This position Sr. Economist/Sr. Gender Specialist is based in Washington and reports to the Senior Advisor, Economic and Sector Work (ESW) & Knowledge (in the Office of the Chief Economist). The staff will:

1) Help monitor the regional ESW and of the gender mainstreaming work program of MNA Region;

2) Task manage specific deliverables to help implement the Bank's agenda in these areas by working directly with the regional country teams and sectors as well as with partners in the region;

3) Contribute to the preparation and implementation of Bank projects and programs in the region including analytical assessment, monitoring and evaluation of these activities from a gender sensitive perspective, and provide input for management on gender issues;

4) Oversee the implementation of regional gender training activities in line with the MNA Regional Strategy.

RESPONSIBILITIES:

The Sr. Economist/Sr. Gender Specialist will serve as alternate on the Gender and Development Board. (S)he will task manage Country Gender Assessments (CGAs), Gender Notes and Updates (or) progress reports on gender for presentation to the Regional Management.

(S)he will help ensure consistency between discussions of operational issues and integration of the region's gender strategy. (S)he will assist in preparing submissions as an input to business plans and mid-year reviews. (S)he will review Project Concept Documents (PCDs), Initiating Memorandums (IMs), and other reports, including economic and sector work, for consistency with the gender strategy and for adequate incorporation of reviewer and country team comments.

Other Operational Responsibilities: As necessary, the Sr. Economist/Sr. Gender Specialist will help review Bank procedures and will ensure that regional gender integration is adequately reflected in these procedures. As necessary, (s)he will also provide support for resource mobilization, including drafting proposals for funding from various PHRD and IDF and DGF grants and available trust fund windows. (S)he will draft country briefings materials for Senior Management, when needed.

As the Sr. Economist/Sr. Gender Specialist will review ongoing Analytic and Advisory Activities (AAA) work for gender inclusion, particularly the implementation of the Programmatic ESW and the knowledge based business model.

1) At least a Masters in a relevant discipline in social science or economics (some background in political economy valued).

2) Extensive experience (at least ten years) in development work; prior exposure to countries in the MNA region desirable.

GENERAL FUNCTIONS:

Under the general supervision of the Chief of Mission (CoM) in Accra, and in close coordination with IOM Counter-Trafficking Service (CTS), the successful candidate will be responsible and accountable for the implementation, supervision, and management of the "Assisted Voluntary Return and Reintegration of Ghanaian Children Victims of Trafficking for Labour Exploitation in the Yeji Fishing Communities” programme. In particular, he/she will:

1. Synthesize the implementation and monitor the administrative and operational activities of the programme as well as identify potential and existing obstacles to programme delivery and propose solutions.

2. Supervise, orient and train the personnel directly involved in the programme, including technical advisors, NGO partners, consultants and field support staff, as well as prepare recommendations for further training, as deemed necessary.

3. Recruit local personnel as needed.

4. Develop specific programme components such as formulation of operational plans and the identification of project partners.

5. Liaise with programme partners, as well as central and local authorities, civil society, service providers, the international community and donors.

6. Supervise the budgetary implementation of the programme, as well as its administrative activities in accordance with established IOM regulations.

7. Supervise the design, development and maintenance of databases and other information systems to produce updated information on programme activities, aggregated data from the field offices and tools for programmatic planning and decision-making.

8. Prepare periodic reports to donors on programme implementation, including quarterly and final reports to donors and CTS on budgetary expenditure and results.

9. Represent IOM in donor briefings, visits to project sites and media presentations related to counter trafficking in Ghana, and ensure a coherent information of the governments in Central Africa, the general public and potential risk groups about trends in human trafficking and about IOM's policy response and activities.

DESIRABLE QUALIFICATIONS:

(Education, experience and competencies)

- University degree, preferably in Political/Social Sciences, Law, Economics, Education or Information/Journalism or, alternatively, an equivalent combination of relevant training and experience.

- Two years of experience in programme management, development and implementation in programmes related to counter-trafficking, migration, human rights, gender, social development or related fields.

The Bureau for Resources and Strategic Partnerships (BRSP) in UNDP has two Director-level positions available in New York – (1) The Civil Society Organizations (CSO) Division and (2) The Division for Business Partnerships. Both Directors will report to the Assistant Administrator and Director of BRSP.

I -- DIRECTOR, CIVIL SOCIETY ORGANIZATIONS DIVISION:

The CSO Division is responsible for the development of strategic partnerships between UNDP and civil society. The division defines policies and procedures for engagement with CSOs, supports country office efforts to expand civil society partnerships, advances the work of the UNDP CSO Advisory Committee to the Administrator, identifies strategic opportunities and builds substantive partnerships with CSOs at programme and policy levels.

