POSITION:           Country Medical Coordinator

PROGRAMME:    Eastern Democratic Republic of Congo

RESPONSIBLE TO: Country Manager, East and Central Africa Desk

FUNCTIONALLY

RESPONSIBLE TO: Central Africa Desk Health Advisor

WORKING WITH: Medical Co-ordinators and Capital management team

LOCATION:         Goma, with flexibility to travel within the region

START DATE:     ASAP

DURATION:         12 months


POSITION SUMMARY

Major activities will be to plan and implement, in conjunction with the international and senior national team, the general direction of the programme in DRC, and to act as Merlin's health representative in-country. To be based in Goma, with travel to Maniema, Kasai and elsewhere as need dictates.


REPRESENTATION

·        Represent Merlin to donors, UN, MOH, other IO's and NGO's in DRC

·        Develop strong network to ensure new funding opportunities

·        Develop health co-ordination role in Goma and Merlin medical profile in DRC

·        Be proactive in developing Merlin's profile, highlighting Merlin's programme to media, working in liaison with the Development Department initiating media visits.


SUPERVISION

·        Provide technical support to the medical team in all project sites including evaluation and impact analysis of current projects.

·        Support Medcos in report writing for donors and presentation of data

·        Carry out monitoring visits in conjunction with the Project Medical Coordinators, ensuring project objectives are met within stated timeframe, according to Merlin policy and recognised international standards.

·        Quality control of medical logistics

·        Co-ordination and support of medical staff members

·        Developing links and cohesiveness between the programmes

·        Provide regular sitreps on project development


PROGRAMME DEVELOPMENT AND STRATEGY

·        Develop and implement innovative responses to the delivery of health care in complex emergencies in conjunction with the team and Health Advisor.

·        Maintain overview of the health programme

·        Liaise closely with Merlin health department on policy development and strategy

·        Maintain an overview of the regional context with a view to the strategic development of new projects in DRC and the neighbouring countries of Burundi and Rwanda. This may include health assessment missions as needed in DRC and the neighbouring countries of Burundi and Rwanda in close liaison with Merlin London.

·        Establish links with MOH and other health partners in Kinshasa


HUMAN RESOURCES

Selection and development of national medical staff into key positions along a counterpart principle

Upgrade skills of national medical staff in co-ordination with the

medical co-ordinators

To provide supervision direction and mentoring to Medical Co-ordinators


OTHER

·        Play an active part in the Capital Management Team Role, providing a health focus

·        Deputise for Country Manager when absent

·        Responsibility for staff health and well-being including medical evacuations

·        Development and implementation of national staff health policy


Person Specification Essential:

·        Previous experience in management of primary health care projects in emergencies

·        Extensive experience in managing medical programmes in both emergency and development situations;

·        Strong international project management skills and experience high commitment in providing emergency medical and nutritional care;

·        providing staff development at all opportunities but not at the expense of meeting the emergency  needs;

·        proven capacity in working in a quickly moving, unstable situation;

·        Medical doctor or nurse with 3 years experience and MPH preferred

·        able to live , work  and travel in an insecure environment, following strict security guidelines at all times.

·        Ability to use - Microsoft Word, Excel and Epi-Info/Nut

·        Competence in basic epidemiological analysis

·        French language - basic spoken.

OVERALL RESPONSIBILITY

·        To line manage field offices from HQ to ensure the effective implementation of the Projects Division strategy.

·        To provide support and guidance to field offices.

·        To monitor, evaluate and report on field office projects.

·        To seek donor funding for projects and programmes.


CONTEXT OF WORK

The Projects and Field Offices Division is comprised of three main departments, development projects department and emergency and relief department and orphans department. The three departments are responsible to the Projects Division Manager.

The Development Projects Department at present contains four Regional Programme Managers who are responsible for the management of the following countries : Albania, Bosnia & Hercegovina, Kosova (Central Europe), Azerbaijan and Chechnya (Central Asia), Afghanistan,  Bangladesh, India and Pakistan - also AJK -  (South and Western Asia), Gaza Strip (Palestinian Autonomous Area), Mali and Sudan (Africa).

The managers are responsible for providing strategic direction for the offices and supporting them in terms of planning, designing, appraising, monitoring and evaluating. The RPM work closely with the Emergency and Relief Department and Orphans department when the situation arises. Liaising and networking with donor agencies in order to obtain project support is crucial to this position.

Due to the continually expanding workload and a vacancy arising due to one of the RPMs relocating abroad, the division is now looking for a dynamic, organised and motivated RPM to continue the growth within the projects division.

The ideal candidate will have degree level education; 5 years project management experience and be a strategic thinker. He/She must have a numerical mind and have good analytical and writing skills. Good interpersonal skills are essential.

MAIN DUTIES AND RESPONSIBILITIES

1.     To provide overall strategic direction to allocated field offices within Islamic Relief’s strategic parameters.

2.     Manage field offices through provision of  support and guidance in the areas of  programme planning, design, implementation, monitoring and evaluation.

3.     Monitor and evaluate the effectiveness of the programmes and management systems being implemented in the field offices.

4.     To work as part of a team with other RPMs and other departments and divisions within Islamic Relief.

5.     Provide regular reports to senior management and donors when requested.

6.     Liaising and strengthening linkages with NGOs, institutional donors and government departments

7.     Develop new programmes and proposals which are focused towards institutional funding

8.     Undertake field visits to relevant field offices to evaluate activities (expected travel of 6-10 weeks a year)

9.     Provide support to Islamic Relief fundraising division

JOB DESCRIPTION: The International Research Institute for Climate Prediction (IRI), headquartered in Palisades, NY, seeks an outstanding individual to manage on-going or planned projects involving the use of climate information and seasonal forecasts to reduce food and livelihood security risks in the Greater Horn and southern Africa: two regions that are prone to climate-related disasters.  The work includes coordinating IRI research staff inputs and developing/maintaining collaborative relationships among relevant stakeholders to achieve project objectives.  Stakeholders range from local communities to national government agencies, regional institutions, collaborating researchers, development assistance agencies and interdisciplinary teamwork management in both academic and non-academic arenas.  Additional responsibilities include training and capacity-building activities, designing and organizing meetings and workshops, and oral and written reporting of project results; excellent written and verbal English skills essential. Depending on the applicant's experience, the position may offer opportunities to work in other geographic areas as well.

Qualifications and Skills Required:

Candidates will have either a Ph.D. or an M.Sc in a relevant field such as geography, international relations, environment, economics, agriculture, water resources, rural sociology, anthropology, or gender studies.  Candidates with a Ph.D. must have at least two years of relevant experience in international development, preferably in Africa, while M.Sc candidates must have four years; and may also conduct strategic research in his/her areas of expertise, must be able to perform in international settings and skill in other relevant languages desirable. The successful candidate will travel and represent the IRI in the project regions, so must demonstrate a thorough understanding of the IRI and a strong commitment to the end-to-end process of using climate information to solve real-world problems.
