Job Description: We are presently seeking Mutual Fund Experts to staff an upcoming project in India.  These experts will be responsible for:


1.       Identifying policy impediments to the development of the mutual funds industry, and recommending measures to remove such impediments.

2.       Reviewing the existing corporate governance framework for the mutual funds industry in India, and making recommendations for reform, which are consistent with international standards and best practices.

3.       Examining the current legal form of mutual funds in India and recommending more efficient alternatives in light of the Indian setting and experiences in other jurisdictions.

4.       Defining disclosure norms for the industry specifying the form and extent of disclosure required and the required reports and suitable media, such as placement memorandums, investment performance reports to investors, major publications for NAVs.

5.       Defining uniform bases for determining NAVs, particularly how unlisted and inactive securities should be valued, how appropriate dividend policies should be formulated and implemented for various types of funds.

6.       Reviewing existing risk management systems in use by the industry and recommending measures to strengthen the present systems.

7.       Recommending performance indices, benchmarks, comparative indicators, and ways they can be established to make the comparison of relative performance of various funds easier.

8.       Recommending appropriate procedures for ensuring the transparency, propriety of transactions and deals by the various funds (due diligence, internal audit process, and procedures), and for setting up appropriate mechanisms for redressing investors' grievances.

9.       Reviewing the present investment/portfolio management systems of various funds and introducing measures that can enhance the systems and processes.

10.     Reviewing the administration of investments/securities of various funds and recommending measures for strengthening the integrity of the current systems.

11.     Drafting a handbook of standards of best practices for mutual funds operations.

12.     Recommending measures to upgrade the professionalism of market participants.

13.     Reviewing the functions and activities of the existing Association of Mutual Funds in India and recommending measures for enhancing its role as a self-regulatory organization.

14.     Analyzing whether the entry of foreign fund managers into India's mutual fund industry as partners of local firms has improved industry practices, and whether there are any regulations or policies that limit foreign funds’ scope of operations and need to be changed.

15.     Preparing a suitable study tour for key officials of the Government and the regulatory authorities.

16.     Arranging for a conference/forum on the reform of the mutual funds industry.

Qualifications and Skills Required: The duration of the assignment will be 4-7 months.  Applicants must have an advanced university degree, a minimum of 15 years experience in the mutual fund industry, 5 of which must have been in the international arena and/or as a consultant.

SOMALIA - Food Security Assessment Unit (FSAU)

BACKGROUND

The Somalia Food Security Assessment Unit (FSAU) receives managerial and technical assistance from FAO and core funding from the EC; a nutrition surveillance component is funded by USAID.  FSAU provides a broad range of information users with up-to-date and relevant information for better decision making on short- and longer-term food security interventions, which address chronic livelihood insecurity in Somalia. FSAU uses monitoring, survey and rapid rural appraisal techniques to collect data and information through a network of 26 field staff, and works in close collaboration with partner agencies both in and outside of Somalia. Additional in-depth analysis is conducted on the nutrition situation of most vulnerable population groups in collaboration with UNICEF and other partners, while information for purposes of early warning is obtained through collaboration with FEWS NET.


Main Responsibilities

The project Chief Technical Adviser (CTA) will work under the overall operational support of FAO’s Emergency Division (TCE) and the technical supervision of the Food Security and Agricultural Projects Analysis Service (ESAF) as the Lead Technical Unit.  The CTA will be in charge of the overall management, administration and implementation of the FAO/EC project providing technical and financial support to the Somalia FSAU. He/she will represent officially the Somalia FSAU in any fora and will carry out the following tasks:


*** Based on the stated project objectives, results and activities, he/she will prepare and implement detailed annual work plans and budgets using a log-frame analysis, including targets to be met, and resources to be allocated, in close consultation with FSAU staff.

*** Ensure appropriate management, technical and administrative support to FSAU, including to the personnel based in Somalia.

*** Provide technical guidance to the FSAU and immediate collaborating partners in relation to improved methods and techniques in early warning and in assessing the overall food security situation in Somalia, through the appropriate units.

*** Ensure that the FSAU produces the best possible information for improved programming and targeting of interventions for improved food security of the Somali population generally, in addition to better coping capacities at the community level.

*** Network and collaborate with other agencies involved in livelihood and/or food security monitoring, vulnerability assessments and in-depth analysis in the Somalia context and in support of the activities of the FSAU; in particular, ensure close liaison with UN Agencies, SC-UK, FEWS-NET and CARE.

