The Aries Group, Ltd. (see website at www.ariesgroup.com) is a US-based financial sector development consulting firm with four practice areas, namely 1) Capital Markets Development, 2) Banking and Bank Supervision, 3) Insurance and Pension Reform, and 4) Privatization of State-Owned Enterprises. 

THE POSITIONS:

We are presently seeking Mutual Fund Experts to staff an upcoming project in India.  These experts will be responsible for:

1.     Identifying policy impediments to the development of the mutual funds industry, and recommending measures to remove such impediments.

2.     Reviewing the existing corporate governance framework for the mutual funds industry in India, and making recommendations for reform, which are consistent with international standards and best practices.

3.     Examining the current legal form of mutual funds in India and recommending more efficient alternatives in light of the Indian setting and experiences in other jurisdictions.

4.     Defining disclosure norms for the industry specifying the form and extent of disclosure required and the required reports and suitable media, such as placement memorandums, investment performance reports to investors, major publications for NAVs.

5.     Defining uniform bases for determining NAVs, particularly how unlisted and inactive securities should be valued, how appropriate dividend policies should be formulated and implemented for various types of funds.

6.     Reviewing existing risk management systems in use by the industry and recommending measures to strengthen the present systems.

7.     Recommending performance indices, benchmarks, comparative indicators, and ways they can be established to make the comparison of relative performance of various funds easier.

8.     Recommending appropriate procedures for ensuring the transparency, propriety of transactions and deals by the various funds (due diligence, internal audit process, and procedures), and for setting up appropriate mechanisms for redressing investors' grievances.

9.     Reviewing the present investment/portfolio management systems of various funds and introducing measures that can enhance the systems and processes.

10. Reviewing the administration of investments/securities of various funds and recommending measures for strengthening the integrity of the current systems.

11. Drafting a handbook of standards of best practices for mutual funds operations.

12. Recommending measures to upgrade the professionalism of market participants.

13. Reviewing the functions and activities of the existing Association of Mutual Funds in India and recommending measures for enhancing its role as a self-regulatory organization.

14. Analyzing whether the entry of foreign fund managers into India's mutual fund industry as partners of local firms has improved industry practices, and whether there are any regulations or policies that limit foreign funds’ scope of operations and need to be changed.

15. Preparing a suitable study tour for key officials of the Government and the regulatory authorities.

16. Arranging for a conference/forum on the reform of the mutual funds industry.

QUALIFICATIONS:

The duration of the assignment will be 4-7 months.  Applicants must have an advanced university degree, a minimum of 15 years experience in the mutual fund industry, 5 of which must have been in the international arena and/or as a consultant.

Following the assessment of Iraq earlier this week, Mercy Corps has identified the need for a Community Mobilization and Conflict Prevention Program Manager. This position will be responsible for developing and implementing methodologies, systems and techniques to mobilize and empower local communities (NGOs/CSOs, public and private sectors). The Community Mobilization and Conflict Prevention Program Manager will oversee and manage implementation of small-scale infrastructure, income generation and environmental projects in an integrated program, in order to contribute to engender a sense of community, reduce social tension, and involve community population in their own governance. In addition to committee process, this could include conflict management activities.

Qualifications include: MA/S or MBA in social science, related subject or equivalent and 5 years of international experience with community mobilization and conflict prevention program design and implementation; experience with grants management, coalition/association building, community mobilization and participation; demonstrated ability to successfully communicate, initiate and maintain positive relationships with, local citizen's groups, indigenous NGOs and local authorities; proven grant management and budget oversight skills; effective verbal and written communication, multi-tasking, organizational, and prioritization skills; prior work experience in Middle East and Arabic language skills. DESCRIPTION:

The Asia Pacific Forum on Women, Law and Development (APWLD), based in Chiangmai, Thailand, is currently inviting women from the Asia Pacific with relevant experience and skills to apply for the position of Programme Officer. The successful applicant must be able to relocate to Chiangmai, Thailand.

