Job description: The USAID/Nepal SPO Senior Conflict Advisor will report to the SPO Director and have the following duties:

General Responsibilities:

The USAID/Nepal SPO Senior Conflict Advisor will report to the SPO Director.  The Advisor will analyze (a) developments and trends in the conflict, (b) the interests, needs and actions of major actors, (c) possible solutions, and (d) post conflict developments, trends, needs and issues. The Advisor will also make recommendations to the SPO Director and Mission senior management concerning the Mission’s strategy for responding to the conflict, including proposals for new policy and programmatic directions in response to Nepal’s evolving political and security situations. The Contractor will assist the SPO director in ensuring coordination between USAID and GON; USAID and its implementing partners; USAID and other USG entities; USAID and other donors; and USAID/Nepal and USG Washington. S/he will design conflict/post conflict programs and monitor and evaluate the impact of conflict/post-conflict programs of USAID/the USG, other donors and GON.

Specific responsibilities:

A. Policy Analysis and Development/Strategy Design (40%)

The Contractor will provide on-going, substantive political and conflict analyses to SPO and Mission senior management and the US Embassy to ensure that Mission programs are appropriate given the fluid state of affairs in Nepal. S/he will draft programmatic and strategic options papers, recommending new or adjusted program directions based on sound analyses; provide continued guidance on the identification and development of projects that meet SPO funding criteria, forward SPO programmatic objectives and complement other projects and programs implemented by other USAID/Nepal SO teams, USG agencies and donor organizations.

B. Liaison and Coordination (25%)

The Contractor will communicate regularly, share program information, and represent SPO interests with other USAID/Nepal SO teams, U.S. Embassy staff, donors and indigenous and international I/NGOs to ensure visibility and synergy of USAID/Nepal CPMR related activities. S/he will provide the Mission with updates on USAID counterparts’ activities to eliminate overlap and ensure synergy and highest impact of USAID resources. The Contractor will work closely with the Food for Peace and OFDA team to identify strategic conflict response interventions that serve both to meet food security needs of affected populations but and seek to strengthen local capacities for peace.  S/he will also work closely with USAID/Nepal’s Democracy & Governance (DG) SO team, including DG partners (such as The Asia Foundation, National Democratic Institute, DFID, UNDP and Int’l Red Cross), identifying conflict transformation investments that bridge the gap between high impact emergency assistance and medium- to long-term DG initiatives for comprehensive post-violence recovery schemes. The Contractor will coordinate with USAID/Nepal’s Humanitarian Response Forecasting Unit (HRFU) to ensure that the unit’s resources are being used to the fullest extent possible in support of SPO activities and objectives.

C. Program Management and Oversight (20%)

The Contractor will oversee the planning, development and implementation of conflict programs and activities.  S/he will draft concept papers, procurement documentation, budgets, program descriptions and statements of work for new activities and review and/or oversee the review of contractor selection and approval. The Contractor will manage one or more institutional contractors and/or grantees funded under the SPO program: conduct field trips; monitor budgets and work plans; monitor and track performance data and serve as primary liaison between USAID Mission contractor/grantee.

D. Evaluation and Reporting (15%)

She/he will be required to evaluate proposals and travel extensively in low security areas of focus to monitor and assess the political conditions, meet with potential grantees, and develop conflict resolution related grants. S/he will contribute to responding to USAID/Washington requirements, including preparation of the Annual Report, Congressional Budget Justification, Congressional Notifications, etc. and to external requests for information on the USG response to the conflict.

Qualifications and skills required:

This is an upper middle management position requiring excellent analytical, management and communication skills, an ability to perform in a complex and highly sensitive political environment, experience in policy formulation and negotiation at the highest levels (government and non-government organizations), and a strong interest in assisting Nepal’s democratic consolidation. The candidate must be mature, self-reliant, a team player, problem-solver, and able to manage a diverse portfolio of grants. S/he should have management experience (both project and personnel), understand the basics of grantee-USAID relationships. S/he should be able to work effectively with counterparts in the US Embassy and other USG agencies. Since work may require continued changes in program direction and implementation, including frequent coordination, the individual will be someone who is highly flexible and willing to work under conditions of ongoing change. The candidate should have extensive expertise in conflict society political culture, political economy and have advanced knowledge of the various violent conflicts in countries confronted with problems similar to Nepal. Previous work experience in conflict areas in Asia or Nepal will be valuable.  Direct experience working with USAID is preferred.

SELECTIVE FACTORS (Minimum Qualifications)

Graduate degree in development, international relations or a related field.

ü     Fluency in English.

