POSITION SUMMARY:

The Program Analyst focuses on enabling holistic transformation and gender equity for Opportunity’s clients, staff and boards, in keeping with Opportunity’s triple bottom line of client outreach, financial sustainability and holistic transformation.  S/he does this by working closely with Opportunity Partners to document and disseminate best practices throughout the Network and throughout the industry and by creating and/or adapting transformational tools and tools for gender equity.  S/he also carries out general research for the Opportunity International Network as needed.  Work will be carried out both from the Washington office and through short-term consulting assignments on site with Opportunity Partners.

Note: Opportunity International is a global microfinance network of 42 partner organizations in 25 countries reaching 400,000 clients with a range of financial and non-financial services.  Opportunity understands holistic transformation to include economic, social, spiritual and political transformation of the client, her family, her business and her community.

PRIMARY RESPONSIBILITIES:

1.     Capture best practices in client training, including taking an inventory of existing materials inside and outside the Network, sequencing the materials, posting all materials to the Intranet and otherwise disseminating them to make sure they are used

2.     Adapt existing materials and develop new materials for holistic transformation/client training as needed

3.     Oversee translation and printing materials for holistic transformation

4.     Ensure training for Partners in use of tools

5.     Communicate with partners on all issues related to holistic transformation by managing a transformation listserv and facilitating regular international and regional conference calls

6.     Research, document and disseminate best practices in integrating holistic transformation throughout our institutions, including developing appropriate loan officer incentives and ensuring that the Network vision, values and Christian motivation are understood and embraced

7.     Ensure that gender sensitivity and gender equity are integrated into Opportunity’s approaches to holistic transformation

8.     Work with Opportunity Partners to develop gender policies and action plans

9.     Work with Opportunity Partners to develop women’s leadership

10. Create a plan for pastoral care of Network staff, especially expatriates

11. Identify and/or develop a regular prayer program for all in the Network

12. Plan Opportunity’s annual Day of Prayer 

13. Research and document best practices in NGO/FFI relationships, particularly to ensure that our triple bottom line is achieved in the new structure

An international non-profit development organization seeks a Finance and Administration Officer to provide support to our emergency management and program development departments, at our headquarters, located in the DC metro area. Duties will include: budgeting; tracking and monitoring expenses; lead in the rapid establishment of banking and transfer arrangements for operations; install QuickBooks and financial reporting systems; train field staff in the organization’s financial procedures; process financial reports and drawdown requests; assist with proposal development; facilitate procurement of supplies. The position does require travel to our international field offices, often in disparate and isolated locations.

Qualifications and Skills Required: To be considered for this position, candidates must meet the following minimum requirements: BS degree in finance or accounting; excellent practical knowledge of QuickBooks, including the ability to install it and train others in its use; minimum of 5 years of practical experience in an international NGO finance environment; able to travel internationally on short notice; English fluency, in addition to second language skills (Spanish, French, Arabic or Eurasian language strongly preferred). Candidates must be able to legally live and work in the DC Metro area (telecommuting is not an option), and be able and willing to travel internationally on short notice.

This position is based in the Washington, DC Metro area. Relocation is not available for this position. All candidates must be legally eligible to work in the United States, at the present time. We are unable to offer visa sponsorship for this position. This is a full-time position, with a competitive salary (30-50K) and excellent benefits package. General Information

The U.S. Government, through the Department of State, Bureau of  Population, Refugees, and Migration (PRM), sponsors qualified U.S. nationals for employment in the United Nations High Commissioner for Refugees (UNHCR) and the United Nations World Food Program (WFP) JPO programs.

The qualifications for the JPO positions vary with each assignment, but a graduate-level, Masters or Doctorate degree in a relevant discipline, and fluency in at least one, preferably more, of the UN’s major working languages such as French, Spanish, Russian, Arabic, etc., is typical. Competitive applicants will usually have two or more years working experience in a developing country (for example, working for a non-governmental organization or for the Peace Corps) and will have academic background in fields related to refugee programs such as development, public health, immigration law, etc. Ideally, the applicant will also have either prior experience in, or a familiarity with the UN system.

At the end of the assignment, these two UN organizations may offer a particularly distinguished JPO a permanent position in their agencies.

U.S. Sponsorship of Refugee-Related JPOs

PRM sponsors UNHCR and WFP JPOs for field assignments throughout the world to assist in the protection and care of refugees. The JPO selection process is carried out jointly by PRM and the respective UN organization, with initial applications going to PRM.

The Junior Professional Officer Programme

The Junior Professional Officer (JPO) Programme provides the opportunity for young university graduates, and young qualified professionals to obtain training. As at January 2003, 21 governments/organisations sponsor over 90 JPOs through out the UN. These are: Austria, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Korea, Liechtenstein, the Netherlands, Nigeria, Norway, the Organisation Internationale de la Francophonie (OIF), Portugal, Spain, Sweden, Switzerland, the United Kingdom and the United States of America. The duration of a JPO assignment varies according to the sponsor government (2 or 3 years). Certain governments (currently the Netherlands, Japan, Belgium, Italy, Finland and the "Organisation Internationale de la Francophonie – OIF") also sponsor JPOs from other countries under the Developing Country Scheme (JPO/DC).

Minimum requirements individuals must meet for being considered as JPOs are:

Degree equivalent to a Bachelor's Degree or a Master's Degree in a field equivalent and/or relevant to the functions requested in the job description. At least two to three years of relevant work experience. Proficiency in English (spoken and written). Knowledge of a second language of the United Nations a strong asset. Computer literacy in standard software applications. Keen and demonstrated interest in the United Nations and humanitarian  issues, in particular, and ability to live and/or serve in hardship locations.  Ability to establish and maintain good working relations with people of  different national and cultural backgrounds.

Recruitment procedures

A list of JPO vacancies is regularly submitted to participating governments, requesting them to select/earmark the posts they can sponsor through the recruitment of a JPO. An interested sponsor government then initiates its own recruitment search and pre–selection process, upon completion. This procedure could vary depending on the sponsor, whereby grouped interviews are scheduled and organised by the sponsoring government on a yearly basis, Once a JPO candidate has been selected for a particular vacancy, the sponsor government is informed accordingly and the recruitment procedure of the candidate is initiated as soon as the necessary funds are made available by the sponsoring government. JPOs are appointed at the P–2 level normally, but some governments limit the appointment to the P–1 level, at least the first year. The total costs of a budgetary estimate will vary depending on the grade of the JPO, the location of the assignment, and his/her marital status. The number of JPOs sponsored by each government will depend on their budget, and there is no minimum or maximum number of JPOs expected to be sponsored by them at any point in time. Some sponsors recruit JPOs every other year, some every year, some on a case–by–case basis.

Newly recruited JPOs are requested to attend a three–to–four–day induction at Headquarters before taking up duties in their respective duty stations. Moreover, throughout their JPO assignment, participation in workshops, seminars and other relevant training is made available to JPOs.
