THE FIRM:
The Aries Group, Ltd. (see website at www.ariesgroup.com) is a US-based
financial sector development consulting firm with four practice areas, namely
1) Capital Markets Development, 2) Banking and Bank Supervision, 3) Insurance
and Pension Reform, and 4) Privatization of State-Owned Enterprises.
THE POSITIONS:
We are presently seeking Mutual Fund Experts
to staff an upcoming project in India.
These experts will be responsible for:
1. Identifying policy impediments to the development of the mutual funds
industry, and recommending measures to remove such impediments.
2. Reviewing the existing corporate governance framework for the mutual funds
industry in India, and making recommendations for reform, which are consistent
with international standards and best practices.
3. Examining the current legal form of mutual funds in India and recommending
more efficient alternatives in light of the Indian setting and experiences
in other jurisdictions.
4. Defining disclosure norms for the industry specifying the form and extent
of disclosure required and the required reports and suitable media, such as
placement memorandums, investment performance reports to investors, major
publications for NAVs.
5. Defining uniform bases for determining NAVs, particularly how unlisted
and inactive securities should be valued, how appropriate dividend policies
should be formulated and implemented for various types of funds.
6. Reviewing existing risk management systems in use by the industry and
recommending measures to strengthen the present systems.
7. Recommending performance indices, benchmarks, comparative indicators,
and ways they can be established to make the comparison of relative performance
of various funds easier.
8. Recommending appropriate procedures for ensuring the transparency, propriety
of transactions and deals by the various funds (due diligence, internal audit
process, and procedures), and for setting up appropriate mechanisms for redressing
investors' grievances.
9. Reviewing the present investment/portfolio management systems of various
funds and introducing measures that can enhance the systems and processes.
10. Reviewing the administration of investments/securities of various funds
and recommending measures for strengthening the integrity of the current systems.
11. Drafting a handbook of standards of best practices for mutual funds operations.
12. Recommending measures to upgrade the professionalism of market participants.
13. Reviewing the functions and activities of the existing Association of
Mutual Funds in India and recommending measures for enhancing its role as
a self-regulatory organization.
14. Analyzing whether the entry of foreign fund managers into India's mutual
fund industry as partners of local firms has improved industry practices,
and whether there are any regulations or policies that limit foreign funds’
scope of operations and need to be changed.
15. Preparing a suitable study tour for key officials of the Government and
the regulatory authorities.
16. Arranging for a conference/forum on the reform of the mutual funds industry.
QUALIFICATIONS:
The duration of the assignment will be 4-7
months. Applicants must have an
advanced university degree, a minimum of 15 years experience in the mutual fund
industry, 5 of which must have been in the international arena and/or as a
consultant.

Girls Education Specialist needed: AFGHANISTAN
Short Term or Long Term
This is to be a 3-year activity to provide small
grants to Afghan NGOs to run accelerated learning programs designed to move
over-aged female students currently in grade one, as well as girls not yet in
school, into age-appropriate grades. Up
to $1 million in grants (from $25,000 to $200,000) may be awarded.
Preliminary design contemplates a three-person team
based in Kabul but working to select and strengthen recipient NGOs around the
country and to monitor the implementation of grant-funded activities.
The EDUCATION CONSULTANT will facilitate relations
with the Ministry of Education and the Ministry of Women’s Affairs, involving
them in the grant-making process and providing technical assistance for the
strengthening of these two ministries and for building the capacity of local
NGOs. Familiar with USAID procedures, knowledge of DARI and/or PUSHTO
preferred. Afghanistan or regional
experience preferred.

Infectious Disease Advisor

The incumbent provides advice to the Bureau for
Global Health/Office of Health, Infectious Disease and Nutrition in the
implementation of USAID's Infectious Disease Programs. USAID plays a critical role in the
international efforts to control and prevent infectious diseases including
tuberculosis, malaria, antimicrobial resistance and surveillance, but with a
heavy emphasis on TB activities. The
Advisor will report to the Chief, GH/HIDN/ID Division, but is expected to be a
team player who exercises initiative, resourcefulness and responsibility. The Advisor will be responsible for:
providing policy, programmatic and management advice on infectious disease
control and prevention activities; developing strategic plans, programs and
monitoring and evaluation systems; and coordinating with international
organizations, USAID implementing partners, and in-country counterparts on
infectious disease activities and issues.
The Advisor will also provide direct technical assistance to USAID
missions on infectious disease and other public health issues.
Required Skills, Knowledge and Experience:
ü MPH (or equivalent
experience/degree);
ü Two years experience in at
least one of the four sub-component areas of USAID's infectious disease program
(TB, malaria, antimicrobial resistance, surveillance) and ability to apply this
experience to the broader array of infectious disease issues encompassed in
USAID's strategy.

working in developing countries on public health issues
ü Scientific/technical
knowledge of the current status of information and research regarding the