ü     Minimum of seven (7) years of professional experience managing projects for USG foreign affairs agencies or large international organizations is preferred.

ü     Minimum of seven (7) years experience working in one or more of the following areas: conflict resolution/mitigation and peace processes, democracy/governance, human rights, and/or mediation/arbitration is preferred.

EVALUATIVE FACTORS

        40 points – Demonstrated ability to work in difficult, complex, fluid, and politically sensitive conflict or post-conflict circumstances.  Solid knowledge of concepts, experiences and programs in the following areas: the dynamics of internal armed conflicts; conflict analysis, mitigation and peace building; negotiation strategies and peace processes; and post-conflict challenges and needs, including successful implementation of settlements, reconciliation, and demobilization. Strong analytical skills.

        25 points – Demonstrated ability to work and communicate effectively within the SPO team, with a wide variety of governmental and non-governmental actors, and with counterparts on both the highest and lowest political social, and economic levels. 

        20 points – Demonstrated experience in project conceptualization, design, management, and evaluation.

        10 points – Excellent writing skills, as demonstrated in a writing sample not to exceed 3 pages.

        5 points – Experience working for/with USAID.

Description

The IOM Technical Cooperation Centre (TCC) Internship Programme provides individuals with an opportunity to assist the work of the organization and to gain better understanding of the IOM's activities and objectives while obtaining practical experience. Within the framework of this programme, IOM TCC accepts a limited number of unpaid internships, which are filled depending on current needs and facilities of the organization. The internships usually last from two months up to a maximum of six months.

Major responsibilities

The main  assignment  of the interns is to assist the TCC in providing research support to IOM's Capacity Building in Migration Management Programmes (CBMMP) in the countries of Eastern Europe and Central Asia (EECA). In this context, the responsibilities of the intern  will include:

* identifying and analyzing labor migration trends, policies and legislation in and among the EECA countries and destination countries

* collecting media coverage  related to border control, irregular migration, migration management policies, practices, laws and administrative structures of EECA countries (to be compiled in a weekly news digest)

* researching initiatives of donor countries relating to border control and migration management in EECA countries

Other duties assigned to the intern, in response to queries received from IOM Missions in EECA, might include assisting the TCC  with various information gathering projects and drafting topical papers on specific areas. In addition, the intern may be called upon to assist with planning workshops or other activities undertaken by the TCC.

Preferred qualifications

The IOM TCC Internship Programme is established for current undergraduate or graduate students, or recent graduates (between 19 and 32 years old) who have either studied migration-related areas (preferably labor migration) or who have some knowledge or experience of the subject. Preferred qualifications include:

* knowledge of the countries of the former Soviet Union.

* fluency in  English language (both oral and written); knowledge of Russian language is desirable.

Project Title: Cost-benefit analysis of investments for Phare 2003 project “Promotion of animal welfare and clinical veterinary medicine in Estonia”

1.       BACKGROUND

          The clinical departments of the Faculty of Veterinary Medicine of Estonian Agriculture University (EAU) is the only institution of veterinary training, re-training and research responsible for qualification of veterinary surgeons in Estonia. According to the results of recent EU missions, it needs substantial support both in facilities and equipment and in upgrading the qualification of trainers. The shortcomings were stated by the team of TAIEX experts in the "Memorandum on the Profession of Veterinarians in Estonia" in 2002. The conclusions of this Memorandum are the following:

-        The legislative framework is in place to adequately cater for licensing and registration of veterinarians.

-        There are two veterinary associations, which work together to provide continuing education for practitioners.

-        The state veterinary service provides continuing training for its employees.

-        There is currently no provision for the training and registration of specialists in veterinary medicine.

-        Provision of the appropriate level of personnel, facilities and equipment to train veterinary students to the required standard will be very expensive.

An on-going Phare project ES01.05.02: Competence Center for Veterinary Health already aims at improving veterinary education, by inter alias providing support to:

·         Retrain veterinary officer to EU requirements 

·         Accreditation of the Faculty to international standards

·         Development of study material

·         Upgrade university curricula

·         Procure equipment for the faculty laboratories

·         Procure IT equipment and software

However, the Estonian authorities do not judge this project sufficient and therefore presented a request for further Phare support in the framework of the Phare 2003 national programme.

The objective of this new proposal is to raise the level of knowledge and skills of veterinarians responsible for application of veterinary control to EU level so that the Faculty, including its clinical departments, meets requirements of Directive 78/1027/EEC.

The objective of the current assignment is therefore to evaluate the investment component in order to deliver the level of education required by EU criteria.

