Duties and Responsibilities
Under the overall
supervision of the Chief, Nutrition Programmes Service (ESNP), the technical
supervision of the Chief, Food Security and Agricultural Projects Analysis
Service (ESAF), the direct supervision of the Mission Team Leader, in
consultation with the FAO and WFP Regional Offices in Cairo, and in close
collaboration with CARE and other members of the Mission, the Consultants will participate in the mission to
assess the food and nutrition situation in both the rural and urban areas of
the West Bank and the Gaza Strip.
Specifically
the Consultants will:

At the outset of the assignment, propose a draft
report outline.
·
Organise and conduct, in co-operation with local
expertise, participatory
assessments with key resource persons and selected focus groups at
national and district level, to identify vulnerable
groups and prepare food security and nutrition vulnerability profiles of urban
and non-urban households (both in refugee and non-refugee areas).
·
Assist in the planning, execution, analysis and
reporting on the overall food security assessment by the mission. Provide
methodological inputs to be used to assess household food security and
nutrition related issues using participatory approaches, and on how to carry
out an institutional analysis using participatory techniques at national and
district levels. Refine topics to be covered in semi-structured interviews
with: i) non-urban, and ii) urban communities. Prepare subject material
checklists, working aids, an information recording matrix, and an analysis and
reporting methodology. Train national consultants, monitors, and counterparts
in the use and application of participatory methodology necessary to achieve
the desired outputs of the project.

Review available data on the food, nutrition and
health situation of the population in different parts of the West Bank and the
Gaza Strip in current and previous years, with particular reference to
population groups and households at-risk (or under threat) and to vulnerable
target groups such as under 5-year-old children, and pregnant and lactating
mothers.
Consultation with Relief and Development Aid Institutions and Services
§
Explore the changes in factors affecting access to food among various
population groups, including the impact of the recent and recurrent blockades
of the border with
§
Study the socio-economic factors affecting access
to food by the population (including employment opportunities, and incomes) and
assess the household food insecurity resulting thereof, including the effect of
health, water and sanitation, education and lifestyle on nutritional well being
of all members of the household.
§
Determine the level of vulnerability, food insecurity and risk of
malnutrition of various groups, including children, women, rural settled
populations, nomads and semi-nomads, IDPs, returnees, urban poor and social
welfare cases. This will highlight in particular those vulnerable groups who
have become food insecure since the beginning of the emergency situation and
others who are likely to become food insecure if the current situation
continues. Identify where they are located,
and the causes of their food insecurity.
§
Visit schools, health centres, hospitals and
nutrition rehabilitation institutions, and food distribution centres, women’s
and youth organizations, farmer’s groups, representatives of civil society and
knowledgeable persons from NGOs, UN Agencies and other sources, to enquire about the nature and magnitude of food,
nutritional and health problems.
§
Collect all available procedures and tools being applied in the field
for programming, targeting, beneficiary selection, and monitoring of relief and
development aid.
§
Analyse the institutional setting (Government, NGOs, donors,
community-based organizations), specifically with regard to livelihoods,
nutrition, health and related household food security programmes and
activities. Identify gaps, strengths and weaknesses. Identify major stakeholders and relevant institutional
collaboration opportunities for improving inter-sectoral and inter-agency
co-ordination and collaboration in the collection and analysis of food security
data.
Consultation with Focus Groups, Key Informants
and Selected Households
§
Appraise who in the country is hungry and malnourished and why, where
they live, their main sources of livelihood, the typical foods they eat, the
risk factors causing their hunger and malnutrition, and by implication what can
be done about it.
§
Appraise who is
increasingly becoming food insecure and
nutritionally vulnerable, where they are geographically located, and the causes
of their food insecurity.
§
Study the livelihoods (flow of activities and resources) and
constraints facing groups of urban and
non-urban households (both in refugee
and non-refugee areas) with insufficient (or under threat of losing)
social, economic and physical access to adequate food, and their coping
strategies.
§
Develop a problem tree, an objective tree and a strategy analysis
leading to recommendations for targeted interventions towards improving
livelihoods, food security and nutrition.
§
On the basis of the evidence assembled, provide
recommendations on how the food security and nutrition situation of households
at-risk (or under threat) and of vulnerable target population groups can be
improved.
§
Provide a full account of the survey methodology and the analytical techniques
employed for inclusion in a
technical summary report.
§
Provide recommendations for supporting
information systems that can monitor the food and nutritional situation. Identify
the spatial analysis parameters and requirements for improving the presentation
of, vulnerable livelihoods, household food access, and health and nutrition
results. Make recommendations to improve the coordination, analysis, sharing
and dissemination of this information amongst different stakeholders.
§
Assist in the presentation of the findings of the
mission and in the follow-up discussions with the relevant authorities and the
international community.
§
Provide written inputs into and assist in the
preparation of the final mission report.
QUALIFICATIONS AND EXPERIENCE: Advanced University degree (M.Sc. or Ph.D. or equivalent advanced post-graduate degree in community nutrition, anthropology or social sciences) with substantial experience in community-based participatory food security and nutrition assessments; good drafting and analytical skills; working experience in the region desirable.
Reporting Requirements:
Provide written inputs into and assist in the preparation of the final mission
report. Prepare a technical report in cooperation with the lead national
consultant containing methodology, findings, results, conclusions and
recommendations. The report will be submitted to the Mission Team Leader and
the relevant technical supervising services one week before departure from the
country office.
