The World Conference on Religion and Peace (WCRP) is an international, interreligious coalition that seeks to promote dialogue and cooperation among representatives of the world's religious traditions in order to seek common action for peace.  WCRP has been working in the region since late 1996 to support the efforts of religious leaders to build multi-religious cooperation and to enhance the role that religious communities can play in the reconstruction, reconciliation and development of their societies. WCRP is currently seeking a person to fill the position of Project Director for West Africa in order to continue and further develop these initiatives. POSITION

The Project Director is responsible for day-to-day management of all aspects of WCRP's project work in the West Africa region. These duties will include program management, financial accountability, and staff supervision in the regional office in Freetown covering our work with the Inter-Religious Councils in Sierra Leone, Liberia, Guinea and Cote d'Ivoire. There are possibilities for the position to assist in the development of a future Pan-Africa program. The position must be flexible for possible re-location to other African countries in the future. The Project Director reports to the Program Director for Conflict Transformation at the WCRP/International Secretariat in New York.

SPECIFIC RESPONSIBILITIES (include but are not limited to)

* Assist in the development and support of representative inter-religious councils throughout the region.

* Maintain regular contact and close working relationships with relevant religious leaders in the countries of Sierra Leone, Liberia, Guinea and Cote d'Ivoire; when appropriate assist in building relationships with relevant religious leaders in other African countries.

* Travel frequently throughout the region in monitoring and evaluating current WCRP program activities with the Inter-Religious Councils.

* Design and implement peace building project activities consistent with WCRP program goals for West Africa. Assist in the coordination of WCRP activities with women and youth groups.

* Implement a capacity building program with the inter-religious councils including training in finance, administration, organizational development, strategic planning, leadership, mediation/negotiation, conflict resolution and peace building.

* Coordinate and facilitate regular inter-religious regional meetings to prepare and implement region wide peace building efforts.

* Represent WCRP with other international organizations, NGOs, local governments and organizations in the region.

* Oversee staff in the region, including hiring all local staff and coordination with WCRP NY in hiring international staff.

* Prepare regular narrative and financial reports for the International Secretariat and periodic narrative and financial reports for project donors in coordination with the International Secretariat in New York.

* Oversee financial management of project grant funds and providie regular financial reports to WCRP/International.

* Assist in program development and proposal writing towards strengthening the projects in the region.

* Possibility of assistance with a new Pan-African program and the need to travel and/or re-locate to other areas.

QUALIFICATIONS: Please only apply if you meet all of the stated qualifications

* Minimum 3 years experience of living and working in Africa.

* Graduate degree in international relations, peace and conflict resolution, religion, or a related field.

* Minimum 5 years experience in field-level program implementation and management in conflict resolution, interreligious cooperation, and/or civil society development.

* Excellent training skills and experience in the areas of organizational capacity building and peace building/conflict transformation.

* Excellent English verbal and written communication skills and effective representational skills.

* Program development and proposal writing experience.

* Strong management and organizational skills, particularly in working with multi-religious staff and groups.

* Active involvement with a faith community.

* Knowledge of one of the main languages in the region is preferred.

* Not a family post.

FELLOWSHIP PROGRAM ON:FACING GLOBAL CAPITAL, FINDING HUMAN SECURITY: A GENDERED CRITIQUE. 2003-2004:

The National Council for Research on Women and the Center for the Study of Women and Society at the Graduate Center of the City University of New York (CUNY) announce a competition for at least two residential fellowships during the 2003-2004 academic year. Applications are invited from scholars, activists and policy-makers conducting innovative interdisciplinary work on the intersections of human security, globalization, citizenship, human rights, gender and agency.

PURPOSE:

The Program Facing Global Capital, Finding Human Security: a Gendered Critique provides an opportunity to consider cross-disciplinary approaches to understanding human security, a construct being newly addressed in the international community.  It will rethink the dynamics of women's and girls' activism in a context of increasing globalization. Feminist discourses on globalization, human rights, citizenship, personal and collective agency will be examined with a view to analyzing what constitutes human security at the beginning of the 21st century and the role and potential of women's organizing and engagement in social and political action. During their residencies, Fellows, through individual and collaborative work, will explore the potential of a human security framework for evaluating, promoting and sustaining women's leadership and innovation. Drawing on experiences, theory, research, organizing and advocacy, they will focus on the factors and forces that condition people's social, economic, and political security.

