Deloitte Emerging Markets, the specialized development consulting division of Deloitte Touche Tohmatsu, provides consulting services under donor funded initiatives in health care, private sector development, financial services, utilities and infrastructure and agribusiness, in developing countries. 

We currently have an opening for an Institutional Development Specialist (IDS), based in Dhaka, Bangladesh. The position will be responsible for technical work related to Objective 3 of the Bangladesh NGO Service Delivery Program Project. This objective aims to increase the capacity of NGOs to sustain clinic and community based service provisions, institutionally and financially by:

1.  Improving NGO management, including program management, financial management, and general administration and governance. 

2.  Enhancing NGOs financial sustainability.

The IDS will work closely with the Health Management and Financing Advisor, Financial Sustainability Advisor and headquarters management at Deloitte. Tasks led by the IDS will stem from results of NGO assessments based on the OCAT framework and the Deloitte methodology, an interactive process of assess-design-implement-evaluate. S/he will be supported by a variety of resources, both long-term and short-term technical advisors (particularly in the assessment and design phases), and will be expected contribute his extensive previous knowledge and expertise to the process. Specific initiatives managed by IDS include:

1.  Conducting OCAT field assessments

2.  Developing trainings and technical assistance in the areas of institutional development including   governance, organizational structure, strategic planning, operations/administration, human resources and program development.

QUALIFICATIONS

Advanced degree in management, health or economic development.  Must have extensive experience working with NGOs or other organizations in Bangladesh, in the area of institutional development:  governance, management, strategic planning, and human resources.  Previous donor experience in health preferred (USAID experience is a plus).  Fluency in English and Bangla required.  Position is based in Dhaka but must be able to travel to the field and conduct on-site visits and technical assistance, as required.

ORGANIZATION DESCRIPTION:

The Women’s Commission for Refugee Women and Children engages in advocacy and education activities aimed at improving the lives of women and children uprooted by war and civil violence. Through a vigorous and comprehensive program of advocacy, supported by extensive research and technical expertise, the Women's Commission serves as an expert resource and works with governments, United Nations agencies, international and local nongovernmental organizations, and donors.

The Field Representative position is a component of the Protection and Participation Program. The Women’s Commission is an independent affiliate of the International Rescue Committee (IRC) and this post will coordinate administrative activities through the IRC country office.

Reports to: Program Manager, with bi-monthly oversight from Executive Director.

RESPONSIBILITIES:

1. Provide technical assistance on gender and refugee/IDP protection to the Women’s Commission and other agencies in the context of Afghanistan and the region:

a. Collect, document and analyze information on the situation (rights abuses, including as regards access to goods and services) for refugee, returnee, internally displaced and other war-affected Afghan women and girls.

b. Prepare reports and advocacy materials based on information gathered, focusing on protection concerns of these populations and remedies to protection related problems.

c. Monitor the impact of Women’s Commission advocacy/interventions in advancing protection.

d. Advise on strategy for Women’s Commission work in Afghanistan/Pakistan as related to refugee, returnee and IDP protection - including consideration of partnering with local groups in advancing protection - and the Women’s Commission mandate.

e. Represent the Women’s Commission at relevant meetings and conferences.

2. Oversee Women’s Commission representation in the field:

a. Coordinate the activity of Women's Commission field staff (including Reproductive Health/MISP and Advocacy Project).

b. Oversee field office activities and provide support to program development (technical support and supervision of above staff will be provided by the New York office).

3. Support the capacity of Afghan women’s networks and organizations in Pakistan and Afghanistan through monitoring and identification of Women’s Commission subgrants, supporting advocacy initiatives, identifying training needs (such as media, advocacy, networking, data gathering). Inform women’s groups about developments in international programming and policy, and encourage linkages and participation with other actors as appropriate.

4. Prepare and monitor program budget. Assist with proposal writing and draft reports to donors as required. Provide routine updates for Women’s Commission web pages, newsletter and other sources.

5. Travel to New York, Washington DC and/or within Europe to support advocacy as requested.

6. Develop, maintain and report against a work plan to accomplish this Terms of Reference.

QUALIFICATIONS:

- Required: expertise in refugee protection, gender programming, and women's and children's rights.

- Preferred: experience in the region (five years) and regional language skills (Dari/Pashtu).

INTRODUCTION:

The HUB initiative for Central and West Africa responds to the crucial need to better coordinate and harmonize bilateral and multilateral donor policies and approaches in the area of rural development for more efficient impact in Africa. Indeed the weak coordination of development interventions, the absence of high-level technical capacity for intervening actors and the absence of an appropriate framework for dialogue among development partners are widely recognized. These concerns were underlined in Abidjan, during the round table conference organized in July 2001 in Abidjan and hosted by UNOPS.

