POSITION PROJECT OFFICER TRAINING

The European Secretariat of the International Council for Local Environmental Initiatives (ICLEI) offers a project officer position within the project ”Training and Capacity Building for Local Agenda Action Planning for Employment (CapaCity)” (www.iclei.org/europe/capacity).


The position will mainly be based on the above mentioned project but will also include further tasks.


TASKS INCLUDE:

ü     Project implementation and management support within in ICLEI’s International Training Centre,

ü     Contacts to 6 project partners and around 60 participating cities, including preparation of workshops,

ü     Further development and implementation of the training course, especially for the distance training components and seminars, editing of distance training study units,

ü     Documentation of course results and approaches,

ü     Further development of ICLEI’s distance training projects, fundraising,

ü     Preparation, editing, maybe translation of publications, management of print items and dissemination,

ü     Training implementation of further training projects

ü     A constantly growing component of responsibility and independent work is envisaged.


REQUIREMENTS:

§        Experience and/or professional qualification in training techniques, ideally in distance training, plus at least in one area out of the following: local employment strategies / Local Agenda 21 processes / environmental management and policy instruments / public administration / local government

§        Experience in political representation, moderation and/or seminar organisation

§        Experience with web-editing, and designing and technically implementing distance training and trainers-trainees relations an asset

§        Academic degree in a relevant subject, e.g. in environmental sciences, economics, legal sciences, administrative sciences

§        Active, dynamic, and entrepreneurial approach to work as well as social competencies (team work ability etc.)

§        Very good English (working language within ICLEI) is necessary; further European languages (in particular Spanish, Italian) an asset

§        Computer literate

Job Summary:

The primary purpose of this position is the delivery of emergency  response training programs to ERT, VFB and other identified personnel of  our client, involved in emergency response. This position will report to  the Emergency Response Supervisor, but will work closely with the ERT  Supervisor on a daily basis.

Duties and Responsibilities:

Assist the ER Supervisor to Determine the Mission, Vision, Values and Strategic Objectives for this program and execute. Develop, implement and manage a training program for the Fire Department (ERT and VFB). Take a lead role in the administration and training duties of the Voluntary Fire Brigade. Maintain documentation of the training program, including check-off of individual skill sheets. Develop and document Fire Department policies. Assist with management of ERT/VFB required medical exams. Respond to emergencies as a functioning member of the ERT. Assist with the development and expansion of the fire training grounds. Assist the Fire Chief with identification of emergency response equipment needs. Provide oil spill response equipment and techniques training to the ERT, VFB and other identified employees. Work with the ER Technician/Specialist to develop, coordinate and conduct training (dispersant application, in-situ burning, boom deployment, skimmer operation, shoreline cleanup, etc.). Provide training on the clients specific Incident Management System. Assist with evaluation and training of offshore Emergency Response Teams. Assist the ER Supervisor with the annual Major Emergency Response Drill.

Other miscellaneous duties as assigned.

Education, Background Requirements & Skills:

Education & Background Requirements:

Degree in Business Administration, Environmental Science or related field is preferred. Experience in emergency response and oil spill response technologies, with capabilities of developing and implementing a training program for the ERT and the VFB. 8 to 10 years experience and demonstrated proficiencies in emergency response/fire fighting. Experience should include, but is not limited to:

Industrial, structural and wild land fire fighting (offshore and marine vessel fire fighting also desired)

HazMat emergency response.

H2S / SCBA Search and Rescue

Confined Space Rescue Incident Command System

Knowledge of NFPA standards pertaining to training of emergency Response

Organizations and qualifications for fire fighters and emergency responders.

Oil spill response technologies (conventional booming and skimming, in-situ burning, aerial, vessel dispersant application and shoreline cleanup)

Training. (experience, recognition or certification as a trainer highly desired.

Computer and organizational skills (Word, Excel, PowerPoint. Ability to learn and use training software applications such as KnowledgePlanet 2000).

Safe Boat Operations (familiarity with vessel operation and safety desired)

Hazardous Waste Disposal.

Language Skills:

Language skills in Portuguese or Spanish would be helpful, but are not required. This position is expected to last at least 2 years. During this time, National employees will be selected and mentored to continue the function.

Youth House Project Director, UMCOR-Georgia

Purpose:

The United Methodist Committee on Relief (UMCOR) (www.umcor-ngo.org) is a not-for-profit organization that provides transitional development and relief assistance to communities in need around the world. We are currently searching for a Youth House Project Director to be based in Tbilisi, Georgia.  The overall management for the Sukhumi, Tbilisi, Zugdidi and Ochamchire Youth Houses, through sub-grantee agreements with local NGOs, will be the responsibility of the Project Director. The Project Director will report to the Head of Mission who is directly accountable to the Executive Director of UMCOR, located in Washington DC.

Primary Responsibilities:

§        To report to the donor on financial and programmatic issues;

§        To complete monthly and annual reports in compliance with UMCOR requirements for submission to the Head of Mission at the end of each month. This will include program summaries and statistical breakdown of beneficiaries;

§        To write proposals in order to attain financial and material support, in consultation with the Head of Mission, for programs related to Youth House activities;

§        To make day-to-day decisions on program implementation;

§        Oversee that staff is carrying out the program as described in the final proposal and program agreement. Recommend staff changes to the Head of Mission, as needed;

§        Notify the Head of Mission, as necessary, of any significant changes or problems in the program and draft letters to notify the donor as well, if warranted;

§        Review monthly expense reports of each YH and of the UMCOR YH program;

§        Prepare any necessary external agreements to be signed by the Head of Mission and/or the Home Office (If a procurement contract is needed, the Project Director will seek the assistance of the Financial Director.);

§        Oversee activities of the YH Policy Boards;

§        Travel to Sukhumi and Ochamchire on a regular basis, to insure program direction and appropriate implementation and management; and

§        Complete all other tasks and assignments as determined by the Head of Mission.

Required Skills:

Master’s degree in Int’l Development, Int’l Relations, or related field; minimum 4 years experience with int’l humanitarian or development NGOs; experience working in post conflict settings; strong program management experience; excellent writing, organization and communication skills; proven managerial and leadership qualities.  Familiarity with USAID reporting systems, prior experience working in the former Soviet Union and Russian language fluency preferred. 

This position is funded through June 2003 with the possibility of extension.
