IWHC works to generate health and population policies, programs, and funding that promote and protect the rights and health of girls and women worldwide, particularly in Africa, Asia, Latin America, and countries in post-socialist transition. We make grants to nongovernmental organizations in a number of countries, publish books and position papers, convene meetings on new or neglected issues in women's sexual and reproductive rights and health, and act directly to influence the work of population and health professionals, national governments, and international agencies.


The Latin America program of IWHC provides financial and technical support to nongovernmental organizations in Brazil and Peru focused on education, services and advocacy work related to adolescents, access to safe abortion, and sexuality and human rights. We also foster collaborative exchanges across the region, and with international colleagues. 


PRIMARY PURPOSE & FUNCTION

Responsible for conceptualizing, implementing, and monitoring the Latin America program, and for maintaining substantial knowledge of issues and contacts within the region.


Participate in overall IWHC work, including special assignments, as needed.


DUTIES & RESPONSIBILITIES

·        Build and maintain on-going relationships with a wide range of Latin American colleagues, and with professional organizations and donors working in the region.

·        Continually assess emerging opportunities for policy reform and program development in women's sexual and reproductive rights and health in Latin America.  Identify and invest in individuals, organizations, and activities which can contribute to such reform through advocacy, public education, organizing, research, networking, and research action.

·        Solicit, review, negotiate, and help develop proposals from groups in Latin America; administer and track grants; monitor progress; review and respond to reports.  Respond to requests for technical assistance and information.  Assist colleague organizations in Latin America with strategic planning, program development and implementation, institutional capacity-building, and fundraising.

·        Undertake periodic assessments of the geographic and thematic scope of IWHC's Latin America program; recommend and implement shifts in program strategy.

·        Represent IWHC and serve as a resource on Latin American women's sexual and reproductive rights and health in professional fora, e.g., among international health and population agencies, donors, and others; write papers and articles.

·        Write grant proposals and progress reports to IWHC donors and help to fundraise for the program.

·        Prepare and monitor the Latin America work plan and program budget. 

·        Identify and manage specialized consultants, as needed.

·        Supervise and mentor the Latin America Program Assistant

·        Contribute to overall IWHC program and institutional development. Participate in IWHC staff meetings, cross-programmatic development, and other internal activities.

·        Other duties as assigned.


QUALIFICATIONS

ü                                     Eight or more years work experience in international development, preferably related to women's health.

ü                                     Experience in program conceptualization, development and management. 

ü                                     Advanced training in health and/or social sciences, or the equivalent experience, with particular emphasis on women's sexual and reproductive rights and health. 

ü                                     Knowledge of and experience in Latin America. 

ü                                     Strong analytic ability and political judgment. 

ü                                     Demonstrated capacity to work effectively with colleagues from diverse disciplines and perspectives. 

ü                                     Ability to work autonomously, take initiative, manage multiple and competing priorities, and handle detail. 

ü                                     Excellent oral and written communication skills in English, as well as Spanish and/or Portuguese. 

ü                                     Experience in grant-making desirable. 

ü                                     Skills in one or more technical area(e.g. program evaluation/assessment; organizational development and capacity-building; advocacy; health sector reform processes)

ü                                     Knowledge of donors and experience with fund raising.

ü                                     Willingness to travel to and within Latin America 25 percent of time.


RESOURCE MANAGEMENT RESPONSIBILITIES

Staff supervision: Supervise program associate and consultants.


Budgetary responsibility: Design and recommend budgetary expenditures to the Vice President, Programs, including management and oversight of annual grants program, at the level of $400-600,000.
