Need consultant for 30 days during January and February 2004 for a World Bank project to which MSI is a subcontractor to Deloitte & Touche of Tanzania

Consulting Services to Study the NBAA Corporate Plan:

The intention of the project is to explore appropriate standards for accounting and auditing operations that will complement good governance in Tanzania. It will address corporate governance issues, corruption, ethics standards, and public service reform.

The National Board of Accountants and Auditors (NBAA) is the body charged regulating the practice and standards of performance and conduct of accountancy in Tanzania. The NBAA, through this project, is trying to establish what areas it can participate in to better promote good governance practices in the public sector.

His/her tasks include participation in the following activities and creating a training curriculum:

·       study the NBAA corporate plan for 2000-2005 in order to establish how it fits in the overall government's improved governance efforts

·   establish the extent of compliance of the financial accounting and auditing functions in the public sector with internationally recognized benchmarks

·      contribute to reports and the formulation of a medium term development program, with specific activities proposed for funding (using a funding proposal format acceptable to the World Bank)

Job description: Development Alternatives, Inc. (DAI) is an international consulting firm that implements projects worldwide in rural and agricultural development, natural resource management, credit and banking, private sector development, institutional development and information systems.

The Natural Resources Practice Area of DAI’s Environment & Natural Resources Sector is seeking to hire a full-time Development Specialist for its team based at DAI Headquarters in Bethesda, Maryland.  The Natural Resource Management Specialist will be required to conduct technical assignments and assist with business acquisition in the forestry and wildlife sectors as well as watershed management including soil and water conservation, natural resources policy, and institutional strengthening.  Duties of the Natural Resource Management Specialist will be to (1) expand the natural resources portfolio through targeted marketing and written proposals, (2) support ongoing projects through technical oversight and research, (3) provide on-site technical inputs to ongoing efforts overseas.  The successful candidate will be responsible for providing technical and administrative support to one or more projects in an existing portfolio that includes three natural resource management projects in sub-Saharan Africa, two in Asia and the Middle East and two in South-east Asia. 

DAI is seeking an individual who is committed to pursuing a career in international development and who has already demonstrated his or her professional skills in this area. 

Qualifications and skills required:

Masters Degree in an appropriate discipline;

Min 12 years experience, including 3 years working in a developing country on natural resource-related activities.  Experience working in Latin America, South-East Asia or Sub-Saharan Africa preferred. 

Technical expertise including forestry, coastal resources, fisheries, wildlife management and related rural development activities.  Candidates having addition experience in cross-cutting themes such as forging linkages with the private sector, decentralized governance and natural resource-based enterprise development (including tourism);

Project management experience, hands-on experience using Geographical Information Systems preferred;

Strong verbal and written communications skills in English, proficiency in Portuguese, French or Spanish preferred.

Job description: The Government of the Federated States of Micronesia (FSM), a developing nation in the Western Pacific, seeks a well-qualified attorney to serve as SECRETARY OF THE DEPARTMENT OF JUSTICE.  This is a cabinet-level position subject to the advice and consent of the FSM Congress.

THE POSITION:  With a staff of about 140, the Department of Justice is the largest department in the Executive Branch.  It includes four divisions:  The Division of Law; the Division of Litigation, the National Police; and the Division of Immigration and labor.  The National Police includes a Maritime patrol, which conducts surveillance of the FSM’s exclusive economic zone.

The Division of Law provides legal advice to the President, cabinet and all departments and offices of the government.  The Division of Litigation prosecutes and defends legal and administrative action involving the FSM.  The National Police and the Division of Immigration and Labor enforce the nation’s criminal, fisheries, and immigration and labor laws.

Qualifications and skills required: The Secretary of the Department of Justice is expected to manage all aspects of the Department to insure that optimal services are provided to the National Government.  The Secretary will represent the FSM in various national, regional and international conferences on issues relating to immigration, labor, marine surveillance, law enforcement, extradition, anti-terrorism, border security, and copyright laws.  She/He will manage a transition to performance-based budgeting, implement the policy decisions of the FSM’s Economic Summit, and participate actively in the public-sector reform and corporatization processes of the FSM Government.  Since the legal and judicial systems of the FSM are based on the United States model, applicants should be licensed to practice law in at least one U.S. state or the District of Columbia.  In addition, the selected applicant will have to pass the FSM Bar Exam.

The Person:  The ideal candidate will have: at least 15 years of experience in the legal profession; extensive managerial experience in the public sector; dealing with political issues and elected officials; willingness to work with limited staff, ability to copy with the conditions of a developing country; experience with economic development, international law and environmental issues; proven ability to interact with different cultures; and a understanding of the operational problems of law enforcement.

Benefits:  A housing allowance not to exceed $600/month if applicable.  A vehicle may be made available on a 24-hour basis.  Travel and relocation expenses will be provided if applicable.

Starting date: As soon as possible following confirmation by the Congress

Salary range: $38,000.00 to $45,000.00

MSI (www.msiworldwide.com) is looking for a monitoring and evaluation economic recovery expert to work long term in Iraq under the direction and supervision of the Chief of Party. The M & E Expert will be responsible for developing and managing the monitoring plan for USAID reconstruction activities implemented by contractors and grantees in the economic recovery functional area which would include:

* Assemble monitoring and evaluation teams (MET) for two functional areas:  Economic Recovery, Reform and Sustained Growth; and Agriculture Reconstruction and Development, comprised of the MSI technical support team, the relevant contractor representatives in these functional areas and the relevant CTO.

* Review the data acquisition, storage, and transmittal practices of contractors and grantees.

* Draft M & E plans for the economic recovery functional areas to include a limited set of performance indicators and monitoring plans that assure the availability of necessary data for these functional areas.

* Establish initial relationships with Iraqi officials, including those at local universities, think tanks and private firms to augment the MSI team's in-country data collection and analysis capabilities.

* Develop relationships with multi-lateral and bi-lateral donors, NGOs and private organizations in order to begin collecting baseline data to place the overall reconstruction effort in perspective.  Attend donor and other coordination meetings, as needed. 

* Conduct Evaluability and Information Systems Assessments to reach agreement on:  (1) indicators and targets to be used for monitoring; (2) objective criteria (and data sources) for the evaluation; and (3) means for obtaining the needed information.

* Identify and assist in the recruitment, employment and training of qualified local candidates for the Independent Verification and Validation (IVV) teams.

* Contribute to the development of a one-week training program for IVV staff members focusing on M & E fundamentals, including survey and sampling techniques, data collection and analysis methods.

* Work collaboratively over time with contractors and grantees to develop reliable data sources, employing easily defended methodologies for cross-checking and otherwise improving and refining their collection and analysis of monitoring data.

* Provide technical assistance, as needed to contractors, grantees and USAID staff, as they become accustomed to the MEPP system, to improve data quality.

* Other duties that may be assigned by the Chief of Party.