*** Ensure that essential tasks are covered by trained technical staff and recommend either appropriate training or the recruitment of new/additional staff when necessary, both within the FSAU in Nairobi and for the Field Team in Somalia.

*** Responsible for obtaining necessary clearances in a timely fashion for any documents, reports, press release, and web information.

*** Responsible for obtaining the necessary security clearances and travel authorizations when needed.

*** Fulfil responsibilities as Secretary to the FSAU Steering Committee.

*** Review progress made towards the work plan proposed as well as the stated objectives and results on a quarterly basis.

*** Meet all reporting requirements in line with FAO’s rules and procedures.


Qualifications:

ü       An advanced degree in agriculture, socio- or agricultural economics, or a related science. 

ü       Ten years of experience in food security /livelihood assessment work, with a particular emphasis on development issues, early warning and food security information systems.

ü       Excellent managerial and co-ordination skills.

ü       At least 5 years working knowledge and experience in Africa

ü       Experience in methods and tools based on indicator assessment techniques

ü       Knowledge of livelihoods concepts and food economy analysis (preferable)

ü       Good communication, writing and presentation skills (English).

ü       Good knowledge of the FAO rules and regulations (preferable).

JOB DESCRIPTION

The Festival Director is responsible for the overall vision, coordination, implementation and evaluation of the Festival of Philippine Arts and Culture in Los Angeles in collaboration with arts practitioners, community and volunteers committees as well as government agencies.  The Director will coordinate subcommittees; oversee timelines and tasks for logistics, operations, production, programming, marketing and public relations.  S/he will manage annual FPAC budget and collaborate with Development Director to set fundraising goals, text and materials for Festival fund development.  The Festival Director works closely with the Executive Director and Board of Directors to ensure that programs are maintained with quality and in integrity with FilAm ARTS policies, Committee recommendations, and in coordination with other FilAm ARTS programs.

Compensation:  $15.00/hour.

QUALIFICATIONS

A successful candidate would have prior experience working in the Arts, and multicultural community.  The position requires a demonstrated track record in event production, multi-agency collaboration and staff and volunteer recruitment and development.  Applicants must have the ability to work with diverse groups of people, work independently, motivate others and prioritize and follow through with multiple tasks to meet deadlines.  Applicants must have strong communication and interpersonal skills.  Strong computer literacy and knowledge of a Filipino language preferred.

The Program Intern will assist with the Health Literacy Initiative by  coordinating the distribution of kits to the Federation, coordinating  grassroots Health Literacy projects and programs, and assisting with other  programmatic initiatives of the AMA foundation as necessary.  The Program Intern will also administer the application process and bulk distribution of the Health Literacy Kits, coordinate the "Call for Nominations" process for the Health Literacy Train-the-Trainer Programs, build and maintain relationships with Health Literacy contacts in medical societies, Alliances, and other healthcare organizations to launch grassroots educational and awareness programs.

The Intern will respond to web-site e-mail, work with the Communications Manager and web-site consultant to maintain and update the Health Literacy web-site.  The Intern will also assist with the coordination of the Health Literacy Grants and Awards program and maintain relationships and contact with grantees.

The Intern will report to the AMA Foundation Program.  This is a paid position. Applicants are solicited to work full-time on this two-year program. RESPONSIBILITIES AND DUTIES:

QUALIFICATIONS:

Candidates must be well organized, able to work independently, skilled at  handling multiple tasks, able to adhere to deadlines, and willing to travel extensively. Other specific qualifications should include at a minimum:


* Significant professional experience managing civil society-strengthening or gender-focused projects in Central Asia; * Solid understanding of political, economic, and social issues in Central Asia; * Familiarity with the phenomenon of international human trafficking (gender, economic, corruption, and legal issues), especially in Central Asia; * Experience working with USG funding agencies in a management capacity (USAID experience strongly preferred); * Ability to manage multiple activities dealing with complex issues related to local NGO management and civil society development simultaneously; * Excellent interpersonal skills and the ability to communicate and work effectively with project stakeholders to ensure the successful completion of project activities; * Knowledge of computers and relevant software (MS Office, Excel, etc.), ICT skills helpful; * Fluency in English; Russian language ability a plus.

ENVIRONMENTAL IMPACT ASSESSMENT, TRAINING AND PROTECTION PROGRAM IMPLEMENTATION - INDIA


IOS PARTNERS, INC., a professional international consultancy and financial services firm based in South Florida, is actively seeking the services of an individual consultant to join our field team on a multi-state, multi-sectoral project on the Indian subcontinent.  Engagement or subcontracting of, or partnering with a specialized  consultancy firm is not a practicable option for this particular  assignment due to the very short term level of effort (LOE) anticipated. 


