JOB PURPOSE:

The Programme Coordinator will be responsible for

§        The implementation water, sanitation and health promotion programme in the Tajikistan

§        Working on programme development for water, sanitation and health promotion

§        Ensuring a synergistic relationship with the livelihood programme

§        Develop community based water and health promotion management structures

§        Have a watching brief on new needed humanitarian interventions

§        Assist in developing policy and advocacy on access to water as determined by on-ground needs.

 

REPORTING LINES:

Postholder reports to: Country Programme Manager

Staff reporting to this post: Water, sanitation and health promotion programme staff (six in total and at present).

 

BUDGET RESPONSIBILITY:  c:400,000 Euros for next twelve month period

 

DIMENSIONS:

·        Coordination of and delivery of agreed plans or strategies.  Some strategic input.

·        Representation in coordination meetings and some external relationships.

·        Impact and influence is mostly within their own team but sometimes also in other parts of their department and/or external public.

·        Usually plans and manages sub-unit resources, not usually over broad spectrum of programs or geographies.  Specific competencies and skills required.

·        Help shape local level objectives in a specific team.

·        Often working as part of a management team within a larger program unit.

·        Providing specialist advice or specific skills to team.

·        Plans/objectives contribute to departmental/broader program strategy and can involve collaboration with other departments.

·        Management tasks are complex and non-routine within a specialised unit/function.

·        Requires the ability to analyse and communicate complex information  to a wide audience.

·        Decision making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team.

·        Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive.

·        To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies.

·        To take part in public campaigns based on agreed plan of action and objectives.

·        To support fundraising efforts and produce clear and quality reports (financial and narrative) which demonstrate good accountability.

 

KEY RESPONSIBILITIES:

1.     Under the management of the Country Programme Manager (CPM), to manage the  implementation of the water, sanitation and health promotion programme in Tajikistan. 

2.     To develop the future direction of this programme

3.     To ensure that the livelihoods programme and the water, sanitation and health promotion programmes are working toward the same aims and can build from each other

4.     Take the initiative in the programme to develop new ideas, particularly about new areas of important potential policy/advocacy work.

5.     Increase partner participation and ensure capacity building of communities, taking care to create a true partnership with those with whom we work

6.     When needed do assessments of emergency situations in liaison with the Regional Management Centre.

7.     Responsible for the grant maintenance activities, including, budgeting, documentation of approval and application notes and maintaining relationships with local partners.

8.     Assist the CPM in evaluating the external context and adapt programme design, activities and provision for staff security accordingly.

9.     Produce workplans and reports on progress against objectives, explaining any variances

10. Produce regular reports to the CPM analysing national and local context, the evolving conflict and situation of vulnerable populations, funding and administrative issues.

11. In consultation with the Regional Programme Manager, Regional Management Centre, Funding Co-ordinators, technical advisors and the country team, design new proposal for donors.

12. Produce interim and final narrative reports for Oxfam external donors in accordance with agreed formats, and supervise the production of financial reports.

13. As a member of the programme team in Tajikistan, participate in the formulation and implementation of policies relating to regional programme and global Strategic Change Objectives.  Develop, in consultation with the RPM, advocacy strategies to alleviate the suffering of those affected by the present crisis and to raise the profile of humanitarian work in the Palestinian Territories.

14. Ensure the proper implementation of an adequate monitoring system covering programme activities, results and impact.  Facilitate programme evaluation when appropriate.

15. Ensure the maintenance of adequate administrative and financial monitoring to enable efficient programme management.

 

SKILLS AND COMPETENCE:

Essential:

ü       Substantial experience of programme management, including planning, writing and implementation of proposals.

ü       Background and substantial experience as Public Health Engineer

ü       Have the capacity to come up with innovative ideas.

ü       Proven analytical and planning skills.

ü       Substantial experience and knowledge of the international humanitarian sector and an understanding of relief and development issues.

ü       Experience of working with communities.

ü       Strong people management skills and a demonstrated ability to support a team effectively.

ü       Experience of managing relationships with institutional funders (ECHO, DfID etc).

ü       A commitment to equal opportunities and the promotion of gender equity in all aspects of Oxfam's work.

ü       Knowledge of Russia or/and Tajik and experience in one CIS countries preferred.

