Head of Tacis Branch Office in Moldova

The successful candidate will be based at the Tacis Branch Office in Moldova. At the outset, the contract (“ALAT” type) will be concluded as a one year contract.

Responsibilities

Under the authority of the Head of Operations, an EU Commission official based at the Delegation in Kyiv, the successful candidate shall assist in the development, supervision and management of Tacis actions in Moldova. Her/his activities will include:

Administration of the Tacis Branch Office (5 persons in total)

- Organisation and allocation of tasks for staff members

- Administrative management of the office (including financial management)

- Reporting to the Delegation based in Kyiv 

Management of TACIS and other relevant external assistance programmes

- To represent the Delegation in relevant meetings 

- To assist and support the responsible Kyiv-based project managers in all aspects of the project management cycle

- To monitor the implementation of projects on-site and to report to the Delegation

- To assist project teams with administrative issues when needed

- To assist in the programming exercises for national and relevant multi-  sector programmes

- To assist in all reporting tasks (including the quarterly External Assistance Management report) and evaluation exercises for TACIS in Moldova

Support to Commission Services    

- To make the necessary preparations for European Commission missions to Moldova

Technical contacts with national and regional / local authorities and with other donors   

- To liaise regularly with national authorities on projects and programmes

- To liaise with other donors and ensure the coordination of programme / project strategies

- To report relevant issues to the Delegation and to follow the country situation  

Requirements: 

The candidate must have:

·       A university degree 

·       A fair understanding and knowledge of external aid programmes

·       Experience in administrative / office management 

·       Ability to manage a team and to nurture team spirit

·       An excellent command of English (written and spoken)

·     Good analytical skills and ability to identify relevant issues and present them concisely

·     Good presentation, liaison and negotiation skills as well as an ability to develop and maintain relationships with Moldovan partners and other donors in a complex working environment 

·       Knowledge of the EU TACIS programme would be an asset

DUTIES AND RESPONSIBILITIES:

Under the overall guidance and supervision of the Director of Africa Division and in close liaison with the relevant Branches/Units in UNFPA, the Regional Programme Coordinator (Gender, Advocacy and Socio-Cultural Research) performs the following functions:

1. SOCIO CULTURAL RESEARCH:

* Contribute to the design, review and appraisal process and implementation of socio cultural research activities in support of population policies and programmes, including to ensure the incorporation of socio-cultural baseline information into country programmes;

* Develop strategies for implementing and executing agencies to take maximum advantage of studies and accumulated knowledge on socio- cultural factors, for target setting and the design of action strategies which take into consideration the social, cultural and linguistic diversities;

* Assist countries in designing research projects or research activities on socio-cultural factors as components of action-oriented projects which affect demographic behavior or the efficiency and effectiveness of population programmes and projects;

* Identify and mobilize regional technical resources for the provision of support services in the area of operational socio- cultural research;

* Initiate and Contribute to advocacy components of regional programmes.

* Provide support at key stages of the UNFPA country programme cycle as well as in such United Nations system wide processes as the CCA and UNDAF in respect of the socio-cultural underpinnings of development.

* Analyze, synthesize and disseminate lessons learned under the programme for policy, programmatic needs as well as for general advocacy purposes from collaboration in the countries.

2. GENDER:

* Contribute to enhanced regional capacity for gender mainstreaming, perspectives and components in the design, and implementation of population and development programmes.

* Contribute to the development of regional capacity to provide technical consultancy services relating to gender issues/programmes.

* Identify and mobilize potential regional partners for more active involvement in the design and implementation of programmes with gender components.

* Promote inter-country exchange of information on population and gender within the region.

* Analyze, synthesize, and disseminate lessons learned from collaboration with the countries.

* Assist other members of the Regional Programme Coordination Group in identifying ways that gender can be incorporated in the programmes in the complementary thematic activities.

* Provision of support at key stages of the UNFPA country programme cycle including in CCAs, PRSPs, MDG activities to assure reflection of gender concerns and components.

* Contribute to the systematization and preparation of training materials and guidelines on gender, population and development

* Liaise with other UN agencies active in the women in development area to ensure coordinated action.

3. ADVOCACY:

* Initiate and/or Contribute to the design of regional activities in advocacy including evaluation of behavior change communication and advocacy programmes as well as to building regional capacity in BCC and advocacy relating to population and development, gender, and reproductive health.

* Identify and mobilize potential regional partners for more active involvement in improving BCC and advocacy efforts relating to population and development, gender and reproductive health.

* Analyze synthesize and disseminate lessons learned from collaboration in the countries.

* Analyze on a periodic basis, current BCC and advocacy efforts relating to population and development, reproductive health, and gender, with an emphasis on results based management (RBM).

* Assist with the analysis of audience communication and information needs and the development of gender sensitive communication strategies and message content including HIV/AIDS.

* Provide support in defining the issues/audiences/approaches for advocacy programmes across the regional programme.

* Promote and provide assistance for socio-cultural research within the portfolio of regional projects especially in the areas of gender and RH, HIV/AIDS prevention aimed at identifying factors impeding and favoring BCC as well as assisting in designing BCC content/approaches based on knowledge derived from such research.

QUALIFICATIONS AND EXPERIENCE:

* Post graduate degree in Social Sciences, Sociology, Anthropology, Development Communication, International Development, Gender Studies.

* Minimum 10 years experience including field experience in designing and implementing and evaluating social research programmes in developing countries.

* Demonstrated experience in applied population and/or socio-cultural research in Africa.

* Demonstrated skills in organizing, prioritizing and managing multiple programs and projects and proven ability to meet deadlines.

* Ability to cultivate and maintain positive and effective professional and collaborative working relationships with organizations and persons of diverse cultural background and experiences.

* Ability to work collaboratively in team setting;

* Strong ability to work independently and with initiative, to spearhead team efforts, and to coach and mentor colleagues.

* Demonstrated ability to interact professionally, effectively; good writing skills.

* Mastery of English and working knowledge of French.
