1. South Africa


TITLE OF THE PROJECT:  “Integrated Sports Community Programme SA 73200-97-09”


Country:  South Africa


Backround:

Sports Coaches' OutReach (SCORE) is a non-governmental organisation, which was established in 1991.  The mission of SCORE is the holistic development of communities, using participation in sport and recreation activities as the means to achieving these aims. At community level sport has a great potential to teach basic life skills, improve health and to provide a viable alternative to crime and other forms of anti social behaviour.


Specific objectives:

·        To evaluate whether the project is having the desired impact in the target communities and whether the project is being implemented efficiently and effectively.

·        To inform implementation strategies and choices during the remaining phases of the project after an analysis of overall programme performance during the 1st half of the project.

·        To make recommendations to the EU and SCORE management on activity planning and management and a programme evaluation framework to be included in subsequent Workplans.

·        To provide information on achievements and lessons learned in the first implementation phase for dissemination to targeted partners and the EU. These lessons can also be used for future projects and programme implementation. 


Profile of the 3 experts:

Team Leader +b

1) The Team leader must be a european sociology expert. (category 1) He/she must hold a university degree or equivalent in sociology or anthropology. A Post-graduate qualification in the field of sociology, social science, organisational management, community development will be an advantage. A specialization in sport sociology would be a further advantage. He/she must be a sociology specialist with expertise in setting up reviews and evaluations of development programmes. Prior work and understanding of organisational capacity building processes for NGOs and CBOs is also a requirement. Minimum of 15 years experience in the foregoing capacity is expected from the Team Leader.


Assistant Team Leader +b

2) The Assistant Team Leader must be a South African sociology expert.  (category 3) He/she must hold a university degree or equivalent in the field of sociology, social science or organisational management. A postgraduate degree in one of the relevant field will be advantage. A specialisation in sport sociology will be a further advantage. He/she should be a sociology specialist with expertise in setting up reviews and evaluations of development programmes. Prior work and understanding of organisational capacity building processes in the context of Community Based Organisations is a requirement. Minimum 5 years experience in the foregoing capacity is expected from the Assistant Team Leader. The expert must have knowledge of the operational context of South African CBOs and NGOs including evolving strategic issues in the sector.


South African Developer/Consulting Engineer/Architect +b

3) A South African developer/consulting engineer/architect. (category 2) He/she must have a university degree or equivalent qualification in Civil engineering or architecture. He/she must have a demonstrable knowledge of civil engineering or architecture and preferably must have been involved in the construction of sport facilities. Knowledge of the operational context of South African CBOs and NGOs will be an advantage.  Minimum 8 years experience in his field of expertise is expected for this expert.

2. South Africa:


TITLE OF THE PROJECT:  Support to Interfund-Capacity Building of NGOs and CBOs   SA 73200-99/04


Global and specific objectives of the Evaluation:


The objective of the Mid Term Review is to assess the progress of the programme against the expected results on the basis of the indicators formulated in the log-frame of the programme.


Specifically the MTR is to undertake the following:

·        To make recommendations on the opportunity to extend the programme for a further period in order to complete all the activities foreseen under the Financing Agreement.

·        To make recommendations to the EU/Interfund Project Management Unit (PMU) on activity management and a programme evaluation framework to be included in the eventual subsequent programme Workplans;

·        To inform an eventual Phase Two implementation strategies and choices after an analysis of overall programme performance in Phase One;

·        To provide information on achievements and lessons learned in the first implementation phase for dissemination to targeted partners and the EU.


Profile of the expert:

The team will be composed by a team leader and an assistant tem leader.

 

Team Leader +b

The Team Leader must be a european capacity building expert. He/she (category 1) must hold university degree followed by a post graduate qualifications in the field of either development management, social sciences, organisational management (business administration).  He/she must be capacity building specialist with expertise in setting up reviews and evaluations of capacity building interventions for NGOs/CBOs. Prior work on and an understanding of organisational/capacity building processes is a requirement. Minimum 15 years experience in this field of expertise is expected for the team leader (duration: 23 days).


Assistant Team Leader +b

The Assistant Team leader must be a South African capacity building expert.  He/she (category 2) must hold university degree followed by a post graduate qualifications in the field of either development management, social sciences, organisational management (business administration).  He/she must be capacity building specialist with expertise in setting up reviews and evaluations of capacity building interventions for NGOs/CBOs. Prior work on and an understanding of organisational/capacity building processes is a requirement. Minimum 8 years experience in this field of expertise is expected for the Assistant team leader (duration 15 days).


Working language:  English


Starting date: foreseen 23rd September 2002

3. Serbia


TITLE OF THE PROJECT:  “Serbian Burden of Disease Study”


Global Objectives:

The global objective of the study is to assist the Government of Serbia in the development of health care policy and planning, through the provision of baseline data which will guide future heath strategies and interventions and will enable it to monitor the improvements in health and the performance of the health care system.


Specific objectives:

·        Assist with the effective allocation of health resources, providing objective criteria for improving the effectiveness and efficiency of the health system;

·        Develop alternative packages of essential health services;

·        Provide key policy makers with clear options and related implications for health sector performance and affordability; and

·        Deliver a new approach to health priority setting.  The completion of a National burden of disease study is one of the prerequisites for the implementation of the National Health Policy document, adopted by the Government of Serbia in February 2002.


