Job Purpose

To provide conceptual, technical and managerial expertise for the improvement of the ongoing as well as the development of the new Plan's child-centered water and sanitation program/projects, in co-operation with Plan colleagues, communities, families and partner organizations.

 

Major Responsibilities

1.       Strategy and Programming

·        Provide expertise for the design, implementation, monitoring, evaluation and follow-up of child-centered integrated water supply, hygiene promotion and environmental sanitation interventions;

·        Contribute to the development of strategy and policy papers on integrated water supply, hygiene promotion and environmental sanitation within Plan;

·        Develop concept notes, proposals and technical papers related to integrated water supply, hygiene promotion and environmental sanitation;

·        Assist with the preparation of reports to donors.

 

2.       Institutional and staff development

·        Participate in, and encourage the development of networks to increase the impacts of sustainable water and sanitation strategies and programs;

·        Promote and practice mutual organizational learning and sharing of information, ideas and experience on integrated water supply, hygiene promotion and environmental sanitation issues;

·        Participate in, and assist in the design and development/adaptation of training modules for the capacity building activities of Plan staff and partners on integrated water supply, hygiene promotion and environmental sanitation issues;

 

3.       Representation

·        Represent Plan on water supply, hygiene and sanitation issues to other water and sanitation institutions and organisations at a Country level;

·        Represent Plan Indonesia on water supply, hygiene and sanitation issues to other Plan Countries;

·        Develop/promote networks at Plan level and/or with partner organizations to support the Plan works on water supply, hygiene promotion and environmental sanitation interventions.

 

Qualifications

·        Degree (or equivalent) in Water supply and Sanitation Engineering/ Civil engineering with Water and Sanitation experience

 

Skills

·        Ability to communicate ideas

·        Strong management and leadership skills

·        Comfortable working as a member of a team

·        Sensitivity to working in a culturally diverse organization and region

·        Fluency in writing, reading and speaking English

·        Strong knowledge in the use of computer writing, tables, design, drawings and planning software.

 

Required Experience

·        At least 5 years experience at senior level in the design, implementation, monitoring and evaluation of integrated WES program/projects, in rural areas, urban and periurban settlements with particular attention to the slums areas;

·        Experienced in the participatory design and implementation of software components related to WES;

·        Experienced in the integration of software and hardware components;

·        Experienced in representational roles at WES forums at national and regional levels;

·        Experienced in promoting and developing learning in WES.

 

Languages

·        Speaks, reads and writes English fluently;

·        Speaking, reading and writing in Bahassa will be an advantage.

Scope of Work for Eduction Survey in Iraq  Request for Bids from Subcontractors with Offices in Iraq +b

Management Systems International (MSI) www.msiworldwide.com  provides monitoring and evaluation services of various sectors receiving USAID assistance in Iraq.  The MSI project is referred to as  MSI-MEPP/Iraq.

MSI-MEPP/Iraq requests responses from firms that have an office in Iraq to conduct a field survey of a sample of primary and secondary schools that have received assistance for the 2003/2004 school year. 

The NEED

MSI/MEPP/Iraq needs independent verification of school conditions and commodity deliveries made to schools by various contractors and grantees during October and November. 

SCOPE OF WORK

The respondent must have an office in Baghdad, Iraq and a qualified professional to serve as full time Project Coordinator for the duration of the award. 

The PROJECT COORDINATOR is responsible for:

Hiring, training, fielding and managing a team of at least 20 local Iraqi data collectors who speak Iraqi Arabic, have very good command of written English enough so that they understand and can complete data collection instruments that are in English, have good references and are free to work a 6-day work week for the duration of the assignment.

§     Obtaining school visit permissions

§     Pilot testing the data collection instruments, and revising them if necessary after msi review

§     Scheduling the data collection effort in an efficient manner

§     Transporting its data collectors to and from the sites to be visited

§     Supervising the data collection effort

§     Ensuring that the field sampling strategy is implemented

§     Ensuring that the data collection instruments are correctly completed and signed by the appropriate school principal or administrator

§     Submitting the data collection instruments to MSI on a daily basis

§     Ensuring that the data collection effort is completed no later than five weeks from the notification of the start date of the award.

MSI RESPONSIBILITIES

MSI will  develop the data collection instruments, select the sample of schools to be visited,  develop the data base, do the data entry, analysis and reporting of results.

MSI will produce data collection instruments to be used for the survey in sufficient quantity for the work to the company after the pilot testing and any modifications, as mutually agreed upon, have been made.

SAMPLE OF SCHOOLS:

One hundred (100) secondary schools and one hundred (100) primary schools in Baghdad governorate will be visited.  MSI will draw the sample and provide the coordinates.  If for any reason the school is not open or otherwise unavailable on the survey day, the awardee will contact the MSI-MEPP Field Monitoring Specialist for Education who will then draw another school from the sample.

