The focus of this project is on HIV reduction and on increasing the availability and improving the quality of HIV/AIDS related support services provided by the NGOs.


The Chief of Party (COP) will be responsible for the overall management of the HIV/AIDS Cooperative Agreement, valued at $7.8 million for the first two-years. He/she will provide strategic and operational leadership to develop and implement a holistic, integrated development program that will achieve measurable impact on reducing new HIV infections in Malawi's focus Districts. This program will provide technical assistance in the availability and quality of HIV-related support services, and the use of quality VCT services. The project is expected to have 3-4 international PVO partners and will involve subgranting to several local NGOs.


REQUIREMENTS:

Advanced degree in international relations, development, or related field, and a minimum of 8-10 years experience managing overseas, multi-partner development programs, especially with USAID. Demonstrated skills in strategic and program planning and knowledge of VCT services, HIV/AIDS-related support services. Extensive experience in sub-Saharan Africa. Proven ability with promoting and collaborating closely with multi-level stakeholders. Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.  Excellent oral and written communication skills in English  required.


Chief of Party +b


The CHAPS II Program is a Cooperative Agreement in support of reducing child morbidity. Its four intermediate results are: improved prevention and management of childhood illness, increased use of malaria prevention practices, increased effectiveness of health care system, and strengthened central hospital management systems.


The Chief of Party (COP) will be responsible for the overall management of the program. He/she will provide strategic and operational leadership to develop and implement a holistic, integrated development program that will achieve measurable impact on reducing child morbidity in eight focus Districts, and measurable system strengthening in the three central referral hospitals. The program will provide technical assistance in the prevention and management of childhood illnesses, use of malaria prevention practices, decentralization of district health care systems, and strengthening of central hospital management systems. The CHAPS II program is expected have 5-7 international PVO partners and additionally will involve subgranting to several local NGOs.


REQUIREMENTS:

M.D. with at least a Masters degree in public health preferred plus a minimum of 8-10 years experience managing international large-scale, multi-partner development programs, especially with USAID.  Demonstrated skills in strategic and program planning and knowledge of child health and health service delivery systems, including tertiary hospitals. Proven leadership and supervisory skills.  Familiarity with USAID regulations and policies and extensive experience in sub-Saharan Africa.  Proven ability in promoting and collaborating with multi-level stakeholders.  Excellent oral and written communication skills in English required.

Single Economic Space II(BiH)


The Team Leader: Long-term international expert will be responsible for the day-to-day management of the project and the co-ordination of all short-term inputs:

-         A post graduate degree in economics, law or public administration;

-         A minimum of ten years of relevant professional experience, at least eight of which should be related to the component in which S/he will act as a long term international expert and at least tour of which should have been gained in transitional economies; 

-         Knowledge of the EU internal market Acquis, and demonstrable experience of providing technical assistance and training to Governments in transitional economies;

-         A minimum of three years professional experience of project and/or team management preferably in a single post; 

-         Fluency in both written and spoken English. Knowledge of one or more of the local languages would be an advantage.


We are also looking for Long- Term Experts in the following components: Competition; Consumer protection; Standard(Chapter II of the White Paper):

§                                      A degree in economics, law or public administration; 

§                                      A minimum of eight years of professional experience related to the component in which S/he will act as a long term international expert, at least tour of which should have been gained in transitional economies; 

§                                      Knowledge of the EU internal market Acquis, and demonstrable experience of providing technical assistance and training to Governments in transitional economies;

Public procurement(BiH)

Expert on capacity building:

-         A degree in economics, law or public administration.

-         A minimum four years professional experience in the field of organisation and delivery of training modules in the field of public administration and public procurement.

-         Proven capacity to draft practical and easy-to-use Manuals on Public Procurement.




Expert on Procurement legislation:

-         A degree in law

-         A minimum four years professional experience in the field of drafting of public procurement or other related legislation in line with EU Acquis and other international bodies of law in this area.


Both experts must meet also the following requirements:


ü       A minimum of eight years of relevant professional experience at least four of which should have been gained in transitional economies.

ü       Knowledge of the EU internal market Acquis, and demonstrable experience of providing technical assistance and training to Governments in transitional economies

ü       Fluency in both written and spoken English. Knowledge of one or more of the local languages would be an advantage.

ü       European Integration(Albania)


Alongside the Chief/Advisor/ team Leader, there will be one Senior Long-Term Expert responsible for the coordination of the approximation of legislation assistance mainly devoted to the Ministry of Justice and line Ministries.  This expert must have a considerable professional experience in the legal field and the approximation process. He/she will be full time on the project. He /she will define and organize selected interventions from external experts in specific fields of legislation to be analyzed.  This expert will develop the following activities:


·        To provide training in drafting laws.

·        To provide training on the evaluation of the proposed legislation’s impact.

·        To provide training on methodology for the implementation of the new legislation.

·        To provide training in project management and negotiation skills.

·        To provide training in preparation of seminars (how to lead a working group, how to use visuals supports)

·        To prepare individuals staff members training plan.

·        To provide training on the evaluation of the proposed legislation’s impact.




