We seek a Chief of Party to provide overall direction of all technical and administrative operations for a health project located in Asia. This project focuses on strengthening delivery and management of services for reproductive health.


The Chief of Party will be responsible for:

Qualifications and Skills Required: All positions require strong expertise in educational development in developing countries, monitoring and evaluation, and program administration. SOMALIA - Food Security Assessment Unit (FSAU)

BACKGROUND

The Somalia Food Security Assessment Unit (FSAU) receives managerial and technical assistance from FAO and core funding from the EC; a nutrition surveillance component is funded by USAID.  FSAU provides a broad range of information users with up-to-date and relevant information for better decision making on short- and longer-term food security interventions, which address chronic livelihood insecurity in Somalia. FSAU uses monitoring, survey and rapid rural appraisal techniques to collect data and information through a network of 26 field staff, and works in close collaboration with partner agencies both in and outside of Somalia. Additional in-depth analysis is conducted on the nutrition situation of most vulnerable population groups in collaboration with UNICEF and other partners, while information for purposes of early warning is obtained through collaboration with FEWS NET.


Main Responsibilities

The project Chief Technical Adviser (CTA) will work under the overall operational support of FAO’s Emergency Division (TCE) and the technical supervision of the Food Security and Agricultural Projects Analysis Service (ESAF) as the Lead Technical Unit.  The CTA will be in charge of the overall management, administration and implementation of the FAO/EC project providing technical and financial support to the Somalia FSAU. He/she will represent officially the Somalia FSAU in any fora and will carry out the following tasks:


*** Based on the stated project objectives, results and activities, he/she will prepare and implement detailed annual work plans and budgets using a log-frame analysis, including targets to be met, and resources to be allocated, in close consultation with FSAU staff.

*** Ensure appropriate management, technical and administrative support to FSAU, including to the personnel based in Somalia.

*** Provide technical guidance to the FSAU and immediate collaborating partners in relation to improved methods and techniques in early warning and in assessing the overall food security situation in Somalia, through the appropriate units.

*** Ensure that the FSAU produces the best possible information for improved programming and targeting of interventions for improved food security of the Somali population generally, in addition to better coping capacities at the community level.

*** Network and collaborate with other agencies involved in livelihood and/or food security monitoring, vulnerability assessments and in-depth analysis in the Somalia context and in support of the activities of the FSAU; in particular, ensure close liaison with UN Agencies, SC-UK, FEWS-NET and CARE.

*** Ensure that essential tasks are covered by trained technical staff and recommend either appropriate training or the recruitment of new/additional staff when necessary, both within the FSAU in Nairobi and for the Field Team in Somalia.

*** Responsible for obtaining necessary clearances in a timely fashion for any documents, reports, press release, and web information.

*** Responsible for obtaining the necessary security clearances and travel authorizations when needed.

*** Fulfil responsibilities as Secretary to the FSAU Steering Committee.

*** Review progress made towards the work plan proposed as well as the stated objectives and results on a quarterly basis.

*** Meet all reporting requirements in line with FAO’s rules and procedures.


Qualifications:

ü       An advanced degree in agriculture, socio- or agricultural economics, or a related science. 

ü       Ten years of experience in food security /livelihood assessment work, with a particular emphasis on development issues, early warning and food security information systems.

ü       Excellent managerial and co-ordination skills.

ü       At least 5 years working knowledge and experience in Africa

ü       Experience in methods and tools based on indicator assessment techniques

ü       Knowledge of livelihoods concepts and food economy analysis (preferable)

ü       Good communication, writing and presentation skills (English).

ü       Good knowledge of the FAO rules and regulations (preferable).

THE WHITE HOUSE INITIATIVE ON ASIAN AMERICANS AND PACIFIC ISLANDERS 2003 SPRING & SUMMER INTERNSHIP OPPORTUNITIES

 

The White House Initiative's Office seeks motivated undergraduate and graduate students throughout the United States and U.S.-associated Pacific Island jurisdictions to undertake internships in the office.  Interns will have  the opportunity to work on a wide variety of projects that range from policy development and research to public relations and event planning.  An internship with the White House Initiative is a challenging and rewarding experience designed to build upon the talents of enthusiastic and capable students.

