BACKGROUND:
The CARE International LINK’s Competitive Marketing of Milk Production Enabling Trade and Enterprise Success (LINK COMMPETES) project, is a twenty month project, funded by United States Agency for International Development (USAID) through an umbrella grant managed by Save the Children (SC– US) under USAID’s Kosovo Assistance Program (KAP). The goal of LINK COMMPETES is to increase commercial dairy production, income and employment through targeted and integrated interventions along the production-processing-marketing chain.
The project targets existing and potential commercial dairy farmers throughout Kosovo. The project aims to establish new or improve existing Milk Collection Centers as one key mechanism for marketing grade A milk to approximately seven dairy processors throughout Kosovo. CARE’s interventions focus on increasing the quantity of milk production and enhancing the quality of milk produced at the farm level. It works in close collaboration with Kosovo Business Support (KBS) project and the Kosovo Swiss Dairy Project (KSDP), which provide technical assistance to the dairy processors to ensure there is a market for the increased quantity of milk from LINK COMMPETES farmers. It is anticipated that there will be a need for some farmers to access finance to establish new milk collection centers. CARE will be instrumental in establishing a rural finance working group to investigate the possibilities of market mechanisms for financing in Kosovo, as at present there is a fundamental lack of credit suitable for rural businesses and start-ups.
A consultant is required to investigate the various mechanisms through which farmers can access private sector financing options that could respond to the working capital and investment capital needs of existing and new MCCs and which is suitable to their production cycles. The consultant will be expected to carry out research with all banks, financial institutions and private sector equipment suppliers, etc, operating within Kosovo or have the desire to do so, as well as consult with the rural finance working group throughout the consultancy. By the end of the consultancy, the consultant should present a clear picture of all financing possibilities available in Kosovo and how these can be accessed by dairy farmers.
It is expected that a thirty-day consultancy beginning in February 2003, is required in order to carry out extensive field work and prepare a final report of recommendations. Depending upon the results of this consultancy, the need for a follow-on consultancy may be identified.
SPECIFIC OBJECTIVES:
The objectives of the rural finance consultant are
as follows:
1) To conduct extensive field work to investigate farmers constraints for accessing rural financing
2) To conduct extensive research
work with all major banks, institutions and organizations involved in rural
financing.
3) To develop specific
short-term strategies and actions that LINK COMMPETES staff should undertake to
respond to the immediate financing constraints encountered. In preparation of this, the consultant should
take responsibility for making preliminary arrangements with the potential
financing sources.
4) To liaison closely with
members of the working group in order to build upon their technical expertise
and knowledge of the dairy sector, particularly within Europe.
5) To mentor LINK COMMPETES
staff.
6) To carry out a de-briefing
with all project staff on recommendations to ensure these are adopted in the
field.
7) To produce a report on
recommended options.
8) To coordinate with rural
finance working group on findings and recommendations.
It is recommended that the consultant accompany technical staff and extension staff to the field as the primary means for conducting an inquiry. The consultant should use observation techniques as well as a process of dialogue and inquiry with staff “on the job.” and participating farmers. This would include taking advantage of field visits to address questions to project participants as well as meeting with financial institutes representatives for research and development. Project documentation should also be consulted.
SPECIFIC OUTPUTS:

A Final Report on findings and
recommendations, to be completed before departing Kosovo.

A debriefing with all project
staff and financial working group on findings and recommendations prior to
departure.
QUALIFICATIONS:

traditional and non-traditional financing options

Balkans regional experience or
knowledge of inter-ethnic relations in the Balkans is preferable.

OVERALL OBJECTIVE OF THE POST:
The EDC Washington Office is recruiting for a Pedagogy Advisor to be posted overseas in Abuja, Nigeria. The Pedagogy Advisor, who reports to the Chief of Party, is responsible for coordinating LEAP work focused on the pedagogical aspects of the program in fulfillment of USAID IR 3.2: improvement of teacher practice and pupil learning in English literacy and numeracy. This objective will be met through a multi-channel approach involving integrated radio instruction (IRI) for pupils and teachers; face to face teacher training; instructional resource kit provision for pupils; and pedagogical aspects of supporting literacy and numeracy agendas.
Duties/Responsibilities
1. To ensure full integration of all aspects of the LEAP
pedagogical intervention by designing and managing a teacher training and
support program to facilitate the LEAP program’s goal of improving the quality
of English language and Math teaching in target schools
2. To oversee the development process of IRI, ensure quality
control and provide technical backstopping for the IRI development team
3. To ensure quality control in the development of an IRI
teachers’ guides
4. To coordinate the use of class resource kits, including the
development of a teachers guide and related teacher training activities
5. To design and manage a face to face teacher training program
6. To oversee the pedagogical aspects of the development and
implementation of Literacy and Numeracy Agendas
7. Supervision of IRI

QUALIFICATIONS: Candidate must have technical
expertise in primary teacher training program design and implementation in
developing countries in Africa, particularly West Africa, and a Master’s Degree
in Education, experience in training system management. Experience preferred in Interactive Radio
Instruction program development or use of educational media, or strong teacher
training experience and pedagogical knowledge.
Leadership skills, staff development/professional skills are essential
to the position.

International Positions
for USAID Project in Afghanistan:
Team Leader (Chief of Party)
- Unique opportunity for a senior-level, highly experienced leader with
post-conflict experience, to provide
technical leadership and
management oversight to a complex, two-year USAID-funded project, working with
the government of Afghanistan to strengthen institutions in the executive and
judicial branches. Activities will include providing support to the
constitutional commission, the judicial commission, the human rights commission
and a cabinet-level policy coordination unit. The team leader will supervise
technical and administrative staff and short-term consultants and will liaise
with the national government, other donors and USAID. The ideal candidate will
have solid knowledge of USAID, experience in institutional design efforts for
emerging governments, good interpersonal/diplomacy skills; and regional
experience in South/Central Asia. A candidate with rule of law background or
high-level policy expertise is preferred.
Senior Policy Adviser -
The policy adviser will assist in establishing/supporting a Policy Coordination
Unit, and facilitating policy management with the Office of the President and
the Cabinet. This will include helping
establish the Unit, developing procedures,
building skills, and establishing linkages. A priority for the unit will
be coordinating achievement of the benchmarks in the Bonn Agreement. The ideal
candidate will have professional credibility, management skills, and the
intellectual stature to engage senior level cabinet officials and policy
makers. Strong policy management skills are required. A candidate with regional
experience in South/Central Asia and experience in post conflict settings is
preferred.
Director of
Administration and Finance - Challenging position supervising and training a
large and mostly inexperienced local staff on
a complex project working with several government institutions.
Requirements: 10+ years experience, knowledge of USAID regulations, strong
experience managing project finances in the field, good management and
interpersonal skills. A candidate with regional experience in South/Central
Asia, and experience in post conflict setting is preferred.
Human Rights Adviser -
Senior expert to provide technical support and advice to key government
stakeholders in the newly-established national Human Rights Commission and in
the Ministry of Women's Affairs, including training and outreach support. Will
also contribute to the building of local civil society capacity to undertake
human rights education, monitoring, and advocacy tasks, as well as
responsibilities key to expanding access to justice. Hire and supervise local
staff and short-term consultants. A candidate with a strong human rights
background, regional experience in South/Central Asia, and experience in post
conflict setting is preferred.
