ACDI/VOCA, an international economic development and consulting firm, is seeking a Program Manager for the Rural Azerbaijan Business Development (RABD) project, a USAID funded project to improve business opportunities and provide economic incentives for micro and small rural enterprises. The Program Manager will support the Chief of Party by developing the operational and financial systems and by working with headquarters to ensure compliance with USAID andACDI/VOCA procedures and regulations. This is a two-year position.

Specific tasks include the following:

1.    Administrative and finance duties:

·     Administer personnel policies and procedures and human resource matters, including maintaining ACDI/VOCA approved manuals, and copies of all local labor contracts.

·     Maintain and organize library for reference, program, and other key documents

·     Oversee procurement of services, equipment and machinery for the program and manage key documents.

·     Oversee communication, logistics, administration, security and coordination for the project office (s).

·     Oversee preparation and administration of leases and service contracts, along with office equipment and computer maintenance and other support services

·     Monitor and manage budgets of current projects, and ensure that projects comply with donor and ACDI/VOCA regulations. Liaise with HQ on budgeting and tracking program expenditures.

·     Oversee financial operations in the Baku office including, but not limited to, wire transfers, vendor payments, grants management transactions, recipient agencies disbursals, audits, bookkeeping and accounting of local currency and dollar accounts.

·     Develop publicity materials. Work with Chief of Party to publish program impacts for the benefit of U.S. and Azerbaijan government officials, collaborating partners, and beneficiaries.

2.    Compliance duties:

·     Coordinate with program staff on the collection, analysis and management of data to ensure achievement of grant objectives as defined in recipient agency agreements and project plans and for the purpose of donor and ACDI/VOCA-internal reporting.

·     Prepare monthly reports on project activities for ACDI/VOCA.  Assist COP in the preparation of required quarterly, annual or other reports for USAID.

·     Develop and monitor sub agreements. Assure sub-grantee compliance with USAID prime agreements.

·     Ensure all program activities are in compliance with Federal regulations and ACDI/VOCA policies.

·     Coordinate with ACDI/VOCA Program and HQ staff members as well as partner organizations to ensure compliance with all reporting requirements and provide guidance to partner organizations where necessary.

3.    General and Program duties

    Assist with overall program management of project activities administered from the Baku and other offices.

·     Perform other duties as directed by the Chief of Party, such as representing ACDI/VOCA at meetings and other events and overseeing the operation and management of the Baku office in the absence of the Chief of Party.

QUALIFICATIONS: Experience implementing USAID agribusiness, rural development or community development projects; technical proficiency in one or more of the following areas: public education/outreach, monitoring and evaluation, grants management; work experience in the NIS, preferably Azerbaijan; knowledge of USAID rules and regulations; graduate degree in business, economics, agriculture or relevant field. Web-based design software skills preferred. Regional language skills desirable.

Water Supply & Environmental Sanitaton Program Specialist (WES Program Specialist for Indonesia)

The  Water Supply and Environmental Sanitation Program Specialist (WES Specialist) will be responsible to provide conceptual, technical and managerial expertise for the improvement of the ongoing as well as the development of the new, Plan’s child-centered water and sanitation program/projects, in co-operation with Plan colleagues, communities, families and partner organization

He/she will be based in Surabaya, Indonesia  for a minimum of two years.  He/she should have at least 5 years experience at senior level in design, implementation, monitoring and evaluation of integrated WES program/projects.  He/she should be able to communicate ideas, possess strong management and leadership skills, be sensitive to working in a culturally diverse organization and possess strong knowledge of design and implementation of hardware and software components related to WES.  Fluency in English is required,  speaking, reading and writing Bahassa will be an advantage.
