Project title: Industrial Environmental Management

 

Services: Assist the government in formulating an Industrial Environment Management Program, combining policy and institutional reforms, and capacity building with a detailed action plan.

 

Project starting date: 31 March 2003

 

Profiles needed:

§        International consultant with first hand knowledge of policy issues relating to industrial efficiency and environmental management issues, in the region, preferably in Pakistan

§        Demonstrated experience in regulatory as well as market-based policy development,

§        Experience with Asian Development Bank would be a plus.

§        He will be assisted by a domestic policy and industry sector analyst.

 

Tasks:

He will take the lead in component 1: formulation of a program for policy reform for industrial efficiency and environmental management and outline a policy framework and action plan that will be implemented by the Government.

 

Assignment duration and location: 3.5 months in Islamabad

 

Capacity Building Expert +b

 

§        International consultant with extensive experience in conducting needs assessments and developing institutional capacity and technical capability building of government agencies related to industrial environmental management.

§        Experience required in the region, preferably in Pakistan.

§        Experience with Asian Development Bank would be a plus.

§        He will be assisted by a domestic capacity building specialist.

 

Tasks:

He will carry out component 2 : review the existing institutional framework and make recommendations for capacity building.

The position is based in Skopje. ACTED has been working in Macedonia for 18 months, on refugees and rehabilitation projects. The current projects and perspectives are more focused on long term issues.

ACTED is implementing a program focused on decentralization process community mobilization, and capacity building.

The objective is to implement small scale projects through a process of concertation with local leaders and municipalities. Ultimately, the project will lead to the creation of a local organization.

We are intending to develop new projects in agriculture, income generation (tourism, green houses), and intercultural relations.

The co-ordinator will supervize the projects of ACTED in the area. In particular, he will:

·        Define  a strategy for ACTED in Macedonia.

·        Liaise with donors and propose new projects

·        Design and implement projects

·        Overview the work of the finance, logistics, and administration departments for the area

·        Manage expatriate and local human resources

·        Coordinate with other agencies

QUALIFICATIONS:

Experience in the provision of international technical assistance, preferably in transition countries, is highly desirable.

EFD is seeking an appropriately experienced and qualified Co-ordinator who will be responsible for the overall co-ordination of EFD's activities in Vietnam.

The Country Co-ordinator is the chief and legal representative of EFD Vietnam for its partners, the Vietnamese authorities, and funding bodies. The Country Co-ordinator takes overall responsibility for the implementation of EFD's programmes and EFD’s activities in Vietnam.

The Country Co-ordinator will carry out the following tasks and activities:

Co-ordination of development programmes

To co-ordinate EFD’s programmes that function as a grant scheme (including Street-Based Referral, Vocational Training and Employment, and Inclusive Education Programme). This includes strategy planning and review, coordinating programme needs assessments, selection of grant applications, project planning processes and project monitoring and evaluation in close co-operation with EFD’s national staff and representatives of the Vietnamese organisations that receive support.

Establishing a training institute for staff of Vietnamese social organisations

To co-ordinate the training and guidance provided by EFD (includes planning, monitoring and evaluation).

To set up a joint-venture training institute with a Vietnamese instititution (includes identification of a partner and partnership negotiations) and develop management structures, systems and procedures.

Human resource management

To facilitate and stimulate effective communication and good relationships among the members of the team, by organizing monthly meetings and team building activities.

To provide advice to staff and volunteers regarding the implementation of their tasks (this relates to areas such as project cycle management, participation, sustainability, fundraising, public relations, and general problem solving).

To manage EFD's 4-5 local staff members and 2-3 full-time expatriate volunteers (this includes a fortnightly workplan reviews, bi-annual staff appraisals, and other aspects of personnel management such as recruitment).

To coordinate the work and involvement of EFD’s local and international volunteers (this includes volunteer recruitment, workplan reviews, and other aspects of volunteer management).

Fundraising

To be responsible for sufficient resource mobilization (financial, human, and other resources) for EFD's operation in Vietnam in cooperation with the international fundraising units and fundraising volunteers.

Communication

To oversee all incoming mail and delegate appropriate staff and volunteers to respond.

To oversee EFD’s database of contacts.

To provide EFD Belgium and Switzerland with a quarterly and annual internal report on EFD’s operation in Vietnam.

To liaize with EFD Switzerland (ERV) in French and stimulate their commitment to support EFD-Vietnam whilst ensuring they have access to sufficient information.

To be responsible for the communication in English with all donor agencies in cooperation with staff and volunteers.

To develop and maintain an excellent relationship with the Vietnamese partner organisations, the authorities (ensuring EFD's activities in Vietnam have received their approval), the media, funding bodies, and other international NGOs.

To sign off all outgoing publications about EFD such as a quarterly newsletter and annual report, web site and project proposals/evaluation reports.

Financial administration

To carry the overall responsibility of EFD’s financial administration in Vietnam (this includes endorsing EFD’s budgets and accounting reports, liquidity plan, amortisation, bank transactions and supervising the project accounting).

Overall management

To monitor and review EFD’s operation in Vietnam and improve or adjust management systems if needed.

*DURATION OF POST: 2 years minimum (a four-year posting is considered optimal)

*QUALIFICATIONS AND SKILLS REQUIRED:

Essential:

University degree in social sciences, education or management, preferably development management and/or related field

A minimum of 3 years of experience in development project management, administration, training management, resource mobilisation and/or communication

Good team leadership qualities

Excellent interpersonal skills

Excellent written and spoken English

Good written and spoken French

Strong ability to work in a multi-cultural environment

Experience in working with standard word processing, spreadsheets and internet applications

Desirable:

*Experience in child-focused development programmes

*Experience in working for a Non Government Organisation preferably in Vietnam or China

*Familiarity with Vietnamese institutions involved in services for children and with government institutions and procedures

*Vietnamese and/or Dutch language skills

Starting date: 1 March 2003

Deloitte Touche Tohmastu Emerging Markets Ltd. is implementing a USAID/Ukraine project to develop and strengthen a commercial law resource center composed of four main departments: (i) legislative development, (ii) outreach and publications, (iii) professional development (training), and (iv) financial restructuring (bankruptcy law).  The ultimate aim of the project is to build a sustainable institutional base in Ukraine for continuing commercial law reform as it transitions to a market-based economy.  The Sr. Legal Advisor works closely with the legislative development department on setting and advocating a commercial law reform

agenda and assisting working groups with new legislation or packages of

amendments, regulatory reform, and legal implementation issues.

RESPONSIBILITIES:

Potential activities could include assistance with the following activities:

§        Advising project team members on commercial law drafting efforts including the areas of enforcement of judicial decisions, insurance regulation, joint stock companies law, bankruptcy, mortgage and secured transactions, bonds, leasing, and credit bureaus;

§        Writing relevant articles and papers on commercial law issues for public outreach and use in the project's various publications;

§        Managing the professional development of the legal and business communities via presentations, seminars, workshops, and training sessions; and

§        Preparing relevant information for annual workplans and monthly/quarterly/annual performance reports.

QUALIFICATIONS:

ü       10+ years legal experience related to commercial law;

ü       Deep understanding of insolvency law, company law, law on joint stock company, civil code, non-bank financial services law, and other relevant legislative reforms; 

ü       Ability to identify and draft new legislation, regulations and amendments;

ü       Demonstrated experience advising on implementation and enforcement of commercial law; 

ü       Experience working on bilateral/multilateral technical assistance projects (USAID experience preferred);

ü       Strong English language capabilities (written and oral); and

ü       Law degree required.
