The Institute of Public Administration (IPA) is seeking qualified public financial management specialists interested in short and medium-term overseas assignments (2-24 weeks) in Uzbekistan. IPA has been asked to provide technical assistance and training to a working committee of the Cabinet of Ministers in an initiative to restructure Budgeting and Treasury functions. 


Public financial sector expertise in the following areas is highly desired: development of a Medium-Term Budget Framework; financial planning, particularly with in-year budget implementation plans and accurate revenue forecasting methodology; development of a Treasury Single Account; establishment of Financial Ledger systems; development of transparent Treasury functions, particularly for payments and other disbursements; debt and asset management; streamlining budget submission requirements and upgrading budget reports and presentations; developing standards and job descriptions for financial management personnel; assessing legal authority requirements to implement recommended financial management controls and public assess to fiscal data.


Successful candidates will have an advanced degree in an appropriate financial management discipline, at least 10 years of work experience in both domestic and international arenas, some prior work experience in Central Asia and/or other former Soviet Republics. Fluency in Uzbek or Russian is not required, but it is highly desirable. The Ministry for Foreign Affairs of Finland is supporting the Mozambican Health Sector and has launched a tender process for support for the years 2003-2005 inclusive. FTP is interested in finding experts to participate in our consortium to tender for this project.

Strategy: Support to National HIV/AIDS programme is a new opening in the Finnish support to Mozambican health sector. The Technical Assistant will be placed in Maputo in the Ministry of Health (MISAU), Directorate of Health, Department of Epidemic Diseases, AIDS programme and work with a national counterpart appointed by MISAU.

The general aim is to support the implementation of the National HIV/AIDS strategy at the level of the Ministry, particularly in areas of IEC material development, supervision and monitoring of activities of the provinces. Special support in implementing the national strategy and in making relevant operational studies is given to DPS Manica where the TA visits regularly.


DUTIES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:


-         Support MISAU to plan preventive IEC activities and produce relevant materials and support their distribution within the health sector.

-         Support the sensitisation of health workers to actions ensuring biosecurity (blood safety, safe injections at all levels of health service)

-         Support MISAU/AIDS programme in monitoring and reporting on progress of the implementation of the National AIDS strategy.

-         Support the planning and supervision of operational studies about the impact of HIV/AIDS in Manica province.

QUALIFICATIONS:


ü                                     Degree in health and post graduate degree or solid experience in public health.

ü                                     Working experience in public health programme management in developing countries, Specific experience of working with AIDS programme planning and implementation is an asset.

ü                                     Thorough knowledge and experience of IEC activity development.

ü                                     Experience of working with national level health programme implementation.

ü                                     Knowledge of Portuguese and fluency in English.

ü                                     Willingness to travel within Mozambique.
