well as in programme discussions with appropriate government officials, whenever

* Briefing UNFPA Headquarters on socio-economic and
related developments in the country with relevance to population issues,
policies and programmes and having a bearing on the UNFPA programme; preparing
an annual report containing a general review of population activities in the
country of his/her assignment and a status report on the UNFPA-funded
programme;
* Taking decisions with respect to project funding
in accordance with the UNFPA decentralization guidelines and procedures for new
projects, supplementary funds and budget revisions;
* Appraising requests from government and NGOs for
new projects and supplementary funds for ongoing projects, following guidelines
and forwarding these appraisals to UNFPA Headquarters;
* Signing, as appropriate, project agreements
involving UNFPA assistance;
* Assessing national capacity and promoting the use
of national technical expertise at all phases of the programme/project cycle;
supplementing national expertise with assistance by Country Support Teams
(CSTs) and Technical Advisory Programme (TAP) and assessing such services
provided;
* Co-ordinating, monitoring and evaluating the
overall progress of UNFPA activities in the country - both with respect to
agency execution and government execution - and intervening when difficulties
arise and reporting n these to UNFPA Headquarters; Contacting the government
authorities concerned of UNFPA's need for resources and endeavoring to seek the
government's support by way of increased pledges;
* Mobilizing multi-bilateral resources for support
of the country programme and assisting the Government and other executing
agencies in the coordination of assistance for population programmes;

QUALIFICATION AND EXPERIENCE REQUIRED:
- Advanced degree in Health or Social Sciences,
preferably in Public Health, Population, Management, Demography, Economics or
Statistics;
- At least twelve years of increasingly responsible
professional and managerial experience, in the field of development at the
national and international levels, part of which should be in the population

DUTIES AND RESPONSIBILITIES:
Under the guidance and direction of the Director of
Africa Division And direct supervision of the Branch Chief, the Programme
Officer Will perform the tasks indicated in the following five functional
categories:
I. Programme Development:
a. Provides
significant support to UNFPA Representative/Country Director in programming
process: CPA, CP development and approval, And Sub-programme Development. This
includes :
* Reviewing and where necessary revising workplans,
TORs, outlines of documents, and providing substantive comments to ensure high
quality and completeness of inputs.
* Participating in strategic and in-house review
meetings, developing briefs, and following up on approval process with IERD.
b. Participates actively in divisional briefings for
Executive Board members and missions on matters related to country programmes
and regional initiatives, and ensures the availability of required
documentation for submission to the Executive Board.
c. Participates actively, along with CST, in the
development of strategic framework of assistance/projects to countries without
Country Programmes and/or without UNFPA representation on site.
d. Works closely with Country Offices and concerned
Units in the Fund on emergency situations.
This includes providing inputs to Inter-agency Country Consolidated
Appeals, reviewing and/or formulating/appraising/approving projects,
participating in relevant meetings, assisting in mobilizing necessary funds, to
ensure UNFPA effective contribution to emergency situations. When required, assists in establishing UNFPA
operational units in emergency countries where UNFPA offices do not exist.
II. Programme Implementation
a. Provides
significant input and support to F.Os in strategic programme review
exercises, i.e. Sub-programme, MTR
review process and CP evaluation. This includes:
* Reviewing and where necessary revising workplans,
TORs, documents, and providing substantive comments to ensure high quality and
completeness of inputs:
* Participating in review meetings, as necessary,
and assisting in following up on the implementation of review recommendations.
b. Participates in the design, appraisal and
management of regional programmes, by providing substantive input, together
with CST, TSD, and FOs; managing regional projects and liaising with FOs and
relevant partners in order to ensure effective delivery of outputs,
complementarity's with CPs and compliance with UNFPA policies.
c. Prepares documentation and briefs on country
profiles and programmes for internal and external use, including Senior
management.
d. Assists FOs in identifying co-financing
opportunities and securing additional resources for country programmes/regional
programmes. This includes liaising with
RDB, appraising proposals, reviewing And
providing comments as necessary to ensure quality documents and compliance with
UNFPA procedures and donors requirements.
III. Managerial Functions
a. Provides
guidance and support to Field Office operations, in countries where no
Representative is present and upon specific request for countries with
appointed Rep/CD, on organizational policies and procedures. This covers human
resource management, advocacy, resource mobilization, capacity building and
administration as well as operational
aspects of programme management.
Also, participates in and/or fields assessment missions and ensures the
implementation of the ensuing recommendations.
b. Provides input to the establishment and
distribution of resources in the region and monitors expenditure targets, with
a view to identify opportunities for resource mobilization, and bring areas of
concern to the attention of the F.O. when needed.
c. Provides continuous input to ensure the
translation of the Fund's policies and strategies into regional activities.
IV. Policy and Strategy Development
a. Provides
input, as necessary, to the development of the Fund's policies and strategic
plans, using the collective experience from the countries covered, and from the
regional activities in which the Programme Officer participates.
b. Contributes to the realization of UNFPA vision
and mandate, through providing input to related areas of the Fund's work, such
as HIV/AIDS, adolescent RH, gender-based violence and aging.
c. Reviews and comments on CCAs, UNDAFs, RC Annual
Reports, other relevant documents and provides input to UNDG programming and
administrative related matters, to ensure that UNFPA priorities are reflected.
d. Provides input to the Knowledge Management Office
(KMO) and IERD, through sharing lessons learned and success stories.
e. Provides input, as necessary, for UNFPA Executive
Board documents, reports, publications and Secretary General reports in order
to ensure that country and programme issues are taken into account.
f. Participates in the recruitment process of F.O.
staff, including NPOs, JPOs, and making recommendations on F.O. staffing
requirements In the context of the Biennium Support Budget.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
- Post graduate degree in health, population,
demography and/or other social science field.
- Seven or more years of international experience in
management and development relevant to population and reproductive health, and
at least three years at the national level.
- Excellent management skills with specialized
knowledge in Public Health, with focus on population and reproductive and
sexual health required.
- Thorough knowledge of state of art computer
applications and information technology.
- Fluency in English and French required. Knowledge of other UN languages is desirable.
- Initiative and sound judgment. Dedication to the
United Nations principles and demonstrated ability to work harmoniously with
persons of different national backgrounds.