Several bilateral and multilateral development cooperation organisations such as IFAD, the World Bank, FAO, UNOPS, UNIFEM, EU and French cooperation agencies have agreed to collaborate for the operationalisation of the initiative.

In a long run, the objective of the aim of the HUB for West and Central Africa is to set a strategic instrument in the area of poverty reduction, food security and rural development; with the aim of to facilitating a coordinated and sustainable political dialogue between West and Central African countries (governments and civil society organisations), intergovernmental organisations and their foreign partners.

In line with other HUB programmes, the aim assigned to the HUB for West and Central Africa is intended to provide technical assistance to donors, beneficiary governments, Inter-governmental and civil society organizations for the definition of strategies and policies in crucial areas for rural development and the reduction of rural poverty. The instrument would allow:

- greater synergy and better harmonization of rural development strategies by the various actors at national and regional level.

- improved availability of and access to updated and good quality information on rural development experiences.

- better access to and availability of high level technical capacity in the region capable of providing assistance to different actors for the definition of strategies and social, human and economic development policies in rural areas.

- the emergence at national and regional level of professional organizations representative of the rural world, including vulnerable groups and more specifically rural women.

The first phase of the initiative will aim at testing the composition, partnership arrangements, the areas and modalities of intervention as well as the performance of the future Hub.

In order to mainstream gender issues in the HUB initiative, UNIFEM will provide funds to UNOPS for the recruitment of a Gender and Rural Development Expert whose tasks and responsibilities will be to carry out the assignments described below.

DUTIES AND RESPONSIBILITIES:

In the framework of the initiative, a center of Excellence will be created with a limited number of highly qualified experts (6-7), each one responsible for a theme. UNIFEM’s support will be used to appoint a Gender and Rural Development Expert. She/He will be supervised by the Manager of the Hub and will have the following responsibilities:

- Provide technical assistance for the mainstreaming of gender into the overall initiative: as gender is a crosscutting issue, the expert will work towards the mainstreaming of gender into the research agenda of the various thematic areas as defined for the pilot phase:

1. Decentralization;

2. Markets, competitiveness, strengthening of local communities; development of local infrastructures;

3. Development and capacity building of professional organisations at all levels;

4. Financing of rural development;

5. Women, gender and equity in rural area;

6. Sustainable agricultural development – Food security;

7. Management of natural resources and fight against desertification;

8. Development of information systems.

The expert will also identify other entry points for the integration of a gender dimension in the initiative.

- Advocate for: 1) rural women’s adequate representation in local and national structures responsible for the formulation and monitoring of rural development policies and programs and; 2) better access to resources such as land, water, technology, information, seeds, etc. in order to reduce poverty among rural women and children.

- Work towards enhancing the capacity of rural women’s organisations to participate in the shaping of rural development policies, strategies and programmes. The expert will identify rural women's organizations and women leaders, raise their awareness on the initiative and support them for the articulation of their concerns and expectations. Rural women’s organisations will choose delegates who will raise women’s concerns at the different forums/gatherings.

- Promote networking and exchange among rural women’s groups, civil society organisations, intergovernmental organisations and governmental bodies, etc. for more gender responsive rural development programmes. This includes the organization of workshops and seminars to foster exchange of information and experiences on gender and rural development among the various stakeholders.

- Draft TOR and supervise consultants responsible for carrying-out various studies on the topics of the HUB.

- Strive for the availability of enhanced specialized knowledge and information on gender, agriculture and rural development.

- Closely liaise with and collaborate with UNIFEM Regional offices for West and Central Africa in the discharge of her/his responsibilities.

- Perform other related duties as and when required.

MINIMUM EXPERIENCE AND QUALIFICATIONS:

- Advanced university degree or equivalent in economics, agricultural economics, rural development, and/or other relevant fields.

- Excellent knowledge of International development issues and substantive experience in dealing with International Development

Agencies and Institutions.

- At least 7 years of experience in the area of gender and rural development, preferably in West and Central Africa.

- Excellent computer/information systems skills.

Women’s Education for Advancement and Empowerment (WEAVE) was established in 1990 with the vision of empowering indigenous women and supporting their needs and basic human rights. Over the years the organization’s work and staff have changed and evolved. Currently we work in a management partnership of both Karen and expatriate staff in order to address the needs of displaced women and children from Burma.