The Division for Business Partnerships is responsible for coordinating relationships with the business  sector; defining the UNDP policy of engagement with the private sector, building and maintaining relationships with international businesses and business organizations. DBP provides guidance and support to country offices and headquarters bureaux, facilitates development of concrete partnership projects and coordinates UNDP participation in the Secretary-General’s Global Compact.

RESPONSIBILITIES include:

- developing UNDP private sector-related policies; overseeing the implementation of the private sector partnership programme at headquarters;

- providing strategic advice to UNDP senior management, and overseeing support to private sector-related activities of country offices in the host countries.

- The incumbent will actively create and maintain contacts with private sector organizations with a potential to partner with UNDP and lead the design and negotiation of major partnership activities.

REQUIREMENTS:

Candidates for both posts must have the commitment and willingness to work as part of a multi-cultural team, excellent understanding and knowledge of current trends within civil society or the business community, a network of contacts among CSOs or private sector actors and a proven track record in facilitating building partnerships, networks and alliances.

A central component of the program is the two-week intensive course on Engendering Macroeconomics and International Economics. The course will take place in Salt Lake City, University of Utah in the United States from June 3-18, 2004

The program is being organized by the International Working Group on Gender, Macroeconomics and International Economics (GEM- IWG), an international network of economists which was formed in 1994. The program has two objectives: first, to engage with fellow economists in order to enhance capacity building for research, teaching, policy making and advocacy on gender equitable approaches to macroeconomics, international economics and globalization; and second, to increase knowledge networking on these themes by strengthening the intellectual links among practitioners in networks working on similar issues.

REQUIREMENTS:

The program is intended for economists, including advanced graduate students in economics, as well as more senior academics, researchers and those in government. Up to 30 FELLOWS will be admitted to the program. The fellows of the program will be required, at a minimum, to have completed two years of study in an economics Ph.D. program and have passed their qualifying exams, or have its equivalent such as a master’s degree in economics. These requirements may be waived only under exceptional circumstances. Funding is available for up to 25 fellows. Priority will be given to applicants from the global South and transition economies.

CARE seeks an intern to assist the Senior Reproductive Health Advisors in the Washington, DC office. This internship is unpaid and part-time, from 10 - 20 hours per week as the intern's personal schedule permits.

ABOUT THE GENDER AND THE LAW LL.M. SPECIALIZATION:

Founded by two women in 1896 to make legal education available to women, the Washington College of Law has a tradition of promoting women’s full and equal participation in society. WCL established the LL.M. Specialization in Gender and the Law as part of its International Legal Studies Program in 1997.

The flexibility of the Gender and the Law specialization enables students to shape a program within our International Legal Studies curriculum that fits their goals and interests. Students can pursue a course of study incorporating international, comparative, and domestic approaches to legal issues related to gender. Courses include comparative family law; sex-based discrimination; gender, cultural difference and international human rights; battered women and the law; and economic, social and cultural rights, among others. Many of our standard courses also incorporate perspectives based on gender and race.

Our location in Washington, D.C. affords students the opportunity to intern for prominent non-governmental and advocacy organizations devoted to women’s rights. Students can also pursue independent study and writing under faculty supervision. In addition, the program organizes conferences and events where students meet officials, policy-makers and advocates shaping the development of the women’s rights agenda in different communities.

Gender and the Law LL.M. students have gone on to work at the World Bank, in national women’s ministries in their home countries, and for international women’s rights programs around the world. Their work has been recognized and highlighted by scholarly organizations such as the Law and Society Association, as well as by the media.

DUTIES AND RESPONSIBILITIES:

Within the context of UNFPA's efforts aimed at alleviating poverty and improving people's lives, and under the overall policy and operational direction of the CST Director, the incumbent will contribute to enhancing national capacity to mobilize and obtain social and political support for national policies in the field of reproductive health, as well as to building regional capacity to supply technical support in this area. She/he will specifically:

* Provide technical assistance to Pacific Island countries in the design, implementation and evaluation of reproductive health (RH) policies, programmes, and strategies, and to contribute to building national and regional capacity in the field of RH (including Sexual Health and Family Planning).

Key aspects of RH include: pre- and post-natal care, safe motherhood, family planning counseling, information, communication and services, essential and emergency obstetric care, and the prevention of HIV/AIDS and other STDs.