9) Program Officer / Fund for Global Human Rights (FGHR) / Washington, DC, USA.
BACKGROUND:
The Fund for Global Human Rights (FGHR) seeks to
strengthen the human rights movement globally through grantmaking to local,
national and regional human rights organizations around the world. Over the past
decade, efforts to promote human rights have proliferated around the world,
with activists often working under adverse and even dangerous conditions.
Despite this critical work by grassroots human rights activists and increasing
attention to human rights problems, many organizations on the front lines of
the human rights struggle have little or no access to the resources they need
to expand the scope and impact of their work. The FGHR is devoted to meeting
the needs of these organizations by facilitating support for them where the
need is great and the resources limited.
The Fund's goals are as follows:
1. To identify and assess local, national, and
regional human rights organizations addressing critical issues;
2. To create a process and criteria to provide
funding and other supports to these organizations;
3. To identify donors who wish to support human
rights work and provide a mechanism that meets their needs; and
4. To create fora and networks for exchange of
ideas, strategies and mutual support among otherwise isolated human rights
organizations.
The FGHR will begin grantmaking in early 2003 with
support for human rights organizations in three different regions.
RESPONSIBILITIES:
The FGHR seeks a Program Officer to support the
Executive Director in all aspects of developing the structure and operations of
the Fund.Specific responsibilities include:
* Working with the Board of Directors and the
Executive Director to develop creative and effective grant-making procedures
and to solicit appropriate funding proposals;
* Identifying grantees and monitoring their work;
* Helping to develop and work with an international
network of advisors;
* Supporting and building partnerships and
coalitions with human rights foundations, advocacy groups and other nongovernmental
organizations;
* Engaging in fundraising with institutional and
individual donors;
* Developing and implementing strategies for
increasing the awareness and credibility of the Fund through the media and

QUALIFICATIONS:
The Program Officer will work with the Executive
Director in building a new organization that will provide much-needed support
to local, national and regional human rights groups around the world. The ideal
candidate for this position will possess:
* A deep commitment to global human rights and an
understanding of the role that indigenous human rights organizations play;
* Experience in fundraising and/or grant-making,
particularly in evaluating organizations and funding proposals;
* Experience working with global organizations or
other international experience;
* Familiarity with human rights standards and
experience in human rights field work;
* Excellent communication and writing skills;
* Fluency in English, and fluency in another
language, highly desirable.
In addition, the Fund is looking for a candidate who
is flexible; works effectively with different groups-including funders, grantees,
the media, and government officials; is an excellent communicator who can
represent the Fund and the human rights issues and values it serves; is
comfortable working in a small organization that requires a hands-on style, and

