The Institute for Development in Economics and Administration (IDEA International Institute) is a private Canadian institute specialised in providing support services, training and information technologies to developing countries in two major fields: (i) monitoring and evaluation of Poverty Reduction Strategies and Millennium Development Goals and (ii) strategic planning, budgeting and monitoring and evaluation of public programs. The Institute is presently looking for a senior statistician specialised in socio-economic census/survey design and sampling, and data analysis in developing countries.

 

Job description

The senior statistician will work in the following areas in the context of developing countries:

·        Diagnostic of national statistical systems.

·        Survey design and sampling.

·        Survey data analysis and technical report writing.

 

Responsibilities

The senior statistician will have the following responsibilities:

·        Providing support services to national statistical organisations or consultants for survey design and sampling, and data analysis.

·        Participating in the development of training material and conducting training workshops.

·        Working closely with the IT specialists on various tasks.

 

This is a permanent position based in Quebec City with frequent two-to-three week trips to various developing countries.

 

Qualifications

Education

·        Advanced university degree in statistics.

 

Work experience

·        At least 12 years of professional experience on major surveys (LSMS, population census, agriculture census, DHS, etc.).

·        At least 5 years of work experience in more than one developing country.

 

Core Skills

·        Very good knowledge of statistical software (SPSS, IMPS, SAS, STATA, etc.).

·        Very good knowledge of desktop Word processing, spreadsheet, database management software (Excel Word, Access, etc.).

·        Ability to communicate precise data processing guidelines to IT specialists.

 

Languages

·        Fluency in English AND French; other language a plus.

 

Other skills

·        Knowledge of Visual Basic, and other programming languages.

·        Facility for intercultural exchanges and to give short term training.

·        Facility to work with multi-disciplinary teams.

Job description

The senior macroeconomist will work in the following areas in the context of developing economies:

·          Design of pro-poor macroeconomic policies;

·          Macroeconomic benchmarking for the Medium Term Expenditure Framework (MTEF);

·          Applied macroeconomic modelling.

 

The senior macroeconomist will have the following responsibilities:

·        Providing support services to national teams in developing countries;

·        Participating in the development of training material and conducting training workshops in these areas;

·        Making publications in these areas;

·        Contributing in obtaining grants and contracts in those areas.

Qualifications

Education and Work Experience

·        Graduate studies in economics with specialty field in macroeconomics or related fields (public finance, trade)

-           Master’s degree with at least 10 years of operational professional experience in the areas mentioned above in developing countries.

or

-         Ph.D. with at least 7 years of operational professional experience in the areas mentioned above in developing countries.

·        At least 2 years of experience in developing countries.

 

Core Skills

·        Knowledge and practice of major macroeconomic and multisectoral analysis tools and models (e.g. RMSM-X(+P),  IMMPA, SAM, CGE, MIMAP approach, T21, reduced form models , multimarket models, SIMSIP, etc.);

·        Knowledge and practice of common econometrics, mathematical programming and programming languages and software (e.g. GAMS, TSP, SHAZAM, TROLL, QUATROPRO) useful for economic modelling;

·        Budgetary and fiscal policy analysis and design, using tools such as PIP, MTEF, cost simulation models, etc.

 

Languages

·        Fluency in English and French, another language a plus;

 

Other Skills

·        Pro-poor trade policy analysis and program design a plus;
