The Public Sector Consulting team of this UK-based international consulting firm seeks a full-time Public Sector Financial Consultant.


You will be based in London, but will work overseas for up to 8 weeks at a time for up to 65% of the year. You will also have the opportunity to contribute to other Public Services projects within this global firm.


REQUIREMENTS


The key requirements for the role are:

1.     A relevant finance related qualification or experience and expertise in public expenditure management.

2.     An interest in international work: they may have worked on projects in developing countries already, or - if their background is private sector - have worked for a multinational, including in developing countries.


Candidate's should also have at least 5 years experience in one of the following areas, including in developing countries:

·        Restructuring the planning and budgeting processes in a Ministry of Finance, including developing effective links between budgeting and planning.

·        Developing public sector poverty reduction strategies and medium term expenditure frameworks.

·        Assisting with the delegation of financial responsibilities.

·        Assisting with the financial issues relating to establishment or strengthening of local government.

·        Developing performance information systems focusing on costing and reporting financial aspects of performance.


Candidates should also demonstrate:

Saint Mary's College, a Catholic, four-year liberal arts institution for women located approximately 90 miles east of Chicago, has recently established the Center for Women's InterCultural Leadership through support of a Lilly Endowment, Inc. grant. The Center for Women's InterCultural Leadership seeks to increase awareness of the importance of intercultural dialog in today's world; to highlight the leadership roles women have adopted in such dialog; and to foster the next generation of women leaders. In pursuit of these goals, the Center offers a number of fellowships, which are joint appointments with academic departments.

All appointments are for one year with the possibility of a renewal for a second year. CWIL Fellows have three general types of responsibilities: 1) research; 2) teaching courses relating to cultural or women's leadership issues; 3) assisting the Center and/or the department in its programmatic and community activities. The relative weight of these activities will vary depending upon the type of fellowship and the needs of the sponsoring department.

The Center seeks qualified individuals from a variety of disciplines to fill the following positions for the 2003-2004 academic year:

EDUCATION:

The department is seeking a fellow with a background in multicultural education to develop innovative ways to teach and learn about diversity and intercultural relations within the K-12 school setting. The Fellow would probably teach three courses per year: Introduction to Teaching in a Multicultural Society; Multicultural Approaches to the Teaching of Reading; and either Cultural Geography or Service Learning. It is also hoped that the candidate might be able to help us assess our curriculum and how well we are preparing teacher candidates to meet diversity and intercultural goals in the curriculum.

ENGLISH:

The department is seeking a fellow to teach three courses per year: including Fiction Writing, and/or Creative Non-Fiction; Freshman Composition; and literature courses with a focus on Latina/os within the United States.

PHILOSOPHY:

The department is seeking a postdoctoral fellow to teach two courses per semester. Preferred topics would include AOS: Race Theory, AOC: with a preference for Feminist Theory, Gay and Lesbian Studies, or Indigenous Philosophies. Applicants must have received a Ph.D. within five years of appointment, and must have teaching experience. An ability to conduct a faculty development series is also desirable.

PSYCHOLOGY:

The department is seeking a Fellow in the general area of Cross Cultural Psychology. It is hoped that the Fellow would teach a variety of courses in an intercultural context, including Social Psychology, Child and Family, Women's Leadership, Intro to Psychology, Adult Development, and/or a course in the individual's research area. The department is also open to candidates who are interested in internships or service-learning opportunities. Candidates will be evaluated using the primary criterion of excellence in teaching undergraduates.

WOMEN'S STUDIES:

The department is seeking an interdisciplinary scholar in global/international feminisms. The successful candidate will teach Introduction to Global Feminisms; Gender, Economics and Development; and a topics course in the candidate's research area. Candidates must demonstrate engagement with Women's Studies as a field of knowledge. Preference will be given to candidates in the Social Sciences. A Ph.D. in an appropriate field is required.

* Maintains a continuous flow of information with representatives of the Government, multilateral and bilateral donor Agencies to ensure proper coordination of project formulation, implementation, evaluation and follow-up;

* Recommends corrective action regarding programme implementation. Organizes and participates in relevant missions to review progress of programme/project implementation and recommends appropriate substantive and administrative follow-up actions;

* Organizes and conducts briefings and debriefings on projects with special regard for the country, sub-regional and regional aspects, resources and development characteristics with a view to maximizing programme/project performance levels;

* Performs such other functions as the UNFPA Representative may request.

QUALIFICATION AND EXPERIENCE REQUIRED:

- Advance post graduate level degree preferably in Health, Population, Demography, Statistics or Social Sciences;

- At least seven years of increasingly professional experience in the area of development and population activities (preferably in the field); in designing and appraising project proposals in the area of Population and Development;

- Fluency in English and French required, knowledge of additional UN languages highly desirable;

- Initiative and sound judgment; ability to organize work and demonstrated ability to work in harmony with persons of different national backgrounds. Strong interest in development work and dedication to the UN principles. Adaptability to new working environments and good capacity to manage pressure.