THE ORGANIZATION:
Human Rights Watch, the international human rights
monitoring and advocacy organization, is known for its impartial and reliable
human rights reporting and its innovative and high-profile advocacy campaigns.
Its Women's Rights Division was established in 1990 to monitor state-sponsored
and state-tolerated violence against women and sex discrimination in all
regions of the world. Much of its work consists of gathering detailed
information on abuses against women and publishing reports that are as
reliable, comprehensive and timely as possible, so as to effect change in
repressive practices. The work of the Division seeks to expand the scope of
human rights work to address abuses against women that have been traditionally
overlooked.
DESCRIPTION:
This full-time Researcher will work within the
Women's Rights Division of Human Rights Watch to improve awareness and
accountability for human rights violations against women by, among other
things, conducting fact-finding missions; writing and publicizing reports on
the findings; and presenting human rights concerns to government officials,
inter-governmental agencies, and the press. The researcher's responsibilities
will also include monitoring legislative and/or policy developments related to
women's rights and liaising with human rights and women's organizations in the
U.S. and in the countries she or he will cover. She or he will be based
preferably in our New York City office, although a base in DC may be considered.
QUALIFICATIONS:
- The person in this position must be flexible and
able to respond quickly to crises and conflicts as they may occur, and in
coordination with other Women's Rights Division staff, produce excellent
written material under tight deadlines.
- An advanced degree in international relations,
journalism, law or the social sciences as well as experience in human rights
work are required.
- Regional sub-Saharan Africa expertise is required.

empoderamiento de las mujeres - EMPODEM) proposes work in two key areas. First,
it will contribute to the institutional strengthening of Guatemala's
Presidential Secretariat for Women (SEPREM). SEPREM is the governmental entity
mandated to promote and coordinate public policies to advance the integral
development of Guatemalan women and that encourages non-discriminatory and
democratic culture together with civil and governmental institutions. Second,
the program will provide access to funds to support participation from civil
society and government institutions in the implementation of the National
Policy for the Promotion & Development of Guatemalan Women.
SEPREM has thus far demonstrated a leadership role
in the conception and development of the program. Wide consultation concerning
the program has been underway with other donors and civil society organizations
in Guatemala; feedback thus far has been both positive and supportive and some
donor and grant organizations are contemplating their financial support to the
program via the establishment of a local trust fund.
A Cooperant will be hired to coordinate and manage
the program from Guatemala City where he/she will work directly in SEPREM.
Travel elsewhere throughout Guatemala may be required to meet the objectives of
the program. The incumbent will be asked to coordinate the analysis, planning,
development, operations, management and monitoring for both components of the
program. More specific details are described in the Responsibilities section
below.
EMPODEM represents a new area of programming for
CIDA in Guatemala and reflects the principles of aid effectiveness. It is the
first initiative in Guatemala that Canada will work directly with a
governmental institution with a view to achieve a wider and more sustainable
gender equality impact within a priority area identified by the country. The
program will be developed and contracted in Guatemala where approval decisions
will be made by a local Management Committee consisting of participating donors
and/or grant agencies, SEPREM and at least one independent gender specialist in
Guatemala. The EMPODEM program offers an exciting challenge that encourages
innovation, initiative, practical learning and professional development. The
successful candidate must share the enthusiasm and commitment of the program
partners where teamwork and participation are highly valued.
MAIN RESPONSIBILITIES:
The Program Manager will be responsible for the
coordination, management and on-going monitoring of the program, including the
following:
* Design, organization, implementation and
monitoring/evaluation of program work plans, procedures, delivery mechanisms,
monitoring/tracking systems, reporting and budgeting & financial
administration system.
* In collaboration with SEPREM and the program
Management Committee, propose and establish selection criteria for local
governmental &/or non-governmental partners in support to priority areas of
the National Policy.
* Identify and assess local governmental &/or
non-governmental partners together with SEPREM to propose to the Management
Committee for possible program support.
* Collaborate with potential local partners relating
to sub-project design, including the establishment of expected results and
accompanying indicators, implementation plan, project budgeting &
disbursement schedule, risk analysis, and monitoring & reporting
frameworks.
* Coordinate and participate in establishing an
institutional diagnostic for SEPREM and/or other counterpart organizations in
relation to application of the National Policy.
* Facilitate the preparation of strategic plans
based on analysis of the information collected through the institutional
diagnostics vis-à-vis the desired outcomes.
* Determine training needs and prepare appropriate
training plans to contribute to the program objectives for SEPREM and for other
governmental and non-governmental organizations supported by the program.
* Acquire and contract required technical assistance
& training when and as required.
* Monitor the use of all program funds and ensure
funds are appropriately invested as intended.
* Coordinate with the Management Committee relating
to project progress, approvals and strategic directions together with SEPREM.
* Prepare documentation as required for program
approvals from the Management Committee.
* Facilitate and participate in annual strategic
reviews of EMPODEM.
It is expected that the project will function on the
basis of annual work plans to be presented for approval to the program's
Management Committee. The Cooperant's role will be to work with SEPREM and
other governmental and non-governmental groups on planning and implementing
activities in support to the long-term sustainability of SEPREM as the NWM and
the application of the National Policy. The Cooperant is expected to work both
independently and as part of a team with SEPREM, the members of the Management
Committee as well as with other governmental and non-governmental partners.
However, direct management responsibility for the Cooperant's contract will lie
with the Guatemala desk at CIDA headquarters supported by the local CIDA office
(PSU).
CANDIDATE PROFILE:
Education
* University graduate degree, preferably in the
social sciences Knowledge
* Advanced knowledge of oral and written Spanish
* Knowledge of gender equality considerations,
CIDA's Policy on Gender Equality and the bilateral operating framework
* General knowledge of/familiarity with the
functioning of government machinery
* Knowledge of the principals of aid effectiveness
Experience
* Experience in analysis, planning, coordinating,
implementing and monitoring projects/programs involving several stakeholders
* Experience in organizational design/engineering to
meet established goals and expected results
* Work experience in a public service environment,
preferably in the area of preparing and negotiating strategies and policies
* Experience with programming incorporating or
focusing on gender equality
* Experience in Guatemala and/or the region is a
definite asset