The Program will award fellowships of varying lengths (from four to eight months).  Fellows will participate in an interdisciplinary seminar that brings together scholars, researchers and advocates/policy-makers.  Fellows will receive a stipend, access to libraries, computer facilities, and office space and equipment. Fellows may draw on the full range of resources offered by the National Council for Research on Women and the Graduate Center/CUNY.

ELIGIBILITY AND SELECTION:

Residency Fellowships are open to all academics, advocates, and activists working on questions relevant to the Program focus. The fellowships cannot be used to support dissertation work. Academic applicants must have the Ph.D. in hand at time of application, while those working in advocacy, activism, and independent scholarship should have an equivalent level of professional achievement, experience and publication at time of application (a Ph.D. is not required). The fellowship cannot be held concurrently with another major award.

Judges drawn from the advisory committee of the Program will evaluate the applications. Successful candidates will be notified of the Program's decision by April 15, 2003. Decisions are final and not subject to appeal. The committee regrets that it cannot provide reviewers' comments or feedback to unsuccessful candidates.

STIPENDS AND BENEFITS:

Fellows will receive a monthly stipend, plus travel expenses. Fellows may be in residence for from 4-8 months. Please indicate your preference in your application. Fellows will be provided with office space, as well as library and computer facilities. Fellows are responsible for their own housing expenses and for locating their own housing. Provisions will be made for health insurance.

RESPONSIBILITIES OF FELLOWS:

Fellows are required to be in residence at either the National Council for Research on Women or the Graduate Center of the City University of New York during the period of the fellowship. They will be expected to devote their time to working on their proposed projects, as well as participating in the interdisciplinary seminars and activities of the Program. Fellows will participate and make presentations in the bi-monthly program seminar, and present their work-in-progress in lectures and seminars. The purpose of the Program is to promote ongoing interdisciplinary conversations designed to advance new scholarly, policy, and advocacy issues. Fellows are expected to fully participate in this process.

At the completion of the residency, Fellows must submit the results of their research in writing, and an evaluation of the residency experience.

The Global Fund for Women is a non-endowed public foundation, located in San Francisco, that provides small, flexible grants to women's human rights organizations around the world working to address critical issues such as gaining economic independence, increasing girls' access to education and stopping violence against women. POSITION DESCRIPTION:

The Global Fund is accepting applications for an Administrative Assistant. The Administrative Assistant provides overall front desk reception and clerical support to the Global Fund for Women office. The Administrative Assistant reports to the Senior Administration Officer and works closely with the entire staff at the Global Fund for Women. PRIMARY RESPONSIBILITIES:

* The initial contact and representative of the Global Fund for Women in receiving all telephone calls and in meeting and greeting visitors. This requires strong interpersonal skills, a professional and friendly communication style, polite and polished phone manner, ability to manage a steady stream of telephone calls and face to face inquiries.

* Strong written communication skills are essential in managing the organization's general website inbox, which receives international grantee inquiries, proposals, and final reports.

* Manages all incoming/outgoing mail, DHL, FedEx, and deliveries by date stamping, sorting, and signing for packages.

* Distributes all incoming faxes to the appropriate staff.

* Maintains office machine supplies (postage meter, copier/printer toner), and occasionally assists the Senior Administration Officer in troubleshooting with office machine problems/issues.

* Maintains the GFW Intranet site with data revisions and various administration list updates.

* Maintains the front desk and reception areas in a neat fashion.

QUALIFICATIONS:

3) Facilitator, Strategy Meeting on Gender and Youth in CEE/CIS // UNIFEM // Location: optional / Closing date: December 07, 2002.