PAYMENT

MSI will make two payments for the work.  A first installment of 25 percent of the total will be made upon signing the agreement.  A second payment of 25 percent will be made as soon as delivery of all data collection instruments (complete and incomplete) is made to the MSI Field Monitoring Specialist for Education.  The final payment of 50 percent will be made ten days after receipt of all the instruments and attestation of satisfactory completion of the work, as determined by MSI.  Partial invoices need to be submitted for the first two partial payments and a complete invoice, indicating partial payments received must be submitted with for final payment.

Final payment will be by check or wire transfer from MSI’s Washington, DC office to the company or bank designated by the company receiving the award.

TERMS OF AGREEMENT

This SOW is treated as a Firm Fixed Price Purchase Order. An illustrative, detailed budget itemizing costs should be submitted to determine acceptability, comprehensiveness and reasonableness of costs.  No bids exceeding US$25,000 will be considered.

MSI retains the right not to accept any bids submitted.  MSI retains the right to award the SOW to the most qualified bidder and the one most ready to start implementation within one week of award notification.

The Aga Khan Foundation (AKF) is a private, non-denominational, development agency, established by His Highness the Aga Khan in Switzerland in 1967. The Foundation has been working in India since 1978, primarily in the areas of health, education and rural development, and is seeking qualified professionals for the following positions:

I. PROGRAMME OFFICER, EDUCATION:

The Foundation’s education programme seeks to promote the holistic development of children during early childhood and school years by enhancing the quality of stimulation and learning experiences. A dynamic and highly competent professional is needed for the technical oversight of this programme.

The role requires:

-the provision of technical support to grantees through succinct analysis;

-guiding grantees in documenting processes and impact by drawing out lessons from their work;

BACKGROUND:

Human Strategies for Human Rights (HSHR) is seeking individuals with business management and/or management consulting experience to work alongside small non profit organizations ("NGOs") in developing countries for a short term period to provide workshops, training and guidance in organizational management, strategic planning, office administration, fundraising, budgeting, and accounting.

One of HSHR's principle program areas is to provide organizational capacity building and related skills training to NGOs working on human rights issues in developing countries.  This program is carried out on the basis of requests that HSHR receives form NGOs seeking its services.   Most of the groups that seek HSHR's services work on issues related to women's rights, ethnic discrimination and poverty alleviation.

HSHR will pay a nominal bi-weekly stipend, and will pay for all or part of the trainer's international travel.

Examples of tasks that the trainer/consultant might carry out include:

* Holding a workshop on developing or updating an organization’s Mission Statement.

* The development of job descriptions and an organizational chart.

* Excel spreadsheet training for the preparation of budgets and management of accounting schedules.

* Training in project accounting.

* Holding a series of group sessions to brainstorm about ideas for the development of new projects.

* The development of periodic reporting formats and related working procedures to streamline communication and documentation practices.

* Training in record keeping and developing related working procedures.

* Assistance in developing a website and/or email listserv.

* Guidance in managing public relations and a central contacts database.

* Developing policies and procedures (such as scheduling) for managing volunteer staff.

ADMINISTRATIVE DETAILS:

To accommodate the trainer, each NGO is asked to provide the following as their contribution to the training partnership:

    1.  A quiet well lit work area with a desk and chair.

    2.  Access to a printer and copy machine (if possible).

    3.  Access to an email connection.  (There are times when the trainer will be required to work from a nearby Internet cafe.)

    4.  Housing accommodations (which will usually be with a family).

Each trainer will be asked to take his or her personal laptop computer, or HSHR can provide an older one on a loan basis.

Assignments last from one month to three months, depending on the NGOs needs, which HSHR attempts to assess upfront.  The trainer will undertake a more comprehensive assessment of needs once she or he is in the field.

Each trainer will receive complete administrative and managerial support from an HSHR manager during her or his working period in the filed.

REQUIRED QUALIFICATIONS:

     1.  Solid work experience in either one or a combination of: business management, project management, accounting, finance, fund- raising, or marketing and public relations.

     2.  A master's degree in business or international relations.

     3.  The ability to make independent decisions and undertake follow-up action accordingly.

     4.  Competency in logical and practical thinking in a context bound framework.

     5.  Analytical skills that can process a dynamic series of tangible and intangible qualitative factors.

     6.  Good listening, inquiry and communicative comprehension skills.

     7.  Cultural and socio-economic awareness and respect.

     8.  A flexible working attitude, yet always keeping site of the main objectives.

     9.  Experience in independent travel within a developing country.

DESIRED QUALIFICATIONS:

    1.  Experience in living or working in a developing country.

    2.  Experience in working as a consultant or in carrying out workshops or technical training.