2.       DESCRIPTION OF THE ASSIGNMENT

2.1 Beneficiary

Main beneficiary institution: Ministry of Education and Science Direct beneficiary: Estonian Agricultural University (EAU)

2.2     Global and specific objectives

Global objective: complete preparation and readiness for implementation of the Phare 2003 project “Promotion of animal welfare and clinical veterinary medicine in Estonia”

          Specific objective: complete the cost-benefit analysis (assessment of the needs and evaluation of costs) and rate of returns of the investments of the project "Promotion of animal welfare and clinical veterinary medicine in Estonia".

2.3     Requested services

          On the basis of draft Project Fiche submitted to the European Commission by the Ministry of Education, the expert will evaluate the cost and relevance of the proposed investments and will submit the report on analysis and/or recommendations for improvement.

Tasks:

·         To the extent possible, the expert will assess the need and evaluate the cost of the investment foreseen in the project fiche (in particular contract 3 on the basis of the equipment list at annex 4, and contract 4 for IT) in light of the needs to upgrade the Estonian veterinary studies to the level required by directive 78/1027/EEC, taking into account the existing capabilities. The expert shall pay particular attention to the complementarity and absence of overlaps with the planned activities and investments of the on-going Phare ES01.05.02 project referred to above.·      To analyse the effect of the Phare 2003 project to Estonian veterinary service and its sustainability (rate of return of the equipment).

10 calendar days of work is foreseen to the expert:

-        3 days for the meetings with the Beneficiary, Ministry of Education and Science and Veterinary and Food Board to receive the drafted material, background information, technical specification and site visits in the laboratories and classrooms

-        5 days for preparation of the analysis;

-        2 days for reporting.

2.4     Expected results

Expert should prepare:

-        Report on analysis of costs and benefits of the investments of the Phare 2003 project "Promotion of animal welfare and clinical veterinary medicine in Estonia”;

-        Recommendations and possible alternatives (e.g. addition or reduction of the estimated costs) to comply with the Aquis;

          The expert has to submit report of the analysis to the Programme Officer within 3 days after completion of the assignment. A meeting with all counterparts will be organised by the CFCU in the EC Delegation on the first arrival day.

3.       EXPERTS PROFILE

          Contractor shall provide expert for completion of tasks described in item 2.3. Profile of the expert for 10 calendar days

·         category II expert (minimum 10 years of relevant work experience)

·         have university diploma in Finance or Economics.

·         have substantial experience with financial and economic analysis; cost-benefit analysis

·         have good knowledge in quantifying benefits and comparing them to costs methods

·         good knowledge of the Aquis in the area of animal welfare would be a distinct advantage

·         have very good command in English;

·         computer literate (at least Ms Word);

·         a good knowledge of eligible costs for Phare projects would be an advantage.

4.       LOCATION AND DURATION

4.1 Starting date:

          The indicative starting date of the assignment will be 21st of March

2003.

4.2     Finishing date of the assignment:

          The finishing date of the assignment will be 30th of March 2003.

4.3     Schedule and number of days for the assignment

          Expert proposed for this task is expected to work 10 calendar days. The assignment takes place in Tartu, the address specified in the item 4.4. The kick of meeting will take place in Tallinn, in the EC Delegation and the expert is expected to travel to Tartu on the same day to start the meetings with the Beneficiary.

          Expert shall analyse the project documentation and will undertake discussions with the representatives of the Beneficiary and the institutions to be involved into the project during March 2003.

          The Ministry of Education and Science will send the project documentation to be analysed to the Contractor in 3 days after signing the contract at the latest. In order to specify the working arrangements the Contractor is expected to get into contact with the Beneficiary within 3 calendar days after signing of the letter of contract by the Contractor.

5.       REPORTING

Contractor should submit inception report in English to the Beneficiary in 3 hard copies 3 days after the starting date of the assignment. It should include action plan for the implementation of the assignment. Inception report will be submitted to the EC Delegation and to the CFCU for information.

Final Report: Project contractor will submit the Final Report electronically and in 4 hard copies with 4 cover letters signed by the Contractor to project beneficiary for approval within 4 days after completion of the assignment. After approval by beneficiary, Ministry of Education and Science will submit the Final Report to the PO in 2 copies for approval. Final report in English should include summary of activities undertaken during the project, assessment of fulfilment of the assignment and recommendations.

Programme Officer will submit approved reports to the CFCU. CFCU is responsible for submission of the final report to the EC Delegation for endorsement.

Internship Description: Research and writing, logistical support for training workshops and public seminars, communication with program participants and supporters, development work, and outreach and distribution of magazine and publications.