* Design, support and/or facilitate formal and informal training programmes intended to build national capacity in RH, while ensuring that international standards and protocols are understood and applied.

* Identify and mobilize national/regional partners in RH, including the development of regional capacity to provide technical assistance to UNFPA programmes in RH, SH and Family Planning through consultancy services. This includes the promotion of and support for South-to-South information exchange, networking, and the development of regional and/or interregional strategies.

* Ensure that RH/SH/FP concerns are incorporated into United Nations system wide programming processes such as CCAs and UNDAFs, as well as into national poverty reduction strategies (as reflected in PRSPs) and to provide the necessary technical input to facilitate this. Assist in the formulation of country programme outlines, and in programme reviews and mid-term reviews.

* Assist in the identification and analysis of ongoing trends, evolving needs and emerging issues in RH in the Pacific Islands and the formulation of appropriate policy responses at the country and regional levels. Promote national and regional policy dialogue on RH issues and public policy response. Collaborate with UNFPA Headquarters in this with a view to developing regional and interregional strategies.

* Contribute to building national and regional capacity to address HIV/AIDS and other STDs in the Pacific Islands region, with particular emphasis on the needs of and services for adolescents and youth. Includes support for socio-cultural research and the use of research results in the formulation of “evidence-based” interventions and strategies.

* Provide technical assistance aimed at improving the monitoring and evaluation of RH programmes, including providing instruction in the use of results-based management (RBM) and logframe construction and analysis and the dissemination of these concepts among UNFPA's partners. Assist national counterparts and collaborating partners to understand the use of indicators in RBM and logframes and the nature of the data requirements.

* Assistance in the systematic collection, documentation, promotion and dissemination of lessons learned and best practices in the planning and implementation of RH programmes.

* Liaison with other UN system agencies to harmonize country programme activities with other agency initiatives, and with INGOs active in the field of RH to share experiences.

* Performance of other duties consistent with UNFPA's programme guidelines in Reproductive Health/Sexual Health and Family Planning.

QUALIFICATIONS AND EXPERIENCE NEEDED:

Expected to have broad expertise in all aspects of reproductive health, with strong qualifications and experience in clinical aspects. Experience in clinical practice is essential. Requires a good understanding of advocacy as well as institutional arrangements for policy coordination, policy implementation and utilization of research and advocacy in the field of reproductive health.

Expertise and operational experience with project and programme monitoring and evaluation, especially familiarity with RBM approach, essential.

Level and field of study of university or equivalent education  and Training:

* Advanced medical degree with specialization in Obs/Gyn.   Some Public Health training is desirable and experience in RH/FP programmes and related services.

Length and type of practical experience required to perform assigned work.

At national and international level:

* At least ten years of national and international experience including field experiences in clinical and programme development in RH and implementation in developing countries, particularly in the Pacific Islands region.

* Extensive knowledge of different aspects of organization and management of RH programmes, including situational analysis, planning, implementation, and monitoring and evaluation. Knowledge of ARH, HIV/AIDS, logistics, and gender and socio-cultural issues relating to RH.

* General knowledge and understanding of population and RH issues.

* Familiarity with UN development programmes and working methods, especially with UNFPA policies and programming procedures.

Language requirements:

* Excellent command of the English language. Knowledge of one or more Pacific languages would be an asset.

Other requirements:

* Initiative and sound judgement, dedication to the United Nation's principles and demonstrated ability to work in harmony with persons of different nationalities.

* Ability to function in a team, dedication to multidisciplinary collaboration and adjustability to different cultural environments.

* Articulate speaker with excellent writing skills.

* Use of computer and working familiarity with different word processing software programmes.

* Willingness to travel, frequently and for extended durations, outside duty station up to 50 per cent of working days per year.

Under the supervision of the Chief of the Women's Rights Section in the Division for the Advancement of Women, the incumbent performs the following duties and responsibilities:

(1) Participates in the substantive servicing of the Committee on the Elimination of Discrimination against Women (CEDAW) by: reviewing and preparing analyses of States parties reports on implementation of the Convention on the Elimination of All Forms of Discrimination against Women, drawing upon prior periodic reports and other relevant information, including observations of other treaty bodies; researching and preparing background and working papers on substantive and procedural issues related to the work of the Committee; contributing to the development of communications procedures to implement the Optional Protocol to the Convention; and providing substantive and administrative support to the biannual sessions of CEDAW.

(3) Participates in the development of a comprehensive policy programme for mainstreaming the human rights of women throughout the UN system.
