Duties:
1. Project Management:
· Establish
and manage field office and supervise Project Officer in northern Mali
· Oversee
all aspects of field implementation of the project, ensuring achievement of

resolution of issues.

2. Microenterprise Development
With a view to establish 1,000 microenterprises and

and supervise Project Officer for Microenterprise Development
· With
the Project Officer, identify and evaluate 8 – 10 new NGO Project
Partners for participation in the project and oversee development of baseline
survey of Project Partner capacity
· Train
the Project Officer in all aspects of microenterprise development:
--client selection
--provision of business training to
microentrepreneurs (Project Clients)
--review of business plans and reports
--TUP procedures for requesting business funds
--disbursement of business capital to Project

3. Building NGO capacity

4. Establishment of Community-Based Revolving Funds

Qualifications and skills required:
Requirements: Self-starter with strong
people skills, flexibility, creativity, resourcefulness and strengths in
problem solving, financial and operations management and communication. At least 3 years experience in project
management, grassroots development and/or capacity building in a developing
country, preferably as a country director or Assistant director. Field experience in microenterprise
development, microfinance, and/or community-based revolving funds. Complete
fluency in – written and spoken French and English at a minimum and
ideally knowledge of local languages.
Experience in Mali or other neighboring countries strongly preferred,
and familiarity with working with a network of NGOs. MA in development or related field, or
equivalent experience.

Chief of Party and Deputy needed to manage a $4.5
million, 3-year anti-trafficking program in Albania funded by USAID. This umbrella
anti-trafficking initiative will consist primarily of coordination with the
Albanian government, other donors, and local NGO partners involved in various
aspects of anti-trafficking work to ensure greater synergy and programmatic
impact. It will also include awarding and administering a small grants program.
Candidates should have experience in anti-trafficking as well as related areas
of gender and poverty, prevention of violence against women, micro-enterprise
development, civil society strengthening, rule of law/legal rights, media and
public education, and transnational crime. Proven management capabilities,
previous experience with USAID programs, and ability to help forge coalitions
are essential. Previous country or regional experience desirable. Chief of
Party and Deputy will be based in Tirana and will work closely with the USAID
Mission.

Cordaid is a Catholic Dutch funding organisation for
Relief and Development. Cordaid works together with local partner organizations
in 21 countries in Africa, Asia, Middle/East Europe and Latin America and
provides staffing assistance by sending out about 150 experts each year
predominantly specialised in the field of health care. Cordaid provides
structural and humanitarian aid regardless of belief or political conviction.
In the Netherlands, Memisa works together with Mensen in Nood and Bilance
within the framework of Cordaid. The main office is located in The Hague, the
Netherlands.

BACKGROUND:
In close cooperation with the Caritas network
Cordaid is actively involved in an extensive emergency and rehabilitation
programme in Afghanistan. The programme aims to improve the survival and
livelihood of vulnerable population in Afghanistan. To this end Cordaids
supports local partnerorganisations with the formulation and implementation of
emergency and rehabilitation projects with a focus on health, water and
sanitation, agriculture and income generation.
Currently most of the partners and programmes
supported are located in the southern part of Afghanistan but also some
programmes of local organisations in the North,West and South East of the
country are supported. Five expatriates and 20 local staff based at two Cordaid
liaison offices in Kabul and Kandahar support the work of local partners at the
spot and strengthen their capacity. A Cordaid representative based in Kabul
coordinates the Cordaid team and programme.
In the sector of health Cordaid has a longstanding
partnership with Ibn Sina, an important health organisation providing health
services in 10 provinces in Afghanistan.
At the end of 2001, Cordaid also started to support
AHDS, a health organisation that is providing primary health care services and
training in two provinces. With support of Public Health Consultants (PHC) a
consortium of Cordaid, Ibn Sina and AHDS is preparing projects that introduce
and strengthen basic health care through integrated provincial and district
planning. Maternal and child mortality rates in Afghanistan are among the
highest in the world, therefore in delivering the basic health care package the
consortium prioritises mother and child health care services.
Apart from delivering health care services to
underserved populations the projects aim to provide modelling of government
-NGO co-operation and therefore the consortium is actively promoting
participation of local government in the project.
Assuming EU funding will be granted in April/May
2003, two year health projects will be started in several districts in the
isolated and underserved provinces of Zabul and Urozgan in Southern
Afghanistan. For this challenging project Cordaid is looking for a health
advisor and who will be based at the Cordaid office in Kandahar.
RESPONSIBILITIES:
The health advisor is a member of the Cordaid team
in Afghanistan/Kandahar office. The
advisor is responsible to and reports to the Cordaid representative but receives
technical backstopping from PHC consultants who provide overall technical
assistance to the project.
The advisor works in close cooperation with Ibn Sina
and AHDS staff.
General objectives:
* To support Ibn Sina and AHDS in the introduction/strengthening
of the basic health care package with a focus on maternal and child health care
in selected districts in Zabul and Urozgan.
Specific objectives:
To provide advise and assistance to Ibn Sina and
AHDS with regard to:
Rehabilitation of services
- rehabilitation and development of existing
services and starting up new services in the districts with focus on MCH
services
- rehabilitation of emergency obstetric care
staffing and training
- finding creative ways for recruitment and retainment
(incentive packages)of female staff
- training of staff, government and NGO, TOT ,
especially in MCH and emergency obesteric care
- training and equipment of TBAs and aux. midwifes
including support to an auxillary midwife training in Kandahar that AHDS
intends to start.
Development of strategies to meet women's
reproductive health needs
- developing appropriate methods for male
involvement in maternal and child health (e.g. through community based
seminars, shura, village leaders), focusing on topics such as 'birth
preparedness', danger signs and transport for emergencies
- exploring options for health education on the same
subjects at women's gatherings (e.g. postnatal visits and other traditional
occasions for getting together)
Other issues
- collecting information including conducting
surveys and/or baseline studies in the selected districts
- reporting to EU
SPECIFICS OF STATION:
Station is Kandahar. The health advisor will be part
of the Cordaid team in Kandahar that consists of three expatriate programme

