The World Conference on Religion and Peace (WCRP) is an international, interreligious coalition that seeks to promote dialogue and cooperation among representatives of the world's religious traditions in order to seek common action for peace.  WCRP has been working in the region since late 1996 to support the efforts of religious leaders to build multi-religious cooperation and to enhance the role that religious communities can play in the reconstruction, reconciliation and development of their societies. WCRP is currently seeking a person to fill the position of Project Director for West Africa in order to continue and further develop these initiatives. POSITION

The Project Director is responsible for day-to-day management of all aspects of WCRP's project work in the West Africa region. These duties will include program management, financial accountability, and staff supervision in the regional office in Freetown covering our work with the Inter-Religious Councils in Sierra Leone, Liberia, Guinea and Cote d'Ivoire. There are possibilities for the position to assist in the development of a future Pan-Africa program. The position must be flexible for possible re-location to other African countries in the future. The Project Director reports to the Program Director for Conflict Transformation at the WCRP/International Secretariat in New York.

SPECIFIC RESPONSIBILITIES (include but are not limited to)

* Assist in the development and support of representative inter-religious councils throughout the region.

* Maintain regular contact and close working relationships with relevant religious leaders in the countries of Sierra Leone, Liberia, Guinea and Cote d'Ivoire; when appropriate assist in building relationships with relevant religious leaders in other African countries.

* Travel frequently throughout the region in monitoring and evaluating current WCRP program activities with the Inter-Religious Councils.

* Design and implement peace building project activities consistent with WCRP program goals for West Africa. Assist in the coordination of WCRP activities with women and youth groups.

* Implement a capacity building program with the inter-religious councils including training in finance, administration, organizational development, strategic planning, leadership, mediation/negotiation, conflict resolution and peace building.

* Coordinate and facilitate regular inter-religious regional meetings to prepare and implement region wide peace building efforts.

* Represent WCRP with other international organizations, NGOs, local governments and organizations in the region.

* Oversee staff in the region, including hiring all local staff and coordination with WCRP NY in hiring international staff.

* Prepare regular narrative and financial reports for the International Secretariat and periodic narrative and financial reports for project donors in coordination with the International Secretariat in New York.

* Oversee financial management of project grant funds and providie regular financial reports to WCRP/International.

* Assist in program development and proposal writing towards strengthening the projects in the region.

* Possibility of assistance with a new Pan-African program and the need to travel and/or re-locate to other areas.

QUALIFICATIONS: Please only apply if you meet all of the stated qualifications

* Minimum 3 years experience of living and working in Africa.

* Graduate degree in international relations, peace and conflict resolution, religion, or a related field.

* Minimum 5 years experience in field-level program implementation and management in conflict resolution, interreligious cooperation, and/or civil society development.

* Excellent training skills and experience in the areas of organizational capacity building and peace building/conflict transformation.

* Excellent English verbal and written communication skills and effective representational skills.

* Program development and proposal writing experience.

* Strong management and organizational skills, particularly in working with multi-religious staff and groups.

* Active involvement with a faith community.

* Knowledge of one of the main languages in the region is preferred.

* Not a family post.

POSITION AVAILABLE: Local Tanzanian Facilitator/Strategic Planner for USAID Mission Retreat in Tanzania.

The time frame is January 29th through February 8th. The facilitator will prepare for retreat with senior consultant in Dar es Salaam for 3-4 days; five days in Momela, Arusha followed by two days of report preparation. This retreat  will  provide an opportunity  for the stakeholders to engage in productive interaction to further progress towards the SO2 Objective: "improved conservation of coastal resources and wildlife selected areas."

EdNet Business/Economics Education Evaluation: Central Asia +b

USAID CAR Economics and Business Education Network (EdNet) Evaluation:

Two Evaluators needed to determine objectively whether this activity is effective in meeting its overall goal of improving the economics and business higher education in all five countries of Central Asia.

Qualifications:

1. Expertise in higher education and particularly higher education in economics and business

2. Thorough knowledge and understanding of the education sector and issues in economic education in transition economies is critical.

3. In-depth knowledge and understanding of issues and challenges in higher education in CIS

4. Knowledge of evaluation methods and techniques and experience in USAID evaluations

5. Work experience in the region or CIS

6. Previous teaching experience in higher education institutions

7. Knowledge of Russian and/or any of the Central Asian languages

8 . Strong writing skills and oral presentation skills are a necessity

Time Frame

The evaluation process will take approximately seven weeks, starting January 27, 2003. This time frame will include: approximately one week of document review and planning at the home office, one day in Almaty for meetings with USAID/CAR, four weeks of intensive data collection in the field, and two weeks for analyzing data and preparing the final report.

The COP will coordinate efforts to strengthen the work of the constitutional commission and judicial commission and may also work with the interim authority on policy planning/coordination and with the human rights commission.  The position will have primary responsibility for the management of a large, complex, two-year effort.

Responsibilities:

· Provide technical leadership and management oversight;

Qualifications:

CARE International in Kenya implements 11 projects in three sectors or lines of business - commercialization of smallholder agriculture, HIV & AIDS, and Civil Society Organizations Strengthening. CARE also implements the Refugee Assistance Project, which provides multi-sectoral care and maintenance to 137,000 refugees. Aggregate annual budgets total US$7.5m.  CARE employs 375 staff. 

The Assistant Country Director (ACD) is responsible for all aspects of programming in particular: high-quality contract deliverables; new programme development and conceptual/strategic leadership with respect to programmes. For the first 6-12 months the ACD will concentrate primarily on the three business sectors.

The position will fit a dynamic, self-driven, results-oriented leader/manager looking for a unique opportunity to develop and be responsible for delivering innovative strategies that will reduce poverty in Kenya. This position calls for independent decision-making, a high degree of competence and the exercise of leadership.

Essential Requirements:

-        widely-recognized expertise in one of the 3 business lines

-        demonstrated excellence in:

          . contract management (minimum 5 years) - experience with USAID (Title II) preferred

          . fund raising from bilateral and multi-lateral donors

          . analysis of the operating environment in uncertain situations, and development of programme strategies

          . leading multi-sectoral teams 

          . M&E practices, systems and procedures
