Job Description: The CHF Mexico Program Manager will be based in Nuevo Laredo and responsible for assisting in the strengthening of the new office for the HILP in this US-Mexico border city and the rapid expansion of CHF development finance activities to neighboring cities. The Program Manager will conduct feasibility assessments in other cities in Mexico, develop financial projections and set goals for the program, create and execute budgets, oversee daily operations of the new office, and manage a small staff. The Program Manager will assist initially and later assume responsibility for developing private sector collaborations including multinational corporations and construction sector businesses, and key relationships with community leaders.  The Program Manager will be responsible for submitting  regular  reports to the office in Juárez related to the loan portfolio, accounting and programmatic issues.

The Program Manager will be trained at the CHF/Mexico office in Ciudad Juárez and will familiarize him/herself with the procedures and policies. 


Reporting: This position reports to the CHF Country Director for Mexico, but will coordinate closely with CHF Headquarters.


Qualifications and skills Required:

Five to 15 years work experience in the development sector, three years minimum in Latin America. Three to five years experience in the development and implementation of micro-finance programs required. Experience in low income housing and/or housing micro-finance strongly preferred. Program development experience a plus. Candidate must be able to move freely between Mexico and the US on a regular basis. Fluency in English and Spanish an absolute requirement. ACDI/VOCA's Food for Development Division seeks an Agroforestry Advisor to manage the start-up and implementation of ACDI/VOCA's cocoa development activities in Papua.  The position is based in Manokwari, Papua, Indonesia, and reports to the SUCCESS Team Leader, based in Makassar, Sulawesi, Indonesia.  The term of the contract will be two years, with a projected start date on or near January 1, 2003. 

 

Responsibilities include:

·        Oversee the establishment and operation of farmer training programs and vegetative propagation programs     aimed at increasing and improving the production of cocoa in West Papua.

·        Monitor sub-grants and oversee contracts and procurements; ensure compliance with all ACDI/VOCA and   donor regulations.

·        Coordinate monitoring and evaluation of project activities.

·        Supervise field and office staff.

·        Manage general office operations, logistics, and administration.

·        Manage budgets and oversee financial reporting for Papua office.

·        Prepare donor and ACDI/VOCA internal reports on program activities and progress.

·        Represent ACDI/VOCA in Papua; liase with local government and NGOs.

·        Research new business opportunities and design additional agricultural and agroforestry development projects that may include other crops in addition to cocoa.

Requirements: 

University education in agricultural sciences and/or agroforestry; graduate degree a plus.  Five years or more of international agricultural development experience, preferably in tropical climates with a background in agroforestry or plantation crops.  Two years or more of project management experience overseas.  Familiarity with USAID programs and regulations. Proven ability to work independently and to design and propose viable agricultural development projects.   Willingness to work in a remote location for a long period of time.  Bahasa Indonesia language skills strongly preferred.

OVERALL RESPONSIBILITY

·        To line manage field offices from HQ to ensure the effective implementation of the Projects Division strategy.

·        To provide support and guidance to field offices.

·        To monitor, evaluate and report on field office projects.

·        To seek donor funding for projects and programmes.


CONTEXT OF WORK

The Projects and Field Offices Division is comprised of three main departments, development projects department and emergency and relief department and orphans department. The three departments are responsible to the Projects Division Manager.

The Development Projects Department at present contains four Regional Programme Managers who are responsible for the management of the following countries : Albania, Bosnia & Hercegovina, Kosova (Central Europe), Azerbaijan and Chechnya (Central Asia), Afghanistan,  Bangladesh, India and Pakistan - also AJK -  (South and Western Asia), Gaza Strip (Palestinian Autonomous Area), Mali and Sudan (Africa).

The managers are responsible for providing strategic direction for the offices and supporting them in terms of planning, designing, appraising, monitoring and evaluating. The RPM work closely with the Emergency and Relief Department and Orphans department when the situation arises. Liaising and networking with donor agencies in order to obtain project support is crucial to this position.

Due to the continually expanding workload and a vacancy arising due to one of the RPMs relocating abroad, the division is now looking for a dynamic, organised and motivated RPM to continue the growth within the projects division.

The ideal candidate will have degree level education; 5 years project management experience and be a strategic thinker. He/She must have a numerical mind and have good analytical and writing skills. Good interpersonal skills are essential.

MAIN DUTIES AND RESPONSIBILITIES

1.     To provide overall strategic direction to allocated field offices within Islamic Relief’s strategic parameters.

2.     Manage field offices through provision of  support and guidance in the areas of  programme planning, design, implementation, monitoring and evaluation.

3.     Monitor and evaluate the effectiveness of the programmes and management systems being implemented in the field offices.

4.     To work as part of a team with other RPMs and other departments and divisions within Islamic Relief.

5.     Provide regular reports to senior management and donors when requested.

6.     Liaising and strengthening linkages with NGOs, institutional donors and government departments

7.     Develop new programmes and proposals which are focused towards institutional funding

8.     Undertake field visits to relevant field offices to evaluate activities (expected travel of 6-10 weeks a year)

9.     Provide support to Islamic Relief fundraising division

The Mickey Leland International Hunger Fellows Program

 

The Congressional Hunger Center seeks applicants for the Mickey Leland International Hunger Fellows Program, a two-year initiative that begins with a one-year field placement in countries throughout South Asia, Sub-Saharan Africa, and Latin America. 

 

In the field, fellows concentrate on grassroots solutions to hunger while working in domestic and international non-governmental organizations, bi-lateral and multi-lateral agencies, and private sector institutions.  During the second year, fellows work in the headquarters of the organizations in which they served during their field placements, focusing on political policy and its effects on food security. The program cultivates leadership and professional skills, gives exposure to international development arenas, and provides links to a vast network of development professionals.

 

Fellows receive a monthly stipend, health insurance, a housing subsidy, and transportation and travel funds.  At the end of their two-year program, Fellows earn an end-of-service stipend.

 

This program runs from June 2003 to May 2005 and targets only US citizens.