DESCRIPTION:
Each September, 16 to 18 World Fellows come to
Yale's campus in New Haven, Connecticut, for a concentrated 13-week program
designed specifically for those leading and refining the critical institutions
in societies around the globe. To augment their accelerating careers, the World
Fellows Program provides a lively intellectual setting within which to analyze
issues, debate goals, define strategies, reexamine values, and undertake a
unique set of professional development opportunities. Recognizing that
contemporary issues and problems defy easy categorization, the scope of the
World Fellows Program is deliberately interdisciplinary, flexible, and capable of
meeting the needs of Fellows across a wide range of fields. The Program also
provides participants with an expanding network of contacts and connections
both on campus and off to further enhance their future effectiveness.
The Yale World Fellows Program consists of five
critical elements:
- A program of academic study tailored to meet the
individual Fellow's needs and interests;
- A specially designed Yale World Fellows Seminar
addressing critical global issues;
- Extensive interaction -- both formal and informal
-- with Yale faculty, students, alumni, and University guests;
- Extracurricular activities, including a weekly
speaker series and trips to Washington and New York City;
- Biennial Fellows Alumni Convocations to reunite
the entire Fellowship for several days of discussion and reflection.

The Yale World Fellows Program seeks applications
from early midcareer emerging leaders who have distinguished themselves within

ELIGIBILITY AND SELECTION PROCESS:
Nominations and applications for the Yale World
Fellows Program are solicited from around the world. A Fellowship candidate
must be a citizen of and reside in a country other than the United States.
Preference may be given to candidates who have not had extensive educational
experience in the United States, particularly at Yale. Candidates should be in
the early mid-career stage, roughly five to fifteen years into their
professional lives, with demonstrated work accomplishments, and a clear
indication of future contributions and excellence. A reasonable command of
English is essential.
Fellowship candidates must complete an application
(online and downloadable application forms are available at www.yale.edu/worldfellows ) and
submit at least three confidential letters of recommendation. Regional panels review
semifinalist candidates and recommended finalists to a Yale faculty selection
committee. The faculty committee aims to assemble a Fellowship group that is
diverse, geographically balanced, and representative of a wide range of
professions, talents, and perspectives.