 

Possible Positions:

 

**Communications Intern -will assist to administer the Initiative's interactive and virtual communications (i.e., e-mail listserv, web site, newsletter, etc.) and will maintain media and community relations  networks.

**Commission Intern -will assist office in staffing the President's Advisory Commission.  Responsibilities include organizing meetings, preparing briefing documents and supporting communications between the Initiative and the Commission.

**Interagency Intern -will help coordinate the work of the federal Interagency Working Group and Coordinating Committee.  These two bodies are composed of senior-level officials from every cabinet department and select independent agencies.  Intern will provide policy and research support for subcommittees of these bodies as well.

**Research/Projects Intern -will work with staff to select a specific policy matter on which he/she will work to develop strategies for the federal government to address community needs and concerns on that issue. 

**Agency Assignments - will work at specific department or agency with intern's respective interests.


Requirements:

Must be eighteen years of age or older and a U.S. citizen or Legal Permanent Resident.  Must live in the D.C.-metropolitan area during the period of the internship


Period of Internship:  Open - Spring & Summer 2003, minimum of 20-hours/week commitment.

Junior Professional Officer Programs

The Junior Professional Officer Programme


The Junior Professional Officer (JPO) Programme provides the opportunity  for young university graduates, and young qualified professionals to  obtain training. As at January 2003, 21 governments/organisations sponsor over 90 JPOs through out the UN. These are: Austria, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Korea, Liechtenstein, the Netherlands, Nigeria, Norway, the Organisation Internationale de la Francophonie (OIF), Portugal, Spain, Sweden, Switzerland, the United Kingdom and the United States of America. The duration of a JPO assignment varies according to the sponsor government (2 or 3 years).


Certain governments (currently the Netherlands, Japan, Belgium, Italy, Finland and the "Organisation Internationale de la Francophonie – OIF") also sponsor JPOs from other countries under the Developing Country Scheme (JPO/DC).


Minimum requirements individuals must meet for being considered as JPOs  are: Degree equivalent to a Bachelor's Degree or a Master's Degree in a field equivalent and/or relevant to the functions requested in the job description. At least two to three years of relevant work experience.  Proficiency in English (spoken and written). Knowledge of a second language of the United Nations a strong asset.  Computer literacy in standard software applications.  Keen and demonstrated interest in the United Nations and humanitarian issues, in particular, and ability to live and/or serve in hardship locations. Ability to establish and maintain good working relations with people of  different national and cultural backgrounds.


Recruitment Procedures


A list of JPO vacancies is regularly submitted to participating  governments, requesting them to select/earmark the posts they can sponsor through the recruitment of a JPO. An interested sponsor government then initiates its own recruitment search and pre–selection process, upon completion. This procedure could vary depending on the sponsor, whereby grouped interviews are scheduled and organised by the sponsoring government on a yearly basis, Once a JPO candidate has been selected for a particular vacancy, the sponsor government is informed accordingly and the recruitment procedure of the candidate is initiated as soon as the necessary funds are made available by the sponsoring government. JPOs are appointed at the P–2 level normally, but some governments limit the appointment to the P–1 level, at least the first year. The total costs of a budgetary estimate will vary depending on the grade of the JPO, the location of the assignment, and his/her marital status. The number of JPOs sponsored by each government will depend on their budget, and there is no minimum or maximum number of JPOs expected to be sponsored by them at any point in time. Some sponsors recruit JPOs every other year, some every year, some

on a case–by–case basis.


Newly recruited JPOs are requested to attend a three–to–four–day induction at Headquarters before taking up duties in their respective duty stations. Moreover, throughout their JPO assignment, participation in workshops, seminars and other relevant training is made available to JPOs.