Profiles of the expert:

 

European Category 1 Expert +b

One European Category 1 expert is needed for a total of 46 days divided in five missions as follows:

Mission 1:             14 days to set-up the project

Missions 2, 3 and 4:        6 days each to monitor activities

Mission 5:             14 days to complete the reports and wrap up the project.


The expert needs to fulfil the following requirements: highly qualified expert, with proven experience in carrying out burden of disease studies. The expert will act as team leader of the project. He/she should be specialized in public health, with particular emphasis on health economy and epidemiology, with significant experience in health statistics and research, and more than 15 years of experience in the relevant field. Fluency in English is mandatory and knowledge of Serbo-Croatian would be an asset.

DURATION:  Starting date of the assignment: September 29, 2002;

Finishing date of the assignment: June 28, 2003

INTRODUCTION

Volunteer Sri Lanka, a non-profit service concerned with linking expertise and resources in the development field to local NGOs active in development and social services in Sri Lanka. Volunteer - Sri Lanka acts as a gateway for volunteer placements in local NGOs where such expertise and know-how is not affordable and accessible. It brings together NGOs in dire need of qualified persons and the many persons out there wanting to experience a new environment and culture, and offer their services in return. 

 

Who are volunteers?

Absolutely anyone can volunteer. The volunteers are not limited to certain language or professional requirements, all you have to be is resourceful, adaptable, open to new experiences and culture, and have desire to work and learn with and from the local community. Volunteers are drawn from all occupations and backgrounds and in all stages of life.

 

Areas of Work

There are an exhaustible number of NGOs working in Sri Lanka in a wide array of fields and locations. Some of these are international NGOs, which are mainly working through local NGOs and Partner Organisations and play a capacity building and advocacy role. The local NGOs in Sri Lanka are the one’s who need the support, the know-how and expertise.

Many of the development NGOs focus on one or more development sector, while some focus on one or more field development activities.

MAJOR RESPONSIBILITIES

ü     Perform the duties of CEO of a small, relatively new NGO with an existing budget of approximately $450 K/year.

ü     Work with the Board of Directors to articulate the mission and goals of the organization.

ü     Manage current programs to achieve these goals.  Current programs include:

·    Increasing membership in coexistence network that currently has approximately 1,000 members.

·    Researching and developing a database of information related to the field of coexistence.

·    Publishing bulletins and newsletters.

·    Managing a coexistence center that has been established in Uganda and develop a network of similar centers in Africa and elsewhere.

·    Creating and implementing high level meetings with diverse participants on a wide variety of topics.  Examples:  meetings between NGOs and the military; meetings with education ministers in Europe; meetings with academics and practitioners regarding measurement of coexistence.

·    Developing a pilot program to implement the concept of a coexistence index.

·    Creating a global awareness and outreach program centered on the concept of coexistence.

ü     Assist the Board in exploring opportunities for new partnerships with other organizations in the field, and the merits and models for such partnerships.

ü     Expand the organization’s Board both in terms of geographic representation and representation from the business community.

ü     Develop additional funding sources for organization’s programs and core costs.

ü     Cultivate existing donors. 

ü     Develop, cultivate, and manage media outreach efforts in the U.S. and overseas.

ü     Keep the Board and donors fully informed on the work of the organization.

ü     Responsible for all fiscal and administrative management of the organization. 

ü     Supervises full-time staff of three, plus consultants and interns as needed.

ü     Assist the Board in exploring options for possible new institutional arrangements with other organizations working in the field, which could expand the work and funding sources of the TCI.

 

EXPERIENCE/SKILLS/EDUCATION

§        Strong commitment to, and passion for, the field of coexistence.

§        At least 5 years of managerial experience, either as a senior manager or CEO of a not- for-profit organization.

§        At least 5 years experience within the field of coexistence or a closely related field.

§        Proven success in fundraising, extensive contacts within the international funding community, and strong contacts with European and American private foundations.

§        Excellent verbal and written communications skills. Ability to speak to large groups is particularly important.

§        Experience managing media outreach or public relations efforts.

§        Strong drive, initiative, and creativity

JOB DESCRIPTION: The International Research Institute for Climate Prediction (IRI), headquartered in Palisades, NY, seeks an outstanding individual to manage on-going or planned projects involving the use of climate information and seasonal forecasts to reduce food and livelihood security risks in the Greater Horn and southern Africa: two regions that are prone to climate-related disasters.  The work includes coordinating IRI research staff inputs and developing/maintaining collaborative relationships among relevant stakeholders to achieve project objectives.  Stakeholders range from local communities to national government agencies, regional institutions, collaborating researchers, development assistance agencies and interdisciplinary teamwork management in both academic and non-academic arenas.  Additional responsibilities include training and capacity-building activities, designing and organizing meetings and workshops, and oral and written reporting of project results; excellent written and verbal English skills essential. Depending on the applicant's experience, the position may offer opportunities to work in other geographic areas as well.

Qualifications and Skills Required:

Candidates will have either a Ph.D. or an M.Sc in a relevant field such as geography, international relations, environment, economics, agriculture, water resources, rural sociology, anthropology, or gender studies.  Candidates with a Ph.D. must have at least two years of relevant experience in international development, preferably in Africa, while M.Sc candidates must have four years; and may also conduct strategic research in his/her areas of expertise, must be able to perform in international settings and skill in other relevant languages desirable. The successful candidate will travel and represent the IRI in the project regions, so must demonstrate a thorough understanding of the IRI and a strong commitment to the end-to-end process of using climate information to solve real-world problems.
