PRI is seeking to recruit head of mission for its programme in Rwanda. The current Head of Mission leaves end of September 2002.

Responsible for a team of 30 including 3 international staff. The head of mission will have political judgement, negotiation and representation skills, good organisation and decision making capacities and administrative and budgetary experience.

French and English required.

PRI programme in Rwanda started in 1998. This programme contains 4 components: (1) prison staff training by mobile training units circulating in the 17 country prisons, (2) Gacaca research, (3) support to the establishment and running of community service, (4) support to vulnerable prisoners (women and minors).

Job description

Representing PRI in Rwanda, the head of mission is responsible of the establishing, developing and implementing the programmes and scheduled activities. He/she develops and maintains working relationships with all partners and donors. His/her work is undertaken in close collaboration with the programme officer in Paris. He/she is accountable to the Head of Paris Office.

Activities coordination

Representation

He/she is the Head of Mission for Rwanda, and in this position, as overall responsibility for the PRI programme.

He/she maintains contact with the Rwandan authorities, in principal with Prison services, local and international NGOs, donors and international government representatives and Rwandan civil society partners.

He/she ensures that the PRI programme in Rwanda is integrated with PRI work globally.

He/she organises and facilitates expert missions of PRI. At specific times, it will be required to organise visits by delegations to programme activities.

He/she responsible for the quality of the work undertaken by PRI, and the interest and needs of the partner organisations are integrated.

He/she is responsible for the financial management and integrity of the programme.

He/she develops different activities of the programme in close collaboration with the desk officer based in PRI Paris office and under the supervision of PRI Paris Head.

Human Resources management

The person will manage the Kigali team.

He/she is responsible (in collaboration with the administrator) for staff management and supervises their work (including administrator’s work) on a day to day basis.

He/she is responsible for weekly meetings organisation of all Rwanda programme team, for follow up of internal team work within Rwanda programme, information share between Paris and Kigali offices.

He is responsible for team security.

Political adviser and appraisal

He/she provides political information with regards to events in Rwanda and the sub region that would influence the PRI programme.

He/she keeps him/herself informed through local news paper, press agencies and local networks and expertise.

Link with Paris office

He/she is accountable to the Paris office director through and in collaboration with the desk officer based in Paris. He/she will send written monthly reports to PRI Paris including information about the project, country situation and all further necessary information.

He/she takes the lead in report preparation for donors.

Requirements

Experience

Working in Africa and/or the Great Lakes region Human rights and Justice sectors

Representing an organisation as a senior level

Team management and working as part of a team

Programme financial and administrative management

Working in partnership with local authorities and the non governmental sector

Minimum of 5 years coordination experience in similar programmes and team management

IREX seeks a qualified professional to fill the position of Deputy Regional Program Manager for the Internet Access and Training Program (IATP). The Deputy Regional Program Manager will be based in Baku, Azerbaijan with substantial travel to Armenia and Georgia. The position requires substantive experience coordinating international assistance programs with knowledge in utilizing Internet technology as an educational and training tool. IREX seeks a minimum one-year commitment.

Qualifications:

US CITIZENSHIP REQUIRED

Institutional and Social Development Adviser

Integrated Lake Management project, Uganda


The Integrated Lake Management (ILM) project is a five-year initiative (1999-2004) funded by the UK Department for International Development (DFID) and implemented by the Marine Resources Assessment Group (UK) Ltd and CARE International in Uganda.  The project aims to improve livelihoods of the rural poor in lake dependent communities through the establishment of more effective local management of natural resources. The project operates at local and national levels on establishing innovative institutional mechanisms for NR management, and for mainstreaming co-management approaches within the broader national agendas of poverty alleviation, institutional development and decentralisation. The project is considered by many to be a leader in its field. CARE International seeks to recruit an Institutional and Development Adviser (ISDA), to be based in Kampala, Uganda.


JOB SUMMARY:

This is a senior position within the ILM project requiring a mix of skills and international experience needed to provide strategic support to field initiatives in the areas of institutional development, social organisation, community based planning and governance issues, and also to apply lessons learned at local level for national level policy advocacy with government, NGO and development partners.  The position will aim to mainstream “best practice” in the arenas of social development, natural resource co-management and institutional development drawing on direct experience of related initiatives in Africa or elsewhere. The ISDA must support and guide field activities in project target areas covering 13 districts around Lakes George and Kyoga. This will be achieved by working closely with ILM teams based in offices on Lakes George and Kyoga and their respective networks of partners in implementation. (S)he will promote best practice in institutional development and community based planning to support pro-poor natural resource management. Using knowledge gained through ILM knowledge and practice, the Adviser will closely track, inform and influence key areas of the national policy environment to add maximum strategic value to project activities and wider government initiatives.


QUALIFICATIONS AND EXPERIENCE INCLUDE:

Education: a Masters degree or Ph. D. degree in social science, sociology, rural development, politics, institutional governance, planning or environmental science. Essential skills and experience: At least five years working in a similar position, three of which at international level; developing institutional partnerships and capacities within decentralised local governments; demonstrated track record of taking “practice to policy”, through advocacy activities at local and national levels; understanding of participatory development, emphasizing social inclusion and poverty focus; in depth understanding of participatory, poverty focused, integrated development planning within a decentralized system of governance; project management skills, staff development and supervision; facilitation and training skills; and computer literacy.  Prefer candidate with an understanding of community-based natural resource management, particularly fisheries and experience of working in Africa, particularly Uganda or East Africa.


WORKING CONDITIONS:

The position is based in Kampala, but with substantial field trips to Lakes Kyoga and George in support of the field staff and partners at the lake level.  Consequently the job requires regular travel by road and boat to remote rural areas.
