Job description: International PVO requires an

professional to lead and expand our significant health program in Afghanistan. This experienced leader
will coordinate closely with local and international agencies to develop and
implement the strategy for long term sustainability of Mercy Corps' health
facilities and program in Afghanistan. Duties include overseeing all aspects of the health
program, including clinical activities, community education projects, nutrition
surveillance, maternal and child health, and community mobilization efforts.
The outstanding candidate for this position will
have at least three years management in international community-based health
projects with strong health care delivery, administrative and community development experience.
Significant qualifications include advocacy experience along with strong
technical expertise in primary health care. A proven ability to work and adapt
to a rapidly changing and insecure environment is required, along with
demonstrated understanding of quality of care and healthcare system management
and financing. An MPH, previous work in

Manager in our Private Sector Development Practice Unit, based in Washington, DC.
The ideal candidate for this position will possess technical
skills in one or more of the following areas: corporate governance, investment
promotion, reform of business regulations and legislative frameworks in civil
law and common law systems, international standards (e.g., ISO and HACCP)
and/or other technical areas contributing to the enabling environment for
business.
Specific responsibilities for the position include:
Business development/ proposals (approximately 50%)
* Identify
and track new business opportunities.
* Prepare
and manage technical and cost proposals.
* Develop
and enhance key relationships with donor representatives and industry partners.

Qualifications:
* MBA,

years of work experience in development consulting with expertise in at least
one of the following technical areas: enterprise development, privatization,
enterprise restructuring, commercial law, and/or SME development.
* Detailed
knowledge of and experience working with major donor agencies (familiarity with
USAID or World Bank is highly preferred).
* Excellent
conceptual and writing skills with the ability to lead proposal efforts.
* Previous
work experience in a developing country or with a developing agency.
