ACDI/VOCA, a US-based international development organization delivering technical assistance to businesses and institutions, is seeking a Chief of Party to be based in East Africa, with immediate placement.

The program will focus on increased production, marketing and distribution of staple crops, including partnering with local institutions to build the capacity of local businesses and smallholder organizations. The successful candidate will have a minimum of 7 years' experience in staple food crop production and marketing, association and cooperative development, and USAID project management within Africa.

Microfinance Consultant - Grameen Foundation USA +b

Grameen Foundation USA seeks a consultant to provide services to LAPO (Lift Above Poverty Organization), a microfinance institution in Nigeria.  LAPO is poised for significant growth, but needs technical assistance in developing institutional and staff capacity in its credit department. The consultant will help the credit department develop a system for tracking key financial and operational performance indicators and a rigorous internal financial control system. The consultant will also be tasked to train the staff in operating these systems and assisting with the selection and implementation of a computerized management information system. 

The contract is for a 4-6 month term payable in monthly installments, with a performance bonus at the end of the contract, plus round-trip airfare to Nigeria.  The ideal candidate will have the following experience:  previous accounting work with micro credit organizations with at least 5,000 borrowers, 4-5 years or equivalent working in the financial field, certifications in international accounting standards, knowledge of financial computer systems, excellent interpersonnel skills, and project management.

Head of Mission for Rwanda +b

PRI is seeking to recruit head of mission for its programme in Rwanda. The current Head of Mission leaves end of September 2002.

Responsible for a team of 30 including 3 international staff. The head of mission will have political judgement, negotiation and representation skills, good organisation and decision making capacities and administrative and budgetary experience.

French and English required.

PRI programme in Rwanda started in 1998. This programme contains 4 components: (1) prison staff training by mobile training units circulating in the 17 country prisons, (2) Gacaca research, (3) support to the establishment and running of community service, (4) support to vulnerable prisoners (women and minors).

Job description

Representing PRI in Rwanda, the head of mission is responsible of the establishing, developing and implementing the programmes and scheduled activities. He/she develops and maintains working relationships with all partners and donors. His/her work is undertaken in close collaboration with the programme officer in Paris. He/she is accountable to the Head of Paris Office.

Activities coordination

Representation

He/she is the Head of Mission for Rwanda, and in this position, as overall responsibility for the PRI programme.

He/she maintains contact with the Rwandan authorities, in principal with Prison services, local and international NGOs, donors and international government representatives and Rwandan civil society partners.

He/she ensures that the PRI programme in Rwanda is integrated with PRI work globally.

He/she organises and facilitates expert missions of PRI. At specific times, it will be required to organise visits by delegations to programme activities.

He/she responsible for the quality of the work undertaken by PRI, and the interest and needs of the partner organisations are integrated.

He/she is responsible for the financial management and integrity of the programme.

He/she develops different activities of the programme in close collaboration with the desk officer based in PRI Paris office and under the supervision of PRI Paris Head.

Human Resources management

The person will manage the Kigali team.

He/she is responsible (in collaboration with the administrator) for staff management and supervises their work (including administrator’s work) on a day to day basis.

He/she is responsible for weekly meetings organisation of all Rwanda programme team, for follow up of internal team work within Rwanda programme, information share between Paris and Kigali offices.

He is responsible for team security.

Political adviser and appraisal

He/she provides political information with regards to events in Rwanda and the sub region that would influence the PRI programme.

He/she keeps him/herself informed through local news paper, press agencies and local networks and expertise.

Link with Paris office

He/she is accountable to the Paris office director through and in collaboration with the desk officer based in Paris. He/she will send written monthly reports to PRI Paris including information about the project, country situation and all further necessary information.

He/she takes the lead in report preparation for donors.

Requirements

Experience

Working in Africa and/or the Great Lakes region Human rights and Justice sectors

Representing an organisation as a senior level

Team management and working as part of a team

Programme financial and administrative management

Working in partnership with local authorities and the non governmental sector

Minimum of 5 years coordination experience in similar programmes and team management

Qualities

Qualifications

Post graduate qualification desirable,

French and English essential,

Further information

Location : Kigali

Length : 12 months to renew after three months probation period

Status : Consultant based in Kigali (Rwanda)

Salary: 3 000 to 4 000 Euros month salary.
