THE BRIEF TORS ARE AS FOLLOWS:

Provision of training in national accounts
methods and concepts based on the UN Revised System of National Accounts for 50
staff from key Ministries and Central Bank
·
Development of training materials,
including elaboration of how-to-manual for national accounts
·
On-the -job training in design and
elaboration of national accounts
Consultant in Macroeconomic framework for economic
management and poverty reduction
·
Training of 30 staff from key Ministries
in macroeconomic analysis, methods and concepts
·
Review of existing planning and
programming tools, including IMF financial
programming
·
Preparation and production of
how-to-manual
·
On-the-job training for 30 staff in the
elaboration of macroeconomic framework
The training will be in French. It is hoped to carry out the assignment in September/October, hence candidates should respond ASAP.

currently seeks a Consultant or Senior Consultant for our Financial Sector
Practice Unit to be based out of our Metro Center, Washington, DC office. The Practice Unit focuses on internationally
funded financial sector development projects in emerging markets throughout the

The Practice Unit is a leading contractor to USAID, the World Bank and

areas as bank restructuring and privatization, pension reform, SME finance, and
capital markets development, among others.
This position is full-time and will assist
our Financial Sector Unit with related marketing initiatives, database
improvement and project and proposal support.
Specific duties will include any or all of the following: performing general project administration,
assisting in proposal development, tracking new project opportunities, updating
and organizing corporate qualifications database, helping develop and publish
new marketing materials, conducting relevant internet research and providing
various project support duties on an as-needed basis.
THE IDEAL CANDIDATE WILL POSSESS THE

Deloitte Emerging Markets, the specialized
development consulting arm of Deloitte Touche Tohmatsu, is seeking an ICT
Manager to be based in the Washington, DC office. This position requires a
flexible, quality-focused, team player who can work independently with
exceptional communication skills and strong attention to detail.
The selected candidate will have
significant experience in two of the following areas:
·
Develop strategies to develop or increase
information and communication technology (ICT) sector competitiveness in
developing countries and the supply and demand for ICT products and services
nationally and internationally.
·
Assess and benchmark the legal and
regulatory environment for ICT and e-Business.
·
Deliver firm-level technical assistance
and building greater awareness of the benefits of ICT in the private sector in
emerging markets.
·
Develop national strategies and plans for
increasing the adoption and diffusion of ICT through e-Government,
public-private partnerships and linkages to stimulate the adoption of ICT in
the private sector in emerging markets.
Specific tasks will involve business
development, technical/billable work and project management, such as:
·
Identify and track donor-funded
opportunities in the area of information and communication technology (ICT),
particularly as it relates to private sector development.
·
Manage overall proposal and project
process from inception to completion.
·
Develop and enhance key relationships with
donor representatives and industry partners.
·
Lead marketing efforts and develop related
plans, including devising technical and market entrance strategies in ICT.
·
Network with other Deloitte practices to
advance ICT initiatives in emerging markets and leverage the firm's global
experience.
QUALIFICATIONS:
§
Master's degree in a related field
(Business, International Relations, Telecommunications, or Computer Science).
§
5+ years of work experience in ICT
consulting, preferably in emerging markets, with expertise in at least one of
the following areas in ICT: legal and regulatory frameworks, national strategy
development and sector planning, and e-Government/e-Business strategy and
applications.
§
Detailed knowledge of and experience
working with international lending agencies (strong familiarity with USAID is
highly preferred) or international organizations such as the International
Telecommunications Union.
§
Relevant project and field experience,
delivering technical assistance.
§
Excellent conceptual and writing skills
with the ability to lead proposal efforts.
§
International experience, preferably in
emerging markets.
§
Ability to perform and prioritize a
variety of tasks within assigned deadlines in a fast-paced environment.
§
Experience working with ICT in the private
sector.

JOB DESCRIPTION:
1.
Evaluate ALM-supported projects and make
recommendations for the implementation of non-medical ministry components with
the ultimate purpose of fostering the holistic development of people affected
by leprosy.

Identify and facilitate profes-sional
development opportunities for project partners. These will include mentoring, training courses, subscriptions, and
teaching/learning materials related to community-based health and development
issues.

Identify and cultivate the cooperation of
international and in-country agencies that can provide project services not
already possessed by ALM staff or supported projects. Such services may
include, but are not limited to: evangelism and discipleship, community-based
rehabilitation, basic education, literacy education, vocational training,
micro-enterprise development, micro-loan programs, provision of housing.

Work with project partners to develop
linkages with local churches for the leprosy education of church staff, the
discipleship of families a-ffected by leprosy, and broadening the vision of the
church’s mission beyond spiritual ministry alone.

Minimum four-year university degree in relevant social and/or economic studies and five years' experience in community-based health and development in lesser-developed countries. Proven analytical and communication skills, ability to review and comprehend financial statements, capacity to function in a multi-cultural context and ability to relate empathetically to people with diseases such as leprosy and physical disabilities. Must be computer literate with skills in using Microsoft Office applications.