Public Administration Reform(Kosovo)

Senior Expert:

A senior expert is required to assist the team leader in the development of the daily tasks of the unit and implementation of the cost-estimated work plan. He/she shall be located in Kosovo throughout the project, for a minimum of 3 weeks/month.


He/she shall have:


-         a degree in law, specialisation in EU law being a distinct advantage.

-         At least 7 years professional experience, of which at least 5 years experience in legal advice to government.

-         Strong management and organisation skills

-         Proficiency in written and spoken English, knowledge of Albanian and Serbian being a distinctive advantage.

-         Strong inter-personal skills, ability to work in difficult situations, in a multi-cultural environment.

Long-Term Expert for Churia Forest Development Project – Nepal +b

AGEG is seeking for a long-term expert for the Churia Forest Development Project in Nepal.  Position: Community Forest Development Expert / Forester (duration: 17 months); project start: as soon as possible (December 2002 or January 2003).

 

The Specific Terms of Reference are:

·        Assist in the development of qualitative aspects of community forestry and Community Forest User Groups (CFUGs). The emphasis is put on post-formation support: institutional strengthening of CFUGs; CFUG networking; participatory decision taking; promotion of improved forest mangement capacities and practices;

·        Assist in the identification of new, and in the consolidation of existing local based intermediaries (NGOs, Community Based Organisations) who can support CFUGs and CF in social (mobilisation, organisation, decision taking, etc) and technical aspects.

·        Assist in developing a viable approach of Community Forestry, or of sustainable natural resource management in a wider sense respectivley, for the specific setting of the resource deficit area Terai and the resource surplus areas of Churia and Mahabharat range (CF Model Terai).

·        Support in developing the potential of NTFP (Non Timber Forest Products) management in the project area.

·        Assist in the development of an "Integrated Natural Resource Management Plan".

·        Share the responsibility for the operation of the project's Geographic Information System (ArcView/Arc/Info based GIS).

·        Provide professional guidance for short term experts in forestry related subjects.

·        Institutional strengthening of line agency partners (DFO, DiSCO): support in planning, training activities, etc.

·        Support for planning and implementing measures to increase awareness and acceptance of the participative project approach at the local administrative and political level as well as among the public

·        In consultation with the Team Leader, carry out public relation on the

·        forestry related components of the project.

·        Assist the Team Leader in the development of proposals towards improvements of the project for the following project phase.

·        Closely co-operate with, and provide support to the Team Leader in achieving the overall project's objective. Take over duties as assigned by the Team Leader during his absence, and report to the Team Leader.

Deloitte Touche Tohmatsu Emerging Markets, Ltd., the specialized development consulting division of Deloitte Touche Tohmatsu, provides consulting services under donor funded initiatives in health care, private sector development, financial services, utilities and infrastructure and agribusiness, in developing countries. 

 

We currently have an opening for a Consultant/Senior Consultant in our Health Care Practice Unit, based in Washington, DC. This position requires a flexible, quality-focused, team player who can work independently with exceptional communication skills, and strong attention to detail. Responsibilities will focus on a mixture of business development, project administrative management and project technical work. The immediate focus for this position will be business development.

 

SPECIFIC RESPONSIBILITIES INCLUDE:

 

Business development (approximately 50%)

-         Track future and current potential projects and determine whether to pursue projects as a Unit. Help to design strategy for bidding, overall proposal management, and coordination.

-         Develop a solid understanding of Deloitte Emerging Markets strategic positioning in the development consulting market (technical areas, client focus, geographic strengths, etc.).

-         Develop and enhance key relationships with donor representatives, and local missions and industry partners.

-         Participate in the writing of various sections of proposals.

-         Help determine recruitment needs for proposals, including defining job descriptions, performing searches, and formatting CVs to fit proposal requirements. Coordinate with Recruitment Manager when necessary for external sourcing/advertising.

-         Perform searches in internal qualifications database and compose corporate summary section.

-         Assist in marketing efforts and develop related plans, including devising technical and market entrance strategies.

 

Project administration and financial management (approximately 30%)

-         Perform project backstopping and day-to-day support of home office and field staff

-         Ensure sound financial management of projects through budget monitoring.

-         Ensure timely, accurate, and detailed reporting and monitor compliance issues

-         Recruit qualified personnel for replacement and additional field positions as needed.

 

Technical work  (approximately 20%)

-         Contribute to the development of overall practice unit strategy and technical focus and to the development of practice unit methodology and tools

-         Participate in presentations, design and delivery regarding technical areas and tools

-         Provide technical assistance to project portfolio and perform monitoring and evaluation

-         Travel to project sites and local missions as needed.

-         Perform on-going research, attend conferences, review articles and donor reports in portfolio of countries

-         Foster, develop, and maintain client, partner and national practice relations as appropriate for new/current projects or new business opportunities.

 

QUALIFICATIONS:

ü                                     Master’s Degree preferably in public health, business management, international relations or other relevant field

ü                                     3+ years of experience in development consulting, management consulting, or related field

ü                                     Demonstrated technical expertise in the assessment, design, and management of consulting assignments

ü                                     Previous work experience in a developing country or with a development agency

ü                                     Familiarity with donor programming and administrative approaches (USAID a plus)

ü                                     Excellent verbal and written communication skills and strong research skills

ü                                     Ability to work creatively in a team environment
