Team Leader, Water User's Association - Central Asia +b

The Team Leader will manage Mercy Corps' Water User's Association Program, designed to advance community water management and irrigation practices through development of Water Users' Associations. The Team Leader provides the vision and leadership in project administration and monitors overall program performance, and will have particular responsibilities for donor liaison and co-ordination with other bodies including government agencies, local governments, NGOs, communities and partner organizations.  The Team Leader will also be responsible for public relations and developing systems for monitoring and evaluation and documentation of impacts. 

This position requires an MA/MS or equivalent in Engineering, International Development, Rural Irrigation or a related field, and 7 to 10 years of field experience in international development programs; five years practical experience in community-based water programming, NGO capacity building, performance monitoring as well as proven skills in financial management; 5 years of management experience and prior experience managing USAID-funded projects; proven success with teams, consortia and partnerships;  demonstrated sensitivity with people and issues of the region and the ability to function as a team player among peers. Working knowledge of Russian is preferred, as is experience in Central Asia

To manage the start-up operations, implementation, visibility, and ongoing strategy of the Mercy Corps project in northern China.  The Project Director is expected to manage a grants program to other nongovernmental organizations in target Tibetan Minority areas of northern China

This position requires MA/S in international development, or related field or equivalent 4-5 years of international development experience; 3 years in an integrated program management role; excellent negotiation, representation, networking and communication skills; previous experience as a team leader for a grants program; proven grant management and budget oversight skills; the ability to lead and manage a team of national staff; experience and proven skills in strategic planning and thinking creatively as well as demonstrated sensitivity with people and issues of the region; experience designing a work-plan, starting up a new program and establishing financial, administrative and monitoring systems; and the ability to multi-task and work independently and cooperatively with team members Language proficiency in Mandarin Chinese is desirable and Tibetan is preferred.

Preferred qualifications include international NGO/PVO field office experience; Arabic language skills and regional experience are preferred but not required.
