Background:

The United Nations Office of Iraq Programme (UNOIP) is responsible for implementing the Oil for Food Programme in Iraq, under which the Iraqi oil revenue is used to procure humanitarian goods for the Iraqi civilian population, in accordance with Security Council Resolution 986 (1995) and subsequent resolutions. This is a multi-billion dollar project. UNOIP is currently seeking experts/ specialists to observe the arrival and distribution of commodities imported under the programme for 15 governorates in centre/north Iraq as well as to assist in coordinating the implementation of the programme by United Nations, on behalf of the government of Iraq, in the three northern governorates.

Description of Main Duties:

The Observer will be under the direct supervision of the Chief of the Unit and under the general guidance of the Assistant Humanitarian Coordinator (Observation). He/She shall receive tasks and briefings from the Sectoral Working Group (SWG), conduct observations following these guidelines, and submit properly completed observation forms, as well as field narrative reports. The reports should include initiatives made and constraints encountered in the field, suggestions for modifying the task or the forms, issues that need the attention of management and any other follow-up action required. Based on their experience in the field, any Observer may suggest, initiate, or develop tasks which should be submitted to the SWG for approval. The Observer would be expected to participate in the meeting of the SWG at which the draft is reviewed. Specifically, the Observer shall carry out the following tasks:

Participate in pre-observation deployment briefings and collect relevant observation materials; Track and confirm arrival and end use of GRL and other items imported  under the Memorandum of Understanding; Travel to assigned facilities/ locations and conduct observations in accordance with oral and written briefs received from the SWG; Ensure that the prescribed observation material/forms are appropriate and fully completed in the field; Prepare field narrative reports, including difficulties encountered,  initiatives made, level of cooperation received from the hosts, useful  comment, etc. Participate in special assignments as well as in programme reviews.

Qualifications and Experience:

Advanced university degree in Biology, Chemistry, Physics, Engineering (various disciplines), Electronics, Instrumentation or any related field. Knowledge of import/export controls and commercial contracts of chemicals, biological, and other items. Ability to assimilate and analyse situations and new concepts. Interpersonal skills to interface with personnel of different nationalities and capability to work harmoniously in UN inter-agency teams. Minimum 5-7 years of progressive professional experience of which 3 years relate to direct involvement in any of the field such as chemicals, biological, and mechanical items with emphasis on social development, bilateral, and multi-lateral aid at regional and global levels. Proven interpersonal and computer skills.

Languages:

Excellent command of written and spoken English. Knowledge of French and  Arabic, or another UN official language is an asset.

Description of Main Duties:

Under the overall guidance of the Deputy Humanitarian Coordinator (North) and under the supervision of the Assistant Humanitarian Coordinator/ Field Delegate/ Chief of Planning Coordination/ Chief of Operations Coordination, the incumbent will perform the following duties and responsibilities:

Conduct humanitarian situation needs assessment in general or with respect to a particular theme, sector, function, or geographic area to identify and prioritize the humanitarian needs under the Common Program Framework;

Assist in the development of guidelines for follow-up, reporting, and evaluating project proposals, and provide assistance to agencies if necessary to implement these guidelines;

Organize, participate and contribute to the monthly sectoral coordination meetings of the assigned sectors that could contribute to the improvement of the implementation, including following-up with and helping agencies;

Monitor and analyze economic and social development in northern Iraq, with particular reference to the impact and prospect of the Humanitarian Program under SCR 986;

Review and collate Field Office's contributions to the monthly, 90, 180-day, and sectoral coordination meeting reports, and highlight issues requiring immediate action.

Prepare analysis of the sectoral issues and bring outstanding issues to the attention of the Field Delegate;

Maintain constant liaison with the UN Agencies and Programmes and the local authorities as required for the implementation of the programme;

Initiate and coordinate field visits for needs assessments, cross-sectors surveys, data collection and analysis, planning, and follow-up of implementation issues of the sectors in the designated districts, identify problem areas and bring to the attention of the Field Delegate with recommendations for follow up;

In consultation with the Field delegate and the concerned UN Agencies and Programmes, plan, organize and conduct programme reviews periodically;

Co-supervise the junior programme officers and consult with the Field Delegate, ensuring that programmes activities such as regular field visits in their respective districts are conducted effectively, follows up issues raised by local authorities with the concerned UN agencies, proof read, screen, and contribute to the finalization of various reports;

Respond to the Ad Hoc tasks/ responsibilities as assigned by the supervisor, e.g. from time to time act as OIC when the Field Delegate is out of duty station;

Perform other pertinent duties and tasks assigned by the supervisor.

Qualifications and Experience:

Masters degree in Social, Political Science, or other relevant fields. 5-7 years of progressive, relevant experience. Previous field experience is a definite asset.

Languages:

Excellent command of written and spoken English. Knowledge of French and  Arabic, or another UN official language is an asset.

Preference will be given to equally qualified women candidates.

Description of Main Duties:

Under the overall direction and supervision of the Field Delegate/ Chief, Planning Coordination Section/ Chief, Operations Coordination Section, the Programme Officer (P-3) performs the following duties and responsibilities:

Assist in the preparation of the Section/ Field Office's plan for the Humanitarian Programme under the Common Program Framework;

Conduct regular field visits for humanitarian needs assessments, cross-sectors surveys, data collection and analysis, planning, follow-up of implementation issues of the assigned sectors for the governate and in all the sectors in the designated districts, identify problem areas and bring to the attention of the Field Delegate or Section Chief with recommendation for follow-up;

Regularly update the district profiles of the assigned districts regarding the status of implementation information and data, provide and share this information with Senior Programme Officer and the Field Delegate in order to facilitate UN agencies' effective planning and efficient implementation of the SCR 986 Programme. Maintain effective filing of project documents and other appropriate information on relevant sectors, themes, or functions;

Assist in monitoring and analyzing economic and social developments in northern Iraq