BACKGROUND:

In light of the transition towards democracy and decentralisation/privatisation of services within Central and Eastern Europe (CEE) and the Commonwealth of Independent States (CIS), young women and men continue to face varying forms of discrimination and exclusion particular to youth.  In particular, young women in the region have been increasingly and adversely affected by conflict and post-conflict situations; discriminatory practices within the education and employment systems; rising drug addiction; rising violence against women; sexual exploitation, including trafficking; social indifference and alienation.  These challenges are further exacerbated by a lack of representation of youth and their concerns within public and policy arenas.  In order to address these issues, it is essential that young women and men within the CEE/CIS region work together to raise awareness of the specific needs and priorities of youth among policy makers and society as a whole.

In 2002, UNIFEM launched a region-wide youth initiative which focuses on creating an effective and sustainable network of young people working for gender equality in CEE/CIS.  Following initial consultations, UNIFEM distributed a survey among youth in the region to get further insights on their priorities and interests; the results of the survey were discussed at a meeting of youth representatives at the Global Forum of the Association for Women in Development (AWID) in Mexico in October 2002.  This discussion is now continuing online in the form of a listserv.

In follow up to the activities to date and in order to facilitate and formalise an established and active CEE/CIS gender and youth network, UNIFEM is preparing to hold a 21/2-day workshop in Bratislava on 14-17 February 2003.  The expected outcomes of this workshop are:

* Formation of a cohesive group of leaders that can work collaboratively, with mutual understanding and respect for personal, language, cultural and other differences;

* Analysis of outcomes of the online discussions as input to the finalisation of the objectives and priorities of the network; agreement on the form/structure of the network, its modality for operation, etc.;

* Selection of a number of creative, innovative activities that the network could undertake;

* Distribution of responsibilities and agreement on the immediate next steps.

TASKS:

Under the direct supervision of UNIFEM's Regional Programme Director for CEE and in consultation with UNIFEM's Project Manager, the facilitator will be responsible for the following tasks:

* Providing substantive input and support to the preparatory process;

* Provide input to decisions related to the logistical arrangements for the workshop;

* Preparation and dissemination of necessary documentation and resources for the workshop-in particular, preparation of resource tools to share with workshop participants on leadership development, advocacy work, conflict resolution training, and human rights issues, and contribute as necessary to the preparatory processes leading to the workshop;

* Facilitating discussions during the 21/2-day workshop and providing post-workshop assistance and guidance to ensure that agenda and objectives of workshop as stated above are achieved and the first steps towards concrete activities are carried through;

* Fostering the development of a common understanding and methodology by which productive group dynamics and cross-cultural understanding emerge.

QUALIFICATIONS:

The consultant should have a graduate degree with a focus on international development.  In addition, the consultant should also have the following qualifications:

* Knowledge of CEE/CIS region;

* An understanding of the issues surrounding gender and youth;

* Experience in training and facilitation;

* Experience in organisational development, leadership development, cross-cultural understanding, advocacy capacity building, and conflict resolution training;

* Fluency in English.  Fluency in Russian is an advantage.

OUTPUTS:

The consultant will produce a brief report following the completion of the workshop that will provide her/his analysis of the achievements/lessons learned as well as recommendation to UNIFEM on follow-up.

DUTIES AND RESPONSIBILITIES:

Under the guidance and direction of the Director of Asia and the Pacific Division, the UNFPA Representative has overall responsibilities for UNFPA representation, policy, programme, finance, staff and office administration. Due to the nature of the Pacific Island Countries, the UNFPA Representative will also provide technical assistance to countries in the sub-region with the support of a team of technical advisors.