Focus on Women: WEAVE’s current mission states that we work in partnership with ethnic minority people on the Thai-Burma border, believing that encouraging the leadership of women and development of their status benefits the whole community. WEAVE gives women opportunities to improve themselves through education, confidence building and skill development. Project focus: WEAVE is currently involved with a variety of development projects. These include an education materials project producing health education materials in four ethnic languages; an income generation projects using traditional Karen weaving and needle-craft skills to create handicrafts; non-formal community education; and the co-ordination of 22 nursery schools, which includes teacher training and support, committee training and supplementary feeding.

JOB DESCRIPTION:

Overall responsibility for management of a small NGO in co-operation with a Management Committee and a new Advisory Board. As Team Leader at WEAVE you would work in co-operation with the Management Committee to achieve the smooth running of the organization.

1. Co-ordinate and support a staff of 13 currently consisting of Karen, Thai/Karen and foreigners, dividing your time more or less evenly between the four WEAVE projects.

2. Oversee planning and activities for staff development to enable all staff to increase their own capacities and participate in all aspects of running the organization.

QUALIFICATIONS/EXPERIENCE REQUIRED:

1. Appropriate level of education and/or experience related to development/relief work with women.

2. Understanding of, experience in and commitment to, women’s education and empowerment.

3. Ability to work with a culturally diverse staff.

4. Knowledge of Burma/Thailand border refugee situation or other refugees’ situation would be an advantage.

5. Good English language skills (speaking, reading and writing). (Burmese/Karen an asset).

Gender Equity Program Consultant / Heifer International / Location: Negotiable / Closing Date: September 18, 2002.

BACKGROUND:

In March 1998, Heifer developed a Gender Equity Policy that states: Heifer's vision of justice and sustainability commits us to gender equity, where men, women, boys, and girls are valued equally and enjoy the same opportunities to achieve their full potential. Our goal is to achieve gender equity at all levels of Heifer using a participatory process. Heifer promotes the fair sharing of work, decision making, resources, and benefits among all members of the family and community.

Over the past five years, Heifer's Gender Equity Program has spearheaded the effort and designed and implemented several activities to fulfill the organization's Gender Equity vision. Some of these activities include: the development of a gender training model, adaptation and application of tools for gender analysis, and completion of an organizational gender audit.

In December 2002, Heifer will be holding a Gender Program Review workshop. The purpose of the workshop is to provide an opportunity for the organization, to step back and reflect on its accumulated experience in integrating gender equity in program activities and throughout the entire organization.

The objectives of the workshop are as follows: 1. To review progress towards fulfilling our vision for gender equity throughout Heifer since adoption of the Gender Equity Policy in 1998. 2. To develop strategies and guidelines for the future of the Gender Equity Program.

PURPOSE OF THE ASSIGNMENT:

The focus of the consultancy will be to critically review Heifer's Gender Equity program and help plan for its future. Heifer expects the consultant to provide an external perspective and expert guidance throughout the process. The selected consultant will play a lead role in the preparation and implementation of the 5-day workshop scheduled for December 8-14 in Puebla, Mexico. She/he will be expected to lead and document the process for preparing and carrying out an accurate and profound self-review of the last five years of Heifer's Gender Equity program. This document will be used for the workshop and as a source of information for future planning. Along with being an active participant in the gender workshop, the consultant will be expected to combine her/his own experience with relevant resources internal and external to Heifer to enable the workshop participants to develop the best possible guidelines for the future of Gender Equity at Heifer.

Location: Negotiable.

Reports To: Director of Training.

Salary Range: Dependant Upon Experience.

Period of the Assignment: Full time from September 2002- January 2003.

TASKS TO BE ACCOMPLISHED:

May include and not limited to:

1. Work closely with the gender planning committee and the facilitation team in all aspects of workshop preparation and implementation.

2. Review and analyze documents, reports, case studies and other materials related to gender programming and policy.

3. Complete project visits to selected Heifer country programs.

4. Work with local staff to design and implement participatory assessments of gender programming. Collect, analyze and reproduce this information in a form that will be useful to workshop participants.

5. Prepare pre-workshop material, including, summaries and analysis of key documents, field reports, relevant research, etc.

6. Perform other functions as necessary.

REQUIRED/PREFERRED SKILLS & EXPERIENCE:

1. Ten years experience in the field of gender equity.

2. Experience in the field of gender equity related to non-governmental organizations working in rural development.

3. PhD (preferred) or Masters degree in a related field.

4. Working experience in at least two of the following geographic areas: Central and Eastern Europe, Asia and the South Pacific, Africa, North America or Latin America and the Caribbean.

5. Demonstrated research capability including strong record of publication.

6. Knowledge of participatory development methodologies including: gender analysis, research, training, project management, and evaluation.

7. Past experience consulting organizations in designing a gender equity program.

8. Ability to work with multinational and multidisciplinary groups.

9. Ability to converse, read, and write in English and Spanish.
