Position Description

General Description:  Long Term Consultant at the Director level for ACCION's Africa Operations.  Five positions are open.  Countries include:  Mozambique, Tanzania, Uganda and Nigeria.

Key area of responsibility:  Work as a resident advisor with one of ACCION’s partner microfinance institutions in Africa.  Provide technical support to the institution with a focus on credit delivery methodology, credit administration, staff development and training, financial analysis and institutional development.  Monitor the progress of the project and prepare project-related materials.  Provide strategic input to management of the institution.

Additional responsibilities:

1.     Work with the Senior Vice President for International Operations/Africa to develop ACCION's program in Africa with an emphasis on exchange of experience between Latin America and Africa.

2.     Serve on technical support teams for projects in Africa carrying out short term consulting assignments as needed.

3.     Develop detailed technical knowledge in the areas of ACCION's credit methodologies, the process of starting up a credit operation, and the product development process and financial analysis of microfinance institutions, so as to deliver this knowledge through technical assistance work with African partners.

 

Qualifications and requirements:

*** Advanced degree in area closely related to microfinance. 

*** At least two years experience working in microfinance, with knowledge of Africa preferable, and at least one year working directly in or with a microfinance institution.

*** Skills in financial analysis of microfinance institutions, training delivery, and MIS are sought. 

*** Proficiency in Excel.

*** Excellent negotiation, marketing and presentation skills.

*** Excellent analytical, communication and interpersonal skills.

*** Languages:  English required.  At least one of the selected advisors will be fluent in Portuguese.  French and/or Spanish highly valuable.

*** Consultant must be willing to live in designated country for the duration of the contract.

*** Ability to operate with a minimum of on-site supervision.

*** Travel approximately 30 percent, mostly in Africa region, but some in Latin America.

Overview: The Ms. Foundation for Women seeks and exceptional Individual with excellent grantmaking, fundraising, policy advocacy, Program management and planning skills for the position of Program Officer for Economic Justice. The Program Officer will manage Grantmaking initiatives such as the Woman Labor Fund Rapid Response Public Policy Fund that supports public policy advocacy, community Organization and public education at the local and national levels. RESPONSIBILITIES:

* Managing grantmaking for existing economic justice initiatives, including writing Requests for Proposals, proposal review and docket write-up, liaison with advisory boards and monitoring grantee progress and outcomes.

* Designing, coordinating and attending events which bring grantee organizations together for networking and peer to peer exchange of strategies and lessons.

Major activities include:

* Researching and implementing new program directions and opportunities.

***8) Training Consultant, Gender-Based Violence Program / The International Rescue Committee (IRC) / Kailuhun, Sierra Leone.

INTRODUCTION:

The GBV program is currently implementing programming in Kono, Kenema, Bo and Freetown. It is operational in 3 Liberian Refugee camps and approximately 12 communities. It has recently opened a Sexual Assault Referral Center in the capital city, Freetown. Program Staff include a GBV Coordinator, 3 Program Managers, 2 Assistant Program Managers and approximately 50 national staff. With the exception of the Freetown project the GBV program in each region is comprised of a response team and a prevention team. The response team includes a Social Worker, Nurse/Patient Advocate, Field Officer and Field Supervisor. The prevention team consists of Community Mobilizers, Training Officers, and a Technical Supervisor. The goal of the GBV Program in Sierra Leone is to build the capacity of community-based structures to respond to and prevent incidents of Gender-based Violence.

The Training Consultant will be used in several different operational areas but will focus on the newest program in Kailahun District. Kailahun, in the eastern regions of Sierra Leone, was the last area in Sierra Leone to be declared safe. The Kailahun Project is a partnership project that will be implemented in collaboration with two other NGOs, Center for Victims of Torture (CVT) and Search for Common Ground (SFCG).

REQUIREMENTS:

- MPH, MSW, or related degree/background;

- Previous experience in providing direct services to survivors of domestic and sexual violence;

- Previous experience developing participatory training curricula;

- Previous experience working in Africa;

- Proven ability to work in a rural environment in war risk  situations under stressful conditions;

- Ability to work with minimal supervision;

- Excellent communication skills;

- Flexible and adaptable.

