This is a three-month Assignment based in Pristina.

CARE International is seeking a Technical Program Consultant who will assist in the focused development and maintenance of CARE International in Kosovo and Macedonia's program portfolio. Responsibilities include collaborating with the Acting Mission Director and project managers, as well as other resource personnel, to identify, design, and secure funding for new projects; ensuring the highest level of quality for CARE Kosovo's managed projects; and assisting the Acting Mission Director in overall management of the mission to ensure achievement of its Strategic Goals. Requirements include a Bachelors degree in a development-related field along with at least five years work experience managing community-based projects in developing countries; fluency in English, excellent writing skills, and solid comprehension and proven ability to formulate and write complex proposals to the technical levels required by donors such as USAID or the European Union; and the ability to provide leadership, communicate effectively, and promote a team approach to enhance staff commitment to successfully implement the mission's strategic plan. Duties and Responsibilities

The Health Director is responsible for the general management of a small health center in Alaska, USA. In close consultation with the Executive Director of the small Indigenous organization, the Health Director will participate in the mission of the Indigenous Athabascan organization to promote the general welfare of each member tribe and its respective individual members and to preserve and maintain justice for all by providing management and supervision of a small health center for Indigenous peoples.

The overall duties include program administration, personnel management, financial management, contract compliance, planning, and interagency coordination. The Health Director will manage and plan for health organizational expansion and capacity building, provide for consumer advocacy and implement CATG tribal policies relating to health issues.

Specifically the Health Director will:

Provide general management and administration of health facilities, provide general supervision to all health center staff, serve as the contract manager for the Indian Health Service contracts and grants, prepare proposals for new and continuing programs, prepare and monitor the health center budget, assure timely and proper management of financial resources for all health programs, monitor and implement policies and procedures for health service operations, prepare written reports, as necessary for contract requirements and internal requirements, assure a formal and ongoing health services planning process for the villages in the region, plan and support village administrations seeking to provide their own health services.

QUALIFICATIONS: Advanced University degree (M.Sc. or equivalent advanced post-graduate degree in health administration or health sciences) with substantial experience in community-based participatory health service methods and programs.

Coordinator of Southwest Multiethnic Community Center

The Southwest Multiethnic Community Center invites nominations and applications for the position of coordinator of the center.

Southwest Multiethnic Community serves an area comprising the Texas Gulf Coast Region, but the center focuses on training for refugee leaders to improve their organizational, leadership, and management skills. The center also provides information referral services and space for community events and activities. Refugee leaders have emphasized the need for a community center as a way to improve access to information and services and to create a central gathering spot for their communities. The center also provides a central location for leadership training that is so crucial to social and economic progress. By training refugee leaders and disseminating information, the center enables refugee communities to be better informed and better mobilized to achieve their goals.

The Coordinator of the center reports directly to the Community Center Board of Advisors and Alliance for Multicultural Community Services. The main duty of the coordinator is to manage the operations of the Multiethnic Community Center, which includes manage the day-to-day activities of the center; develop information seminars and special events for refugee communities, establish liaison with social service providers in the Houston area, develop and secure financial and volunteer resources for the center, supervise community liaisons in disseminating information and implementing center programs and special events, and prepare program reports to the Board of Advisors. The Coordinator must provide visionary leadership, be a proven fund-raiser, be committed to diversity and a global outlook, and must work effectively with the Board of advisors. The Coordinator must be an articulate advocate who will represent the community effectively to diverse constituencies. Qualifications include a record of leadership, academic achievement (an earned Bachelor degree from an accredited program), demonstrated excellent administrative skills, and the ability to work effectively with Community and other constituencies.

Successful candidates will be evaluated on these and other attributes:

1. Excellent interpersonal and communication skills

2. Positive experience working with cross cultural environments

3. Ability to significantly increase ESL and GED Computer Education enrollments

4. The demonstrated capacity to provide leadership in fundraising activities

5. A track record in effective leadership and decision-making

6. A track record in planning involving implementation, assessment, and budget allocations

7. Bilingual a plus (French, Albanian, Arabic, or Somalian);

8. Proficiency and comfort with computers and the Internet;

9. Experience or interest in community development.

This is a full-time position. The planned appointment date is February 28, 2003. The search will continue until the position is filled and evaluations will begin as dossiers are received, but for full consideration, nominations and applications should be received by January 15, 2003. Under Texas law, the names of finalists only must be disclosed. Such disclosure must be made 21 days prior to the Board of Advisors action to appoint the next Coordinator.
