AGEG is Seeking for Three Long-Term Experts for a Tender of an EC Financed Programme +b

AGEG is seeking for three long-term experts for a tender of an EC financed programme with the title "Cultural Heritage Development of Southeast Turkey Programme"

Description:

The historical monuments of the Southeastern Anatolia region are generally in very poor condition. The specific objective of this contract is to enable the Turkish authorities to manage, in accordance with EC procedures, the funds available under the cultural heritage component of the programme. The support and training which is provided should assure the timely and proper implementation of the programme and develop the capacity of the GAP (²South Anatolia Project²) administration thus allowing them to manage future such programmes without recours to external assistance.

PROFILES OF THE REQUESTED EXPERTS:

1. Project Director +b

880 working days (within four years) minimum inputs required

Skills:

* Excellent communication and leadership skills as a team leader,

* Full computer literacy,

* Fluent in English

Professional experience:

* Minimum 15 years of senior managerial responsibilities,

* Minimum of 5 years experience in managing international projects,

* Experience in administration, programme planning and monitoring

Specific experience (in at least two of the following areas):

* Minimum of 5 years regional development experience with experience of cultural heritage development,

* Minimum of 2 years experience in EC and other bilateral or multilateral development cooperation,

* Fully up to date with EU regional development policies,

* Experience in training needs assessment,

* Experience in PCM

Job description:

* Co-ordinating the project¹s management and implementation, liaison with

GAP administration, EC representation, local stakeholders,

* Managing the TA team, drawing up the team¹s schedule of activities,

* Checking that the project outputs are in accordance with the TOR,

* Producing all the reports and work plans,

* Defining measurable indicators for subsequent programme monitoring and evaluation,

* Establishing the accounting, budgeting and reporting in accordance with EC procedures,

* The PD will decide on the recruitment of short-term ad hoc technical assistance as required (responsible for submitting suitable CV to the EC for final approval)

2. Local Deputy Co-Director +b

Skills:

* Excellent communication and leadership skills,

* Fluent in Turkish and English

Professional experience:

* Minimum 15 years of senior managerial responsibilities,

* Minimum of 5 years experience in planning and management of renovation and restoration of historical and cultural sites in an international context

Specific experience (in at least two of the following areas):

* 2-3 years experience in both restoration and renovation and construction industry and be familiar with all aspects of construction law,

* PCM,

* Training needs assessment and organisation of training workshops

Job description:

* Ability to all the duties and responsibilities assigned to the Project Director (S/he shall act as the co-director of technical assistance team when the project director isn¹t on the programme area)

* Graduate in architecture, civil engineer or similar discipline

* Sound supervision / management skills are required to control the day to day management of projects

* Full computer literacy,

* Fluent in Turkish and English

Professional experience:

* Minimum of 10 years professional experience,

* Minimum of 5 years experience in the execution and management of similar projects in an international context

Specific experience:

* Minimum of 5 years experience in supervision and contract management of major renovation and restoration projects,

* Ability to assume all the duties and responsibilities assigned to the Project Director and local Deputy Co-director.

Job Description: Program Coordinator Balkan Region (WCRP)

The World Conference on Religion and Peace (WCRP) is seeking a candidate to fill the position of Program Coordinator for the Balkan region including Bosnia and Herzegovina, Kosovo and Macedonia. The World Conference on Religion and Peace (WCRP) is an international, interreligious coalition that seeks to promote dialogue and cooperation among representatives of the world's religious traditions in order to seek common action for peace.

WCRP has been working in Bosnia-Herzegovina since 1996 to support the efforts of religious leaders in that country to build multi-religious cooperation. Since mid-1998 WCRP has also been working with religious leaders in Kosovo and other parts of the SE Europe region to support similar cooperation and to enhance the role that religious communities can play in the reconstruction, reconciliation and development of their societies.

POSITION:

The Program Coordinator position will assist the Director of Conflict Transformation based in the New York office and the Associate Director based in the Pristhina, Kosovo office in carrying out program activities in the broader Balkan region. In particular, the position will be responsible for supporting and expanding WCRP’s work with the religious communities and assisting with the development of the Inter-religious Councils of Bosnia, Kosovo and Macedonia. The position will be based in Sarajevo, Bosnia however with 40% of time spent in Kosovo and Macedonia. The Program Coordinator will report to the Director of Conflict Transformation WCRP NY.

SPECIFIC RESPONSIBILITIES

(directly responsible for program in Bosnia and Herzegovina and assisting the Associate Director for programs in Kosovo and Macedonia)

§ Maintain regular contact and close working relationships with religious leaders and communities in Bosnia and Herzegovina. Support the Associate Director with relationships with religious communities in Kosovo and Macedonia;

§ Assist in further development and functioning of the Interreligious Councils of Bosnia, Kosovo and Macedonia;

§ Coordinate full range of capacity building and technical assistance to the Inter-Religious Councils (IRCs), particularly in replicating and scaling up local programs and ensuring sustainability;

§ Develop and improve processes for effective outcomes of program, in particular implementing a monitoring and evaluation strategy to assure the IRC activities are consistent with program strategic objectives;

§ Ensure proper implementation of project activities according to grant agreements, ensuring compliance with donor regulations and project objectives;

§ Build links and networks with representatives of international organizations and NGOs throughout Europe (in particular the UN, EU, Stability Pact) to enhance cooperative efforts with religious communities and to better achieve project goals;

§ Responsible for all aspects of grant management system including on-going reports and program updates, budget oversight and evaluation of project achievements;

§ Responsible for program development/proposal writing for the region;

§ Carry out other duties as occasionally assigned by the Director of Conflict Transformation.

REQUIREMENTS:

ü Graduate degree in international affairs/conflict resolution or related field

ü Minimum 5 years practical experience in project implementation or management in conflict resolution/inter-religious cooperation or related field.

ü Demonstrated skills and experience in report writing and financial/budget management, monitoring and evaluation, combined with strong individual and team management skills and experience are essential.

ü Effective verbal and written communication, multi-tasking, organizational, prioritization skills are necessary.

ü Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.

ü Experience in designing and implementing capacity building activities/programs with community-based organizations.

ü Experience with administering grants and ensuring compliance with donor regulations and project objectives.

ü Experience living/working in cross-cultural setting preferred.

ü Active knowledge of religious communities and commitment to inter-religious dialogue and cooperation.

ü Excellent English verbal and writing skills, and computer literacy