Specifically, the UNFPA Representative will:

- Establish and maintain contacts with government authorities, bilateral aid programmes and non-governmental organizations, personnel of the United Nations bodies represented in the countries as well as with their visiting programming missions;

- Co-ordinate, monitor and evaluate the overall progress of UNFPA activities in the country - both with respect to agency execution and government execution - and intervening when difficulties arise and reporting on these to UNFPA Headquarters;

- Advise government on population and development, reproductive rights and health and other issues related to the UNFPA mandate with a view to ensuring the integration of population considerations in all aspects of development planning, policy and programme;

- Actively promote and advise the UN Resident Coordinator on population and development, reproductive rights and health and other issues related to the UNFPA mandate in the context of Common Country Assessment (CCA) and UN Development Assistance Framework (UNDAF) and coordination of operational activities for development;

- Participate in the development of PRSPs and MDGs, and, as appropriate, lead and/or participate in thematic committees related to population;

- Provide support and leadership, with the Governments' concurrence, and as part of the UN Resident Coordinator System for co-ordination of population and development assistance with bilateral aid agencies, UN agencies and NGOs;

- In consultation with Governments and UNFPA Headquarters, develop and propose the country programme strategy; determine and recommend identification and selection of viable projects to be developed within the country programme framework; negotiate or determine project execution and project funding modalities;

- Participate in programme planning and review meetings with other UN Funds and Programmes and with other UN specialized Agencies as well as in programme discussions with appropriate government officials;

- Develop, plan and direct technical support on sub-regional basis with a multi- disciplinary team of experts in diverse fields to assist countries in the formulation of population policies, programmes as well as to provide technical support and backstopping in their implementation, monitoring and evaluation;

- Promote, direct and coordinate the mobilization of resources of all partner Agencies, organizations and NGOs for the provision of timely technical support services in the field of population and development while exerting intellectual leadership to ensure that the team of advisors provides countries with the state-of-the-art substantive knowledge and skills in the various technical fields in population and development;

- Liaise with Country Support Teams (CST) Directors of other sub-regions as appropriate on cross-regional issues and correlated initiatives; facilitates TCDC and sharing of relevant experience, knowledge and skills; provides guidance to technical advisers in documenting lessons learned and best practices and ensures that this information is shared with other Teams, partner Agencies, organizations and UNFPA headquarters;

- Assess national capacity and promote the use of national expertise whenever appropriate in the programme cycle; Identify relevant qualified national/regional consultants, research institutions, NGOs and experts to be included in UNFPA's global consultant roster;

- Provide evaluative feedback to UNFPA on the appropriateness of the composition of the technical advisors in meeting the particular sub-regional needs for technical backstopping; appraises the performance of team members;

- Develop and direct mechanisms by which the exchange and flow of information and interaction among all UNFPA team members is maintained on a continuous basis; contributing to the strengthening of team spirit;

- Inform Asia and the Pacific Division and Technical Support Division at Headquarters regularly of technical support provided by the advisor team to Pacific Island Countries;

- Brief UNFPA Headquarters on developments, issues, policies and programmes in the countries having a bearing on the UNFPA programme; preparing bi-annual reports containing a general review of population activities in the countries and a status report on the UNFPA-funded programme; prepare Country Office Annual Reports;

- Take decisions with respect to project funding in accordance with UNFPA decentralization guidelines and procedures for new projects, supplementary funds and budget revisions;

- Sign, as appropriate, project agreements involving UNFPA assistance;

- Mobilise multi-bilateral resources for support of the sub-regional programme and assisting the Governments and other executing agencies in the coordination of assistance for population and development programmes;

- Seek the governments' pledges for resource mobilisation;

- Direct and manage operations, including the Country Office and the advisor team's work plan, also for technical backstopping; its administration, finance and control; manage common services and all staff, including substantive guidance to advisers;

- Respond to queries on UNFPA's assistance to the countries and the sub-region.

- Perform such other functions as the Director of the Geographic Division may request.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

- Advanced degree in Health or Social Sciences, preferably in Public Health, Population, Management, Demography, Economics or Statistics;

- At least fifteen years of increasingly responsible professional and managerial experience in the field of development at the national and international levels, part of which should be in the population field; prior experience in the UN system an asset;

- Fluency in English required and fluency in the language(s) of the host country is highly desirable; Fluency in and/or knowledge of additional UN languages desirable.

- Initiative and sound judgment. Dedication to the United Nations principles and demonstrated ability to work harmoniously with persons of different national background.

