As a development of its existing work the Project has helped initiate IFIwatchnet. This currently comprises 40 organisations from 15 countries that are active in monitoring the international financial institutions. It aims to more effectively share information at a global level and to encourage collaborative working. Funding has been obtained for a year's project to pilot distributed information sharing tools to improve communications between IFI-watching NGOs and the many other stakeholders interested in this issue. Part of this work will be to build a proposal for the development and implementation of a long-term information network among IFI-watchers, including through co-organising an international meeting.


KEY TASKS


1) Facilitating discussions with the participating NGOs and reaching out to further groups, including through:

ü     Moderating and summarising contributions to an electronic discussion group;

ü     Outreach and integration of new groups, especially Southern organizations;

ü     Answering queries from NGO members and non-members on informational, logistical and technical issues;

ü     Publicising IFIwatchnet;

ü     Attending meetings.


2) Helping design and implement and manage new web-based information-sharing tools, including through:

ü     Updating the IFIwatchnet calendar and other shared information services;

ü     Refining plans for a common e-newsletter subscription service, a database of briefings, news articles, common glossaries, etc;

ü     Tracking usage and accessibility of the information provided through analysing weblogs and performing tests.


3) Provide general administrative support to the project, including through:

ü     Preparing reports, future plans and funding proposals;

ü     Liasing between IFIwatchnet web designer, ISP and member organizations;

ü     Helping organise a global meeting to discuss IFI-watcher communications.


QUALIFICATIONS:

1) Good knowledge of development issues, including basic understanding of debates about the roles of the World Bank and IMF.


2) Proven experience of:

-         communicating clearly and accurately with non-specialist audiences;

-         facilitating web-based discussions;

-         working effectively with a broad range of organizations of different sizes, work styles, cultures, and political objectives.


Plus, preferably:

· working in an NGO on international policy issues;

· planning and implementing web tools;

· available for limited travel.


3) Skills:

-         Excellent computer literacy and familiarity with computer and web terminology;

-         Fluent English - other languages an advantage;

-         Taking the initiative and working in a small team.


Starting date: January 2003

POSITIONS AND QUALIFICATIONS:

Team Leader/Senior Banking Training Expert +b

-         post graduate degree in economics related to the banking sector or other similarly relevant university degree, or relevant professional qualifications;

-         a minimum of 10 years of relevant experience with central or state-owned or commercial banks on the subjects to be covered by the training project, including experience developing and delivering training courses in subjects in a banking environment;

International Consultant Socio Economists (1 Urban, 1 Rural) - Participatory Appraisal of Institutions, Livelihoods and Food Access +b

Duties and Responsibilities

Under the overall supervision of the Chief, Nutrition Programmes Service (ESNP), the technical supervision of the Chief, Food Security and Agricultural Projects Analysis Service (ESAF), the direct supervision of the Mission Team Leader, in consultation with the FAO and WFP Regional Offices in Cairo, and in close collaboration with CARE and other members of the Mission, the Consultants will participate in the mission to assess the food and nutrition situation in both the rural and urban areas of the West Bank and the Gaza Strip.

 

Specifically the Consultants will:

·        At the outset of the assignment, propose a draft report outline.

·        Organise and conduct, in co-operation with local expertise, participatory assessments with key resource persons and selected focus groups at national and district level, to identify vulnerable groups and prepare food security and nutrition vulnerability profiles of urban and non-urban households (both in refugee and non-refugee areas).

·        Assist in the planning, execution, analysis and reporting on the overall food security assessment by the mission. Provide methodological inputs to be used to assess household food security and nutrition related issues using participatory approaches, and on how to carry out an institutional analysis using participatory techniques at national and district levels. Refine topics to be covered in semi-structured interviews with: i) non-urban, and ii) urban communities. Prepare subject material checklists, working aids, an information recording matrix, and an analysis and reporting methodology. Train national consultants, monitors, and counterparts in the use and application of participatory methodology necessary to achieve the desired outputs of the project.

·        Review available data on the food, nutrition and health situation of the population in different parts of the West Bank and the Gaza Strip in current and previous years, with particular reference to population groups and households at-risk (or under threat) and to vulnerable target groups such as under 5-year-old children, and pregnant and lactating mothers.

