Development and Peace is the Canadian Catholic Church's organization for international solidarity. We support community projects in more than 30 countries in the South and we carry out education and fundraising campaigns in Canada


RESPONSIBILITIES:

Reporting to the Popular Education Coordinator and the Director of the English Education Sector, you will be responsible for furthering the recruitment and involvement of young people in our education and fundraising programs and you will ensure the organization around national youth gatherings and training sessions.


REQUIREMENTS:


ü       University degree in Social Work, Education or the equivalent

ü       Recognized experience in planning and carrying out activities for and with young people

ü       An understanding of international development and a familiarity with Canadian and regional perspectives

ü       Demonstrated abilities in oral and written communication

ü       Availability for occasional travel to specific dioceses in the country

ü       Ability to work in team

ü       Excellent knowledge of English. Knowledge of French, an asset.

ü       Relevant experience on computers.

Project description: The global objective of the assignment is to provide Institution Building Technical Assistance to the project¹s beneficiaries to ensure successful practical implementation and management of the LMI Grant Scheme under BG0202.05 Labour Market Initiatives in line with its objective:


v      reducing the level of unemployment principally in the disadvantage groups through enhancing the level of entrepreneurship, employability and adaptability of the labour force.


PROFILE OF THE EXPERTS:


One (1) Local Expert, Assistant to the Team Leader ­ total 180 calendar/days +b


·        A good knowledge of PRAG procedures and Phare programming and/or project implementation experience;

·        5 years of relevant (market economy) economic development experience and/or HRD;

·        A university degree in Humanities, Science, Engineering, Economics, Business Studies or a related field and/or HRD;

·        Good report writing skills;

·        Excellent command of the English language, both spoken and written.


Two (2) Local Experts in Training and Grant Scheme Implementation ­ total 260 calendar/days +b


·        A university degree in Economics, Business Studies or a related discipline and/or HRD;

·        At least 5 years of experience in design and delivery of training programmes in an institutional and/or industrial setting, together with proven ability to conduct training workshops and compile user manuals relating to incentive schemes and active labour market measures;

·        Experienced in the implementation of active labour market measures and projects, promotion of entrepreneurship and self-employment;

·        Familiar with Phare grant regulations and implementation of grant schemes;

·        Knowledge of the Bulgarian legislation in the area of vocational training;

·        Experience in the management of projects with international participation is an advantage and excellent communication skills are a must;

·        Experience in working with minority communities and their organizations is an advantage;

·        Good knowledge of both written and spoken English is required.


One (1) Local  Expert, Awareness and Promotion Activities ­ total 40 calendar/days +b


·        A university degree in Economics, Business Studies or a related discipline;

·        Minimum 5 years experience in most types of awareness campaigns and marketing of employment and training initiatives;

·        Understanding of labour market and social inclusion problems;

·        Excellent command of the English language, both spoken and written.


All experts should be of Bulgarian nationality.

Duration:180 days

Country Director - Egypt

Provides leadership for the AMIDEAST program in Egypt setting the direction for program sustainability and growth. Functions as AMIDEAST’s senior representative in Egypt fostering positive relationships with key donors, partners, and clients. Oversees the delivery of all AMIDEAST programs and services in Egypt to ensure the consistent provision of quality service.

Manages the Cairo office, including the Educational Resource Center which offers educational information and testing services to Egyptian students and professionals as well as scholarship administration services to a variety of sponsors, and the Professional Resource Center which provides professional development services including management, English language and test preparation training services to individual and corporate clients and government agencies. Oversees AMIDEAST’s branch office in Alexandria and AMIDEAST’s project offices including the USAID Administration of Justice Support Project and the Integrated English Language Project II, where AMIDEAST serves as subcontractor to the Academy for Educational Development.

Directs all AMIDEAST activity in the Cairo office. Supervises Cairo office staff of 50; oversees branch and project staff totaling 38; and a core team of teachers and trainers supporting programs in Cairo, Alexandria and designated governorates.

Sets the direction for the sustainability of the existing core lines of business and develops new strategies and opportunities for continued growth.  Responsible for the development of an annual plan and budget inclusive of new business development strategy. Responsible for the programmatic and financial monitoring of plan and budget targets, and creation of contingency options.

Leads all development activities for AMDIEAST in Egypt. Maintains donor, client and other partner relationships to position AMIDEAST for new opportunities. In conjunction with Headquarters, develops proposals for submission to potential funders/clients, as required.

Directs the marketing of all AMIDEAST’s products and services, and develops new project ideas.  Oversees the creation of all marketing literature.

Administers, coordinates, and monitors the office's fiscal affairs in accordance with prescribed policies and procedures, including preparation of budgets, and ensures timely and accurate financial reporting to AMIDEAST Headquarters.  Functions include operating, capital, and contract budgets, cash management, foreign exchange, monthly accounting, and contract management.   Ensures compliance with host country laws dealing with financial and personnel matters. Utilizes computer technology in financial accounting and reporting.

Oversees the preparation and submission to Headquarters of required reports including accurate statistics on field office activities.  Reports on educational, training, and economic developments.

Directs the continued development of AMIDEAST Egypt’s human resources including; setting strategy for hiring, staff development, promotion, salary and job classification structures, formal staff training and orientation. Creates a learning culture within AMIDEAST and acts as a mentor for on-the-job growth.

Develops and coordinates personnel policies and procedures in conjunction with the Human Resources Director at Headquarters.

Participates in fundraising, public relations and outreach activities.

Represents AMIDEAST at conferences, meetings and workshops.

QUALIFICATIONS:


*Required:


ü       BA/BS in relevant field of study.

ü       10 years of management experience, preferably in the Middle East/North Africa.

ü       Strong business development skills and experience in marketing educational and professional development training products.

ü       Excellent written and oral communication skills.

ü       Knowledge of the U.S. higher education system.

ü       Project design and proposal development experience.

ü       Experience with USAID procurement.

ü       Familiarity with AIDAR.

ü       Strong financial management skills.

ü       Strong organizational, supervisory and interpersonal skills.

ü       Ability to balance sensitive political and cultural issues and develop a broad base of working relationships.

ü       Familiarity with office productivity tools, including Outlook, Word, Excel, PowerPoint.


*Preferred:

·                                      Master's degree in relevant field.

·                                      Work experience in Egypt.

·                                      Arabic language skills.


*Physical Requirements:

This position requires sitting (25%), standing (20%), and walking (55%).  Some additional physical requirements are as follows:


-         Ability to lift 20-25 pounds;

-         Requires computer responsibilities involving extensive use of keyboard, mouse and monitor;

-         On occasion, requires hours in excess of 8 per day or 40 per week.
