Deloitte Emerging Markets is the specialized development consulting arm of Deloitte Touche Tohmatsu. Deloitte Emerging Markets manages the firm's services to international donor agencies and emerging economies, coordinating resources from our national practices. Deloitte includes specialized sectoral and industry units in health, utilities and infrastructure, the financial sector, agribusiness, public sector reform, and private sector development.

The Commercial Market Strategies (CMS) Project is funded by the U.S. Agency for International Development (USAID) to work with the private and commercial sectors in developing countries to increase the use of high quality family planning products and services and thereby achieve improved health and manageable growth for those countries' populations.  It is composed of a consortium of organizations with expertise in taking on this mission: Deloitte and Touche, Population Services International (PSI), Abt Associates, and Meridian Group International.

CMS Philippines Project:

USAID/Philippines has recently requested CMS' assistance to expand the commercial sector's role in helping meet current and future demand for affordable, quality family planning products and services.  To do this, CMS will work extensively with a variety of private/commercial groups including pharmaceutical companies, pharmaceutical distributors and retailers, private medical providers and their professional associations, and health insurance providers and associations.  CMS will also work with select government departments and representatives.

RESPONSIBILITIES

We are currently seeking a Resident Advisor who will be responsible for facilitating and managing all CMS activities and serve as the local representative of the project in the Philippines.

Responsibilities include:

·        Working closely with CMS headquarters staff to help design project activities and be responsible for managing and coordinating project implementation activities for CMS initiatives in the Philippines. These activities will include working with pharmaceutical companies, commercial wholesalers and retailers, medical provider associations, and others to improve and expand commercial sector provision of contraceptives. 

·        Coordinating research, assessment and evaluation activities of potential projects on behalf of CMS.

·        Monitoring CMS projects' activities including obtaining, organizing and reporting on projects' operational and financial status.

·        Representing the CMS Project as needed to all relevant organizations in the Philippines including USAID/Philippines.

·        Developing annual work plans and budgets.

QUALIFICATIONS

Ideal candidate will possess:

§        10 years experience in private sector pharmaceutical sales or marketing, health insurance, medical services or training marketing, international development, or philanthropic initiatives by commercial organizations. Prior experience working in/with commercial sector organizations is very important. Candidates having first hand experience with helping establish public-private partnerships in health and family planning are of particular interest. 

§        Strong familiarity with the Philippine healthcare system (both public and private), pharmaceutical sector, and development environment and cultural context is required.  Extensive experience in the Philippines is required.

§        Experience working with international donor projects (USAID preferred).

§        Minimum 5 years experience managing private organizations, implementing projects, and supervising staff is needed.  

§        Candidates should have excellent written and verbal communication skills, including excellent English language abilities and prior experience with public speaking.

§        College degree required; advanced degree in business, management, healthcare or related field preferred.

JOB DESCRIPTION: The International Research Institute for Climate Prediction (IRI), headquartered in Palisades, NY, seeks an outstanding individual to manage on-going or planned projects involving the use of climate information and seasonal forecasts to reduce food and livelihood security risks in the Greater Horn and southern Africa: two regions that are prone to climate-related disasters.  The work includes coordinating IRI research staff inputs and developing/maintaining collaborative relationships among relevant stakeholders to achieve project objectives.  Stakeholders range from local communities to national government agencies, regional institutions, collaborating researchers, development assistance agencies and interdisciplinary teamwork management in both academic and non-academic arenas.  Additional responsibilities include training and capacity-building activities, designing and organizing meetings and workshops, and oral and written reporting of project results; excellent written and verbal English skills essential. Depending on the applicant's experience, the position may offer opportunities to work in other geographic areas as well.

Qualifications and Skills Required:

Candidates will have either a Ph.D. or an M.Sc in a relevant field such as geography, international relations, environment, economics, agriculture, water resources, rural sociology, anthropology, or gender studies.  Candidates with a Ph.D. must have at least two years of relevant experience in international development, preferably in Africa, while M.Sc candidates must have four years; and may also conduct strategic research in his/her areas of expertise, must be able to perform in international settings and skill in other relevant languages desirable. The successful candidate will travel and represent the IRI in the project regions, so must demonstrate a thorough understanding of the IRI and a strong commitment to the end-to-end process of using climate information to solve real-world problems.