 

Consultation with Relief and Development Aid Institutions and Services

§        Explore the changes in factors affecting access to food among various population groups, including the impact of the recent and recurrent blockades of the border with Israel and of the restricted access to parts of the Palestinian Territory.

§        Study the socio-economic factors affecting access to food by the population (including employment opportunities, and incomes) and assess the household food insecurity resulting thereof, including the effect of health, water and sanitation, education and lifestyle on nutritional well being of all members of the household.

§        Determine the level of vulnerability, food insecurity and risk of malnutrition of various groups, including children, women, rural settled populations, nomads and semi-nomads, IDPs, returnees, urban poor and social welfare cases. This will highlight in particular those vulnerable groups who have become food insecure since the beginning of the emergency situation and others who are likely to become food insecure if the current situation continues. Identify where they are located, and the causes of their food insecurity.

§        Visit schools, health centres, hospitals and nutrition rehabilitation institutions, and food distribution centres,  women’s and youth organizations, farmer’s groups, representatives of civil society and knowledgeable persons from NGOs, UN Agencies and other sources, to enquire about the nature and magnitude of food, nutritional and health problems.

§        Collect all available procedures and tools being applied in the field for programming, targeting, beneficiary selection, and monitoring of relief and development aid.

§        Analyse the institutional setting (Government, NGOs, donors, community-based organizations), specifically with regard to livelihoods, nutrition, health and related household food security programmes and activities. Identify gaps, strengths and weaknesses. Identify major stakeholders and relevant institutional collaboration opportunities for improving inter-sectoral and inter-agency co-ordination and collaboration in the collection and analysis of food security data.

 

Consultation with Focus Groups, Key Informants and Selected Households

§        Appraise who in the country is hungry and malnourished and why, where they live, their main sources of livelihood, the typical foods they eat, the risk factors causing their hunger and malnutrition, and by implication what can be done about it.

§        Appraise who is increasingly becoming food insecure and nutritionally vulnerable, where they are geographically located, and the causes of their food insecurity.

§        Study the livelihoods (flow of activities and resources) and constraints facing groups of urban and non-urban households (both in refugee and non-refugee areas) with insufficient (or under threat of losing) social, economic and physical access to adequate food, and their coping strategies.

§        Develop a problem tree, an objective tree and a strategy analysis leading to recommendations for targeted interventions towards improving livelihoods, food security and nutrition.

§        On the basis of the evidence assembled, provide recommendations on how the food security and nutrition situation of households at-risk (or under threat) and of vulnerable target population groups can be improved.

§        Provide a full account of the survey methodology and the analytical techniques employed for inclusion in a technical summary report.

§        Provide recommendations for supporting information systems that can monitor the food and nutritional situation. Identify the spatial analysis parameters and requirements for improving the presentation of, vulnerable livelihoods, household food access, and health and nutrition results. Make recommendations to improve the coordination, analysis, sharing and dissemination of this information amongst different stakeholders.

§        Assist in the presentation of the findings of the mission and in the follow-up discussions with the relevant authorities and the international community.

§        Provide written inputs into and assist in the preparation of the final mission report.

QUALIFICATIONS AND EXPERIENCE: Advanced University degree (M.Sc. or Ph.D. or equivalent advanced post-graduate degree in community nutrition, anthropology or social sciences) with substantial experience in community-based participatory food security and nutrition assessments; good drafting and analytical skills; working experience in the region desirable.

Reporting Requirements: Provide written inputs into and assist in the preparation of the final mission report. Prepare a technical report in cooperation with the lead national consultant containing methodology, findings, results, conclusions and recommendations. The report will be submitted to the Mission Team Leader and the relevant technical supervising services one week before departure from the country office.