RESPONSIBILITIES:

The Training Consultant will work closely with the GBV Coordinator and GBV Manager to:

- Conduct a needs assessment of partnership staff training needs as they relate to GBV;

- Based on the needs assessment design a GBV training program based on GBV Prevention and Response guidelines;

- Review and adapt existing training materials to make them appropriate for the Sierra Leone context;

- Conduct a TOT with current Technical, Field Supervisors, Training Officers and Community Mobilizers on Facilitation and Training skills;

JOB SUMMARY:

The Senior Program Officer works within the Centre's Social and Economic Equity (SEE) Program Area, as a member of the Peacebuilding and Reconstruction (PBR) team, the Centre's Gender Unit and the Regional Office team.  S/he will may also contribute to other program Initiatives in the SEE field. Under the guidance of the Team Leader, PBR (TL), the Coordinator of the Gender Unit and Regional Director (RD), the Senior Program Officer:

*  identifies critical research issues in the areas covered by the Program Initiatives in the Middle East and North Africa and assists in the further elaboration of the Program Initiatives' (PI)  current research strategy;

* under the supervision of the TL, Gender Unit Coordinator and RD develops, monitors, manages, and evaluates research projects including projects developed under the the Regional Activity Fund;

* liaises with program colleagues in Ottawa and the regional offices on program issues and project development and management;

* plays a leading role in the identifying, developing and managing IDRC's contacts with other international agencies and Canadian institutions;

* initiates Centre-wide public relations efforts and  knowledge dissemination and utilization activities, including participation in IDRC, public and scientific fora;

* participates with the TL, Coordinator and RD in identifying and contacting external contacts to support specific program directions and projects;

* participates in the identification of donor partners

* assists the TL and Coordinator with the preparation for team meetings;

* represents IDRC internationally.

PRIMARY DUTIES OR RESPONSIBILITIES:

Under the guidance of the TL, Coordinator, RD and DPA, the primary duties or responsibilities of the Senior Program Officer include project development and management, program development, project evaluation, centre-wide collaboration, research utilization and Centre representation.

Project Development:

* assesses proposals, including conceptual, methodological, operational, evaluative, and financial aspects;

* identifies and develops research proposals in accordance with Centre policies;

* incorporates, at the project design stage, plans for dissemination and utilization of research results;

* develops, as part of a regional team, projects and activities under the Regional Activity Fund (RAF) to address key regional issues;

* explores the potential for support and participation by the Canadian research community;

* develops partnerships with other funding agencies to support project activities;

* negotiates with researchers and policy makers to increase the use they make of research as input in policy formulation;

* identifies and encourages links with other Program Initiatives and between regions;

* prepares project documents for approval.

Project Management:

• manages, in consultation with the Regional Office administrative staff, the preparation of contracts and grant letters, material purchases, travel arrangements, analysis of financial statements, adjustment of budgets and schedules, and project closures;

 • provides technical supervision, including analysis of interim reports, participation in workshops, literature searches, identification and administration of resource persons/consultants in support of projects;

 • reviews final project reports of research results, and negotiates revisions and/or additional research requirements;

 • assists in coordinating the research activities of collaborative projects between Canadian and developing country researchers;

 • when traveling, liaises with Canadian diplomatic representatives, to inform them of PI projects and programing in countries where Canada has diplomatic accreditation;

 • provides support to other Program Initiatives through monitoring and participation in related workshops;

 • monitors RAF activities.

Program Development:

 • identifies opportunities that will contribute to meeting the objectives of the PI(s) in terms of relevance, quality, policy impact, capacity building and in terms of visibility (reputation) of the program and the Centre;

 • participates, in the elaboration of research themes through, inter alia, team meetings, internal committees, in-house research, seminars, and workshops;

 • ensures that a regional perspective is brought to bear on program planning at the PI and Program Area level;

 • establishes contact and exchanges information with institutions, with researchers from research centres in the South and the North and with the international donor community;

 • keeps up to date with, and contributes to, research and current developments in the disciplines / areas covered by the PIs and in the regions where the PIs work and at the international level;

 • plays a key role in strategic thinking and program development at the regional level.

Project Evaluation:

 • Plans and manages project evaluations;

 • prepares project completion reports.

Regional Support:

• assists the Regional Director in the formulation of the regional strategic program and identifies emerging and key research and development trends and priority issues in the region;

• participates as a member of the regional office team in regional program meetings and staff meetings, internal committees, in-house research, seminars, workshops;

• assists the Regional Director in fulfilling corporate responsibilities and representation

• assists the Regional Director, as required, in the formulation of regional office administration, staffing, management, and evaluation policies and procedures

Partnership Development:

• Actively seeks synergies and complementarities with other donors activities with the objective of expanding financial resources for project implementation;

• develops and coordinates partnership initiatives to attract external funding for IDRC programs;

• liaises with the Partnership and Business Development Division in IDRC Ottawa.

Centre-wide Collaboration:

 • participates in regular PI and Regional Office meetings, and when required in other Program Area, Branch and Corporate meetings and committees;

 • contributes to knowledge dissemination and utilization;

 • contributes to Centre-wide public relations efforts, working with the Communications Division;

 • collaborates with regional specialists (in Ottawa and Regional Offices) in the identification and evaluation of emerging and key development trends and priorities in a particular region;

 • collaborates with Centre supported Secretariats working in the same research and development areas as the PIs to create synergies between the secretariats and the PIs.