An Environmental Expert is sought to provide a minimum of 2.5 person  months of field consultancy effort in the project zone. To be successful  in this function, the professional consultant must possess a wide  background knowledge of environmental issues and practical solutions,  coupled with extensive hands-on experience in assessment, planning,  problem-solving, implementation, monitoring and evaluation of  environmental protection initiatives. This experience, supplemented by a  strong theoretical/practical base in EPA and multilateral donor  standards and monitoring, will have been gained over many years in a number of developing nations. Professional standing as an expert  presenter at international symposia or as a member of international  fact-finding or independent monitoring teams would be a definite asset. 


Under the general guidance and with the full support of the Project  Manager, the Environmental Expert will function as an integral member of  a highly competent and motivated team of expatriate privatization,  legal, regulatory and governance, social/resettlement experts,  supplemented by a legal expert and a sector economist seconded  respectively from one of India’s most prestigious law firms and economic  policy institutes. Team logistical, administrative and clerical support  will be provided to international standard by the local seconding firms.


The specific functions of the Environmental Expert will be to:


(1)   review the existing environmental protection and enforcement

policies and attitudes of participating state governments in the project zone;

(2)   assess stakeholders’ training needs and prepare integrated  training plans for delivery at state, local and participating financial institutions  levels;

(3)   assist state governments in formulating and adopting appropriate,  implement-able and sustainable environmental protection policies;

(4)   develop a framework and process for assessing environmental plans in accordance with internationally accepted requirements and best practices as defined by multinational donors;

(5)   prepare and conduct workshops employing, as appropriate, the latest audiovisual techniques, on environmental policies, guidelines and processes, utilizing to maximum effect the recommended framework based on  multilateral donor requirements and defined best practices;

(6)   critically review current processes, procedures, and capacities of participating financial institutions to undertake meaningful environmental assessments, and recommend appropriate institutional strengthening measures and the best means for their implementation and ongoing evaluation.

IOS PARTNERS, INC., a professional international consultancy and  financial services firm based in South Florida, is actively seeking the services of an individual consultant to join our field team on a multi-state, multi-sectoral project on the Indian subcontinent. Engagement or subcontracting of, or partnering with a specialized consultancy firm is not a practicable option for this particular  assignment due to the very short term level of effort (LOE) anticipated.  


A Social/Resettlement Expert is sought to provide a minimum of 2.5 person months of field consultancy effort in the project zone. To be successful in this function, the professional consultant must possess a  wide background knowledge of resettlement (particularly involuntary),  displacement, socioeconomic rehabilitation and community redevelopment issues and practical solutions, coupled with extensive hands-on experience in the assessment, planning, problem-solving, implementation, monitoring and evaluation of resettlement and social change management programs worldwide. This experience, supplemented by a strong theoretical/practical base in resettlement field studies, and enunciated multilateral donor implementation and monitoring standards, will have been gained over many years in a number of developing nations.  Professional standing as an expert presenter at international symposia or as a member of international fact-finding or independent monitoring teams would be a definite asset. 


Under the general guidance and with the full support of the Project Manager, the Social/Resettlement Expert will function as an integral member of a highly competent and motivated team of expatriate privatization, legal, regulatory and governance, and environmental impact experts, supplemented by a legal expert and a sector economist seconded respectively from one of India’s most prestigious law firms and economic policy institutes. Team logistical, administrative and clerical support will be provided to international standard by the local

seconding firms.


The specific functions of the Social/Resettlement Expert will be to:

(7)   review the existing resettlement, rehabilitation and redevelopment policies and attitudes of participating state governments in the project zone;

(8)   assist participating state governments in formulating and adopting  harmonious resettlement, rehabilitation and redevelopment policies in line with internationally defined and encouraged standards having general  sociocultural applicability (regardless of funding source);

(9)   assess stakeholders’ training needs, prepare and develop an integrated sector-wide training plan, organize and conduct appropriate targeted  training programs for delivery at state, local and participating financial institutions levels that fully covers all aspects of  he resettlement,  rehabilitation and redevelopment program;

(10)  prepare and conduct workshop(s) employing, as appropriate, the latest audiovisual techniques, on state resettlement and rehabilitation policies, the Resettlement Policy Framework, and the preparation, implementation  and continuous remedial monitoring of resettlement plans consistent with, and utilizing to maximum effect, multilateral donor requirements and defined best practices.