Contract period:

PROFILE:

Female (a precondition due to the nature of the programme and its
benefactors and due to the specific circumstances in Afghanistan)

Qualified nurse/midwife or Public Health Nurse with good knowledge of
and experience in midwifery/obstetric care. MPH or comparable degree is an
advantage.

Experience and interest in developing basic health care in isolated ,
underserved areas.

Experience in Islamic countries is an advantage
· Knowledge
of and experience in training methodologies and TOT (training of trainers)

Experience with working with NGOs on project cycle management. Skills in
need assessment are in particular requested.

Willing to work in an unstable environment and to spend longer periods

This is to be a 3-year activity to provide small
grants to Afghan NGOs to run accelerated learning programs designed to move over-aged
female students currently in grade one, as well as girls not yet in school,
into age-appropriate grades. Up to $1 million in grants (from $25,000 to
$200,000) may be awarded.
Preliminary design contemplates a three-person team
based in Kabul but working to select and strengthen recipient NGOs around the
country and to monitor the implementation of grant-funded activities.
The EDUCATION CONSULTANT will facilitate relations
with the Ministry of Education and the Ministry of Women's Affairs, involving
them in the grant-making process and providing technical assistance for the
strengthening of these two ministries and for building the capacity of local
NGOs. Familiar with USAID procedures, knowledge of DARI and/or PUSHTO

The Project Counselling Service (PCS) is an
international consortium made up of the Danish Refugee Council (DRC), Norwegian

Aid (HEKS), and Inter Pares, Canada, based in Lima. PCS seeks: COUNTRY REPRESENTATIVE.
In Colombia PCS works through local counterparts in
a programme of humanitarian and developmental assistance for internally
displaced people which involves close co-operation with international
organisations, popular organisations, church bodies, governmental institutions,
and local NGOs. This work integrates the
cross-cutting themes of human rights and gender. Other important program areas are local
capacity building, local peace initiatives, and information.
RESPONSIBILITIES:
* To manage and further develop PCSґ
program of protection and humanitarian and developmental assistance for internally
displaced people in Colombia.
* To represent the consortium in meetings with
governmental authorities, the UN and other international and national
humanitarian and human rights organisations.
QUALIFICATIONS:
* Solid program, administrative and financial
management, and creative programming experience in humanitarian and/or
development organisations.
* Experience working with grassroots organisations
in conflict and post-conflict situations.
* A university degree in a relevant discipline.
* A good knowledge of Latin America, and in
particular of Colombia.
* Good communication (oral and written) and
analytical skills.
* Fluent English and Spanish, oral and written.
Terms of the Contract:
* Two-year contract with a probation period of three
months.
* The salary will be in accordance with
PCSґ salary scale, personal qualifications and assigned