Under the direct supervision of the UNFPA Representative in the Sudan, the UNFPA Deputy Representative develops and administers UNFPA-supported programmes/projects in the country of assignment and is responsible for the following.  He/She will substantively contribute to the management of UNFPA's technical cooperation activities in core programme areas of UNFPA mandate (population and development, reproductive health and rights, and women's empowerment).  To this effect, the Deputy Representative will participate in policy dialogue leading to the formulation of the Country Programme, sub-programmes and component projects and will have a substantive role in the process management of UNFPA operations through monitoring, assessment and reporting.  He/She will also ensure that national counterparts and project personnel are made familiar with the mandate of UNFPA, its policies and procedures, and goals, purposes and outputs of the Country Programme.

POLICY DIALOGUE:

- Analyses the economic, social and political environment of the country and provides an institutional assessment of capacities and needs relevant to UNFPA operations; participates in intellectual fora to propose programme interventions for population assistance and inter-linkages.

- Using strategic thinking, participates in negotiations for the preparation, development and implementation of the UNFPA Country Programme and the humanitarian component and takes active part in their periodic review and revisions.

- Ensures that all criteria for selection of priority programme activities supported under UNFPA Country Programme with the thematic and programme approaches have been agreed upon with national counterparts and key partners and plays a role in facilitating consensus building.

PROCESS MANAGEMENT:

- Oversees the design of project documents required for the implementation of the Country Programme and of the humanitarian component: appraises project proposals ensuring that they are soundly designed and prepared in accordance with UNFPA policies and procedures; introduces into the project formulation process newly developed modalities and practices; and assesses the local context of the planning and administration of projects.

- Identifies sources of technical assistance and knowledge.

- Monitors day-to-day implementation systematically through consultations, correspondence and field visits.  Analyses periodic programme/project progress reports; participates in programme, sub-programme and project reviews and annual country reviews; utilizes information obtained as an input for decision making and programme/project revisions.  Drafts reports for such reviews.

- Drafts relevant sections of UNFPA Programme Management Plan. Monitors and analyzes on a continuous basis, substantive, administrative and financial aspects of assigned programmes and projects; organizes and participates in regular programme  evaluation exercises.

- Participates, in consultation with UNFPA Representative, in UN system-wide activities within the Resident Coordinator System. Such activities include but are not limited to the Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), PRSP, SWAP and theme groups (gender and HIV-AIDS).

- Maintains a continuous flow of information with representatives of the Government, multilateral and bilateral donor Agencies to ensure proper coordination of project formulation, implementation, evaluation and follow-up;

- Contributes to the preparation of the Country Programme Management Plan and other reports on UNFPA activities; drafts regular correspondence with UNFPA headquarters, CST, executing and implementing agencies.

SUPERVISORY AND OTHERS:

- Coaches and supervises one to 3 national professional and support staff.  Responsible for staff performance and advises on development needs.

- Identifies and packages best practices with the view to contribute to knowledge sharing.

- In the absence of the UNFPA Representative/Country Director, represents UNFPA in bilateral and multilateral fora.

- Undertakes capacity building among first-line counterparts for issues pertaining to programme management and advocacy towards ICPD goals.

- Resource mobilization for the humanitarian component or as advised by the representative.

- Performs such other functions as the UNFPA Representative may request.

QUALIFICATIONS AND EXPERIENCE:

- Advance post graduate level degree preferably in Public Health, Population, Demography or Social Sciences;

- At least seven years of increasingly professional experience in the area of development and population activities (preferably in the field); in designing and appraising project proposals in the area of Population and Development;

- Fluency in English required. Knowledge of Arabic is an asset;

- Initiative and sound judgment; ability to organize work and demonstrated ability to work in harmony with persons of different national backgrounds.  Strong interest in development work and dedication to the UN principles.  Adaptability to new working environments and good capacity to manage pressure.

The University of Windsor is seeking a dynamic individual to fill the position of Director of the Centre for Social Justice commencing July 1, 2003 for a five-year term, with the possibility of renewal. This appointment is subject to final budgetary approval.

The Centre, created in 2002, administers programs of research and community outreach and coordinates the Social Justice "Pinnacle of Excellence," one of three established at the University of Windsor.