INFOCOM CAPACITY-BUILDING CONSULTANT

(One year initial contract)

Main Responsibilities:

(1) Piloting an Infocom Training Programme for women's activists which includes coordinating and developing modules on radio, media, resource centre management, electronic networking, Network Development, desktop publishing, website development;  (2) taking the lead in organising training courses on Infocom and exploring collaborative capacity-building training with other networks or organisations; and (3) development and implementation of the Isis Internship Programme.

Minimum Requirements:

·        Awareness and understanding of feminist concerns and infocom and media issues

·        3-5 years working experience with NGOs and/or social movements or related organisations

·        Bachelor's degree in Communication Arts, Information Technology or related courses, or equivalent experience in the field

·        Strong background in planning, organising and implementing training courses in Infocom and media, and resource centre services

·        Excellent networking, electronic communication skills including email, mailing lists, online conferences

·        High degree of proficiency in participatory training methodologies and in the use of  Infocom Technologies

·        Computer literacy, including Internet and e-Mail; website management skills

SOMALIA - Food Security Assessment Unit (FSAU)

BACKGROUND

The Somalia Food Security Assessment Unit (FSAU) receives managerial and technical assistance from FAO and core funding from the EC; a nutrition surveillance component is funded by USAID.  FSAU provides a broad range of information users with up-to-date and relevant information for better decision making on short- and longer-term food security interventions, which address chronic livelihood insecurity in Somalia. FSAU uses monitoring, survey and rapid rural appraisal techniques to collect data and information through a network of 26 field staff, and works in close collaboration with partner agencies both in and outside of Somalia. Additional in-depth analysis is conducted on the nutrition situation of most vulnerable population groups in collaboration with UNICEF and other partners, while information for purposes of early warning is obtained through collaboration with FEWS NET.


Main Responsibilities

The project Chief Technical Adviser (CTA) will work under the overall operational support of FAO’s Emergency Division (TCE) and the technical supervision of the Food Security and Agricultural Projects Analysis Service (ESAF) as the Lead Technical Unit.  The CTA will be in charge of the overall management, administration and implementation of the FAO/EC project providing technical and financial support to the Somalia FSAU. He/she will represent officially the Somalia FSAU in any fora and will carry out the following tasks:


*** Based on the stated project objectives, results and activities, he/she will prepare and implement detailed annual work plans and budgets using a log-frame analysis, including targets to be met, and resources to be allocated, in close consultation with FSAU staff.

*** Ensure appropriate management, technical and administrative support to FSAU, including to the personnel based in Somalia.

*** Provide technical guidance to the FSAU and immediate collaborating partners in relation to improved methods and techniques in early warning and in assessing the overall food security situation in Somalia, through the appropriate units.

*** Ensure that the FSAU produces the best possible information for improved programming and targeting of interventions for improved food security of the Somali population generally, in addition to better coping capacities at the community level.

*** Network and collaborate with other agencies involved in livelihood and/or food security monitoring, vulnerability assessments and in-depth analysis in the Somalia context and in support of the activities of the FSAU; in particular, ensure close liaison with UN Agencies, SC-UK, FEWS-NET and CARE.

*** Ensure that essential tasks are covered by trained technical staff and recommend either appropriate training or the recruitment of new/additional staff when necessary, both within the FSAU in Nairobi and for the Field Team in Somalia.

*** Responsible for obtaining necessary clearances in a timely fashion for any documents, reports, press release, and web information.

*** Responsible for obtaining the necessary security clearances and travel authorizations when needed.

*** Fulfil responsibilities as Secretary to the FSAU Steering Committee.

*** Review progress made towards the work plan proposed as well as the stated objectives and results on a quarterly basis.

*** Meet all reporting requirements in line with FAO’s rules and procedures.


Qualifications:

ü       An advanced degree in agriculture, socio- or agricultural economics, or a related science. 

ü       Ten years of experience in food security /livelihood assessment work, with a particular emphasis on development issues, early warning and food security information systems.

ü       Excellent managerial and co-ordination skills.

ü       At least 5 years working knowledge and experience in Africa

ü       Experience in methods and tools based on indicator assessment techniques

ü       Knowledge of livelihoods concepts and food economy analysis (preferable)

ü       Good communication, writing and presentation skills (English).

ü       Good knowledge of the FAO rules and regulations (preferable).