Working Language: English

Duty Station: Jerusalem / Ramallah and Gaza

Duration: 60 days each (total 120 days)

The World Conference on Religion and Peace (WCRP) is an international, interreligious coalition that seeks to promote dialogue and cooperation among representatives of the world's religious traditions in order to seek common action for peace.  WCRP has been working in the region since late 1996 to support the efforts of religious leaders to build multi-religious cooperation and to enhance the role that religious communities can play in the reconstruction, reconciliation and development of their societies. WCRP is currently seeking a person to fill the position of Project Director for West Africa in order to continue and further develop these initiatives. POSITION

The Project Director is responsible for day-to-day management of all aspects of WCRP's project work in the West Africa region. These duties will include program management, financial accountability, and staff supervision in the regional office in Freetown covering our work with the Inter-Religious Councils in Sierra Leone, Liberia, Guinea and Cote d'Ivoire. There are possibilities for the position to assist in the development of a future Pan-Africa program. The position must be flexible for possible re-location to other African countries in the future. The Project Director reports to the Program Director for Conflict Transformation at the WCRP/International Secretariat in New York.

SPECIFIC RESPONSIBILITIES (include but are not limited to)

* Assist in the development and support of representative inter-religious councils throughout the region.

* Maintain regular contact and close working relationships with relevant religious leaders in the countries of Sierra Leone, Liberia, Guinea and Cote d'Ivoire; when appropriate assist in building relationships with relevant religious leaders in other African countries.

* Travel frequently throughout the region in monitoring and evaluating current WCRP program activities with the Inter-Religious Councils.

* Design and implement peace building project activities consistent with WCRP program goals for West Africa. Assist in the coordination of WCRP activities with women and youth groups.

* Implement a capacity building program with the inter-religious councils including training in finance, administration, organizational development, strategic planning, leadership, mediation/negotiation, conflict resolution and peace building.

* Coordinate and facilitate regular inter-religious regional meetings to prepare and implement region wide peace building efforts.

* Represent WCRP with other international organizations, NGOs, local governments and organizations in the region.

* Oversee staff in the region, including hiring all local staff and coordination with WCRP NY in hiring international staff.

* Prepare regular narrative and financial reports for the International Secretariat and periodic narrative and financial reports for project donors in coordination with the International Secretariat in New York.

* Oversee financial management of project grant funds and providie regular financial reports to WCRP/International.

* Assist in program development and proposal writing towards strengthening the projects in the region.

* Possibility of assistance with a new Pan-African program and the need to travel and/or re-locate to other areas.

QUALIFICATIONS: Please only apply if you meet all of the stated qualifications

* Minimum 3 years experience of living and working in Africa.

* Graduate degree in international relations, peace and conflict resolution, religion, or a related field.

* Minimum 5 years experience in field-level program implementation and management in conflict resolution, interreligious cooperation, and/or civil society development.

* Excellent training skills and experience in the areas of organizational capacity building and peace building/conflict transformation.

* Excellent English verbal and written communication skills and effective representational skills.

* Program development and proposal writing experience.

* Strong management and organizational skills, particularly in working with multi-religious staff and groups.

* Active involvement with a faith community.

* Knowledge of one of the main languages in the region is preferred.

* Not a family post.

CARE International in Kenya implements 11 projects in three sectors or lines of business - commercialization of smallholder agriculture, HIV & AIDS, and Civil Society Organizations Strengthening. CARE also implements the Refugee Assistance Project, which provides multi-sectoral care and maintenance to 137,000 refugees. Aggregate annual budgets total US$7.5m.  CARE employs 375 staff. 

The Assistant Country Director (ACD) is responsible for all aspects of programming in particular: high-quality contract deliverables; new programme development and conceptual/strategic leadership with respect to programmes. For the first 6-12 months the ACD will concentrate primarily on the three business sectors.

The position will fit a dynamic, self-driven, results-oriented leader/manager looking for a unique opportunity to develop and be responsible for delivering innovative strategies that will reduce poverty in Kenya. This position calls for independent decision-making, a high degree of competence and the exercise of leadership.

Essential Requirements:

-        widely-recognized expertise in one of the 3 business lines

-        demonstrated excellence in:

          . contract management (minimum 5 years) - experience with USAID (Title II) preferred

          . fund raising from bilateral and multi-lateral donors

          . analysis of the operating environment in uncertain situations, and development of programme strategies

          . leading multi-sectoral teams 

          . M&E practices, systems and procedures 

-        first degree in a relevant field (e.g. agriculture, business, economics, public health); advanced degree an asset
