Deloitte Touche Tohmatsu Emerging Markets, Ltd. has an immediate need for a
Chief of Party on a project to strengthen the finance function of a Ministry of
Finance in the
Responsibilities:
· Overall management of operation and direction of the
project, with guidance from the Emerging Markets Group
· Serve as the Director of the Ministry of Finance project and
adhere to reporting requirements
· Ensure good financial management of the project funds and
ensuring adequate internal controls over funds
· Manage project staff and subcontractors
· Develop and implement project work plans in coordination
with the Emerging Markets Group Project Manager
· Manage the project budget (with the Project Manager) and
execute financial reporting based on agreed procedures and systems
· Develop and maintain a strong professional relationship with
the Minister of Finance and ensure accurate documentation of communications,
instructions and directions between the MoF and the project
Qualifications and
skills required: Qualifications:
· Must possess experience in on or more of the following
areas: internal and external auditing, financial accounting, business process
engineering/re-engineering, systems implementation and control implementation
skills, and training/capacity building
· Strong internal and external auditing experience highly
preferred
· Strong leadership/management experience with a multi-skilled
team
· Experience working with donor agencies (USAID, World Bank,
etc.) is required
· Strong consulting skills as well as previous consulting
experience is preferred

Qualifications and
skills required: Minimum Requirements: significant experience in international

demonstrated ability to write clearly on sociological and organizational
analysis; minimum of 5 years experience performing program/impact evaluations;
experience creating budgets; prior experience contracting trainers and
conducting training; knowledge of relevant publications and outlets for
presentations; prior supervisory experience. Language(s) required: English
fluency; and a second language (Spanish, Arabic, Eurasian language, or French
strongly preferred).