APWLD is a regional network of women's groups and individuals in the Asia Pacific, committed to enabling women to use law as an instrument of social change for equality, justice and development.  It works for the promotion of women's human rights, as codified in UN international human rights instruments, including the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and the Beijing Platform for Action.  It has six programmes, namely: Feminist Legal Theory and Practice; Violence against Women; Women's Participation in Political Processes; Labour and Migration; Women and Environment; and Rural and Indigenous Women. These programmes are implemented by respective Task Forces and working groups, in coordination with the Regional Council and Programme and Management Committee.  The network has a Secretariat based in Chiangmai, Thailand.  For more information about APWLD, visit our website at www.apwld.org

QUALIFICATIONS:

* Committed to the promotion of women’s human rights;

* Must have a degree in social sciences; degree in law or advanced degree in field of social sciences, human rights or women's studies is an advantage;

* Must have knowledge of international human rights and development issues in the Asia Pacific;

* Minimum of three years experience in development work and women's rights at the national level required, and at regional level is an advantage;

* Experience in working on issues related to violence against women (VAW) and/or women’s participation in political process an advantage;

* Must have knowledge and skills in conceptualisation and planning of programmes as well as implementation, monitoring and evaluation;

* Skills in research, lobbying and advocacy an advantage;

* Must have excellent command of the English language, both oral and written; and be able to write campaign papers, program reports and project proposals;

* Must have good interpersonal skills, with ability to network and liaise in a multi-cultural environment, through various avenues (i.e. face to face and emails);

* Must have literacy in basic computer programmes such as word and excel;

* Must be able to work independently, and as part of a team; and

* Must be able to travel overseas as required.

RESPONSIBILITIES:

The Programme Officer is primarily responsible to the Regional Coordinator; secondarily, to the respective Task Forces or working groups, the Programme and Management Committee and the Regional Council.

The main responsibility is to coordinate with the Task Forces or working groups in the planning and implementation of activities under the Violence against Women and Women's Participation in Political Processes programmes.

Main tasks are:

* Takes initiative in the conceptualisation of issues and implementation, monitoring and evaluation of activities such as lobbying and advocacy, training, research, or networking for the programmes, with the respective Task Forces;

* Takes the lead with the convenor and co-convenor of the Task Forces in coordinating programme activities;

* Prepares funding proposals, activity reports, minutes of meetings related to programmes activities and the organisation;

* Facilitates with the resource officer preparation of publications related to the programmes;

* Attends meetings and activities related to programmes and represents the organisation in national, regional or international events when required; and

* Performs any other tasks assigned to her by the Regional Coordinator.

RENUMERATION:

Salary will be commensurate with the successful applicant’s qualifications.  Other benefits include health, accident and travel insurance; contributions to employment pension fund; housing and relocation allowances for non-Thai staff.

The contract is for three years, with a probationary period of six months.

INTERNATIONAL FELLOWSHIPS PROGRAM FOR THE 2004/2005 ACADEMIC YEARS THE INTER-UNIVERSITY COUNCIL FOR EAST AFRICA

BACKGROUND:

The Inter-University Council for East Africa (IUCEA) is pleased to announce the International Fellowships Program (IFP) of the Ford Foundation for resident citizens and other residents of Kenya, Uganda and Tanzania. The IFP, which will provide support for up to three years of formal post-graduate study, is an ongoing project whose objective is to provide opportunities to exceptional individuals from diverse backgrounds, social groups and communities that lack systematic access to higher education. Women, people with disabilities and those from marginalized communities and working with rural and urban poor are encouraged to apply. Ford International Fellows, as recipients of the Fellowships will be called, are expected to use their education to become leaders in fields that further the Ford Foundation's goals of strengthening democratic values, reducing poverty and injustice, promoting international cooperation and advancing human achievement.

For the academic year 2004/2005, the program will offer 42 scholarships, tenable in any part of the world including East Africa, for study leading to the award of a Masters Degree. Applications for PhD studies will be invited during the subsequent competitions. Each Fellowship covers tuition fees, subsistence allowance, travel and other related expenses.

CRITERIA:

To be eligible, applicants must satisfy the criteria below:

i)  Be resident citizens and other residents of Kenya, Tanzania, or Uganda.

ii)  Demonstrate good academic achievements in their undergraduate studies or its equivalent from recognised institutions. One must have graduated before 1999.

iii) Have at least three years experience in community service or rural based development related activities.

iv)  Demonstrate leadership skills and potential.

v)  Pursue a post-graduate degree that will directly enhance their leadership capacity in an academic, policy, practical, or artistic field corresponding to one or more of the Foundation's program areas*.

vi)  Present a plan specifying how they will apply their studies to social problems or issues in their own countries.

vii)    Be committed to working on these issues after the fellowship period.
