and review all terms of reference (request for proposals) and contract renewals with vendors under direction from manager

3.        Prepare budgets and schedules

4.        Assure quality of the sites ? broken links, consistency and standards, monitor maintenance and coordinate microfinance expertise inputs to update the site (document indexing, consultant profile service, highlights management, etc.)

5.        Support and coordinate specific web projects (such as the IMPact site or the DIRC)

6.        Serve as single point of contact and coordinate the communication between multiple implementation teams

7.        Perform needed HTML coding to the web pages that are not outsourced to web designers

 

SKILLS NEEDED

ü                                   The successful candidate will have had commercial project management experience in the implementation of IT projects using at least 4-5 team members for at least 2 years

ü                                   Prior experience as a web master a strong plus

ü                                   Excellent attention to detail

ü                                   Hands-on HTML coding and other technical web skills

ü                                   Basic website usability expertise

ü                                   Strong organizational skills to coordinate divisional resources and initiatives

Koalisi Anti-Malaria Indonesia (KAMI), a USAID-funded secretariat hosted  by the U.S. Naval Medical Research Unit No.2 and the Ministry of Health, Republic of Indonesia seeks a highly qualified Deputy Director to coordinate malaria control capacity building activities on the islands of Java and Bali. The position is located in Jakarta, Indonesia.

 

RESPONSIBILITIES INCLUDE:

§        Direct the initiation of operations for KAMI, to include establishing a physical location, recruiting and managing all personnel, supervising contract staff, and procuring necessary office equipment through a means consistent with U.S. government procurement practices.

§        Organize workshops for consensus on malaria control practices and policies for Java and Bali.

§        Create detailed tasks tailored to achieving specific capacity building objectives framed within the context of an Indonesian consensus on strategies for malaria control.

§        Manage sub-contracts executed to achieve approved tasks leading to accomplishing specific capacity building objectives for malaria control on Java and Bali.

§        Account for expenditure of resources by submitting quarterly and annual financial and progress reports to donor and sponsor institutions.

§        Expand the range and scope of malaria control capacity-building activities undertaken through KAMI by actively seeking resources from other donor agencies.

 

Minimum qualifications include:

§        Doctoral degree (PhD, DSc, MD or DrPH) from an academic

§        institution accredited or considered competitive for accreditation by US standards.

§        At least 15 years experience working in the developing world on issues directly related to public health, especially but not exclusively issues relevant to infectious disease problems in Southeast Asia. Specific experience in malaria control very helpful.

§        At least 5 years experience as a senior manager of health development projects in the developing world with demonstrable success, especially but not exclusively with projects sponsored by USAID in Southeast Asia.

§        Working ability with Bahasa Indonesia language extremely helpful.

§        Experience working within or collaborating closely with any agency of  the Ministry of Health, Republic of Indonesia for 3 years or more is very helpful.

§        Familiarity with the current restructuring of health services in Indonesia, especially of decentralization issues, as demonstrated by relevant experience or published professional work.

§        At least 3 years experience with US Government acquisition regulations, especially but not exclusively those the Department of Defense.

§        Experience either writing or executing business contracts in Indonesia, especially but not exclusively with companies serving the health sector.
