Together with the team leader, he/she would foster the effective integration of ACP countries into the Multilateral Trading System. This specifically implies supporting the ACP countries in building requisite capacities both to effectively participate in global trade negotiations and implement the agreements.

RESPONSIBILITIES:

*        Facilitate effective participation in negotiations: assisting emerging states and regional organisations to prepare and participate effectively in future multilateral trade negotiations.

*        Strengthen implementation capacity: assisting emerging countries and regional organisations to implement multilateral trade agreements that are already in place (e.g. the Uruguay Round Agreements).

*        Accession to WTO: assisting emerging countries to become members of WTO.

REQUIREMENTS:

*        7 years experience with trade policy and economic integration specialist with experience in ACP or other emerging countries.

*        Postgraduate qualification in international economics and practical experience as a consultant, advisor or trainer to a national government or regional economic integration body.

*        Expertise in NTB, phytosanitary regulations, intellectual property, rules of origin and customs administration would be of particular asset.

*        Practical experience of trade negotiations is an advantage.

*        Knowledge of EDF Procedures is a plus.

*        EU or ACP national.

Job description: Full-time, grant-funded position to provide project management and administration for a federally funded grants program.

Job responsibilities include management of a $1.5 million a year matching grants program funded by the U.S. Agency for International Development (USAID) promoting sustainable development and reducing environmental degradation in Asia; close coordination with the funder, state and federal government agencies, and other partner organizations; liaison with USAID Missions in Asia; general oversight of the whole program process, from review and approval of proposed grants through project implementation, performance monitoring and reporting; supervision of work of two project coordinators; and other special RELATED projects as necessary.  Some travel is required. 

EDUCATION:      Graduate degree in international relations, environmental management, political science, public administration or a related field and a minimum of five years relevant work experience.

EXPERIENCE:     Ideal candidate will possess excellent verbal and written communication skills with proven experience and success in managing a complex grant-giving program, involving many players and many different interests.   Direct experience in managing USAID-funded assistance programs is preferred.  Direct experience working for a state environmental agency is also desired.  The program manager must effectively relate to senior government officials in the U.S. and Asia. Must be a self-starter, with the capacity to develop and oversee the management, evaluation, financial and reporting systems required for the program.  The candidate should have proven ability to represent and broadly promote the program. Negotiation skills a plus. The candidate should have extensive international experience and an understanding of development challenges in Asia.

SALARY RANGE:         $54,143 – $81,216

AQUACULTURE ASSOCIATE Needed

SENIOR AQUACULTURE ASSOCIATE

(HATCHERY PRODUCTION OF SEA CUCUMBERS)

ICLARM invites applications from aquaculture scientists with expertise in larval rearing of marine organisms to produce juvenile sea cucumbers for the implementation of restocking experiments in New Caledonia. The appointment will be within ICLARM's Coastal and Marine Resources Research Program and will be based at ICLARM’s Pacific Office, at the Secretariat of the Pacific Community (SPC), Noumea, New Caledonia, under a joint contract with SPC.

Background: ICLARM conducts research on the sustainable use and conservation of living aquatic resources for the benefit of the poor in developing countries. One of ICLARM's activities under the Coastal and Marine Resources Research Program is the development of responsible methods for restocking and stock enhancement of tropical marine invertebrates to restore and then increase the productivity of inshore fisheries. Previous research by ICLARM indicates that fisheries for the tropical sea cucumber, sandfish (Holothuria scabra), appear to have great potential for restocking and stock enhancement. ICLARM has developed methods for the routine production of juvenile sandfish in hatcheries and so the challenge now is to identify the optimal ways to release the cultured juveniles in the wild so that they survive in high proportions. The project also aims to culture the black teatfish (Holothuria nobilis) to enable releases of the juveniles in the Loyalty Islands.

The position: ICLARM is seeking to appoint an experienced aquaculturist for twenty-one (21) months to produce the thousands of juvenile sandfish needed for the field experiments designed to identify the optimal release methods for sandfish and back teatfish. The project is presently funded by the Australian Centre for International Agricultural Research (ACIAR) and the three Provinces of New Caledonia, and gains support from the SPC. Support available to this position will include the use of hatchery facilities at an aquaculture station north of Noumea and a full-time technical assistant. The position requires close collaboration, in the French language, with other users of the hatchery. It also involves daily commuting of up to one hour from Noumea (although rental accommodation closer to the hatchery may be available).

Skills and Qualifications: The Senior Aquaculture Associate is expected to have broad experience in the mass-production of juvenile marine organisms and skills in algal culture. An MSc or appropriate tertiary qualifications, ability to work effectively in collaboration with other organisations and as part of a team in an isolated location, good supervision, communication and reporting skills, fluency in English (ICLARM's working language), and ability to speak French are also essential. Extensive experience in the commercial aquaculture sector would be an advantage.

The basic salary for this position is within the range of AUD$42,000 - $49,000 tax free. Other benefits for the position are described in the