Research Utilization and Centre Representation

 • assists researchers in writing, editing, and publishing research results;

 • participates in public and scientific fora;

 • participates in strategic networking with other donors, lenders, research institutions and policy makers.

REQUIREMENTS:

Education:

PhD (or equivalent combination of education and experience) in a relevant social science discipline, with a record of research and publications.

Experience:

A minimum of five year of related experience, with a background in research and research management.

The candidate should have formal training and/or experience in peace and conflict issues, and in gender analysis. Candidates should demonstrate a broad understanding of current social and economic policy issues in the Middle East and North Africa, and in particular Palestine.  Detailed understanding of the context for work in Palestine would be a definite asset, as would knowledge of Islamic legal systems.

Work experience in a developing country is essential and experience in the MENA region is an asset.

Supervision:

The Senior Program Officer will supervise Project Officer(s), Research Officer(s), Professional Development Awardees, Centre Interns and Summer Students. S/he may also supervise Administrative and support staff. S/he will indirectly  supervise Staff from the Resources Branch assisting with the administration of projects.

Travel:

This position requires travelling up to 100 days per year.

Scope of job:

Within the Program Area lead by a Director of the Program Area, the Senior Program Officer is expected to:

• provide intellectual leadership for areas of the Program Initiatives and for other areas of the Program connected with his/her specialized knowledge;

• manage a portfolio of projects with a large degree of independence and discretion within the policies of the Centre and the plans set out in the PI prospectus and to set an example of good practice for more junior staff;

• take initiatives to identify and adopt new developments in the disciplines and areas of development covered by the PI;

• be entrepreneurial in identifying and developing additional sources of funding for Centre-supported projects;

• identify when Centre-supported research merits publication or some other form of wider dissemination to both scholarly and development audiences and to play role as editor, contributor of analyses and syntheses in the production of the work;

• contribute to strategic thinking and program development at the regional level.

Postions for LOCAL Jamaicans living in Jamaica  for Civil Society Strengthening project in Jamaica.  Positions include:

1) Deputy Chief of Party - Provides project management support to the Chief of Party (COP). Provides technical inputs in civil society strengthening, and specialized skills in a) media, or b) monitoring & evaluation, or c) conflict resolution, or d) civic education, or e) criminal justice. Must have strong project management experience and good knowledge of civil society in Jamaica. Familiarity with USAID a bonus. 

2) Senior Civil Society Specialist - Expert at strengthening civil society groups, training, and institutional strengthening generally. Will coordinate work of several local short-term consultants.

3) Office Administrator - Provides overall logistical coordination, accounts management, personnel management, security coordination, travel coordination, communications support, and procurement of office supplies. Supervises office staff, drivers, security guards.

4) Assistant/Receptionist - Provides clerical and administrative support, receptionist duties, general support to Office Administrator.

5) Civil Society Training / Workshop Facilitator - Expert in training and workshop facilitation, and familiar with current approaches at capacity-building of civil society organizations.

6) Monitoring and Evaluation Specialist - Expert in empirical (quantitative and qualitative) evaluation of project performance; will help design indicators and benchmarks appropriate to USAID Mission’s current Strategic Objectives, as well as project objectives. Collect, evaluate, and report on performance data.

7) Design and Planning Advisor - Work with COP/local senior Civil Society specialist and others to research background information, consult with target Civil Society Organizations (CSOs), and to help prepare the Activities Design and Implementation Plan.  Subsequently the Advisor would work with the target CSOs to develop organizational strategic plans and possibly serve as a trainer.  As activities are approved and unfold, the advisor would work intermittently with COP on redesign of activities, design of additional activities, and with new CSOs or affiliates of the target CSO.

8) Citizen/Police Consultative Specialist - Expert in police-community relations, citizen security, and public education.

9) Criminal Justice Expert - Expert in criminal justice system, citizen monitoring of the judiciary and courts system, and citizens’ legal rights advocacy efforts.

10) Civic Education Expert - Expert in civic education, dissemination of information, media applications, and public relations.

11) Media Law Advisor - Expert in legal and regulatory context of media operations, investigative journalism, and/or media coverage of courts; knowledgeable about freedoms of expression and transparency,  freedom of information.

12) Journalism Trainer - Expert in training journalists in professional standards of investigative journalism, ethics, and public accountability.

13) Alternative Dispute Resolution Specialist - Expert in a variety of forms of dispute resolution, including arbitration, mediation, and conflict-avoidance techniques. Knowledgeable about customary conflict-resolution techniques in Jamaica.
