ACDI/VOCA, an international  development  and  consulting  firm,  has an immediate opening for a long-term (30 months) Marketing Advisor  for the Support Added Value Enterprises Activity (SAVE), a USAID-funded initiative based in Tbilisi, Georgia.  This three  and  one-half  year  project  (2003-2006)  is  designed  to assist Georgian agribusinesses in: 1) identifying  and  assessing  target  export  market/product opportunities; 2) formulating sound market chain development strategies  for  each  targeted  market  opportunity  (from production of raw material, through processing/ packaging and marketing/selling  of  the  final  product);  and,  3)  facilitating  mitigation of constraints impacting the successful functioning  of  each  market  chain.  Specific  project  objectives  include  increasing  export sales, adding value to agricultural commodities, increasing investment and generating employment opportunities.

The  Marketing  Advisor  will  lead  the  project in identifying and developing market opportunities, helping to develop Georgian  capacity  to  structure  deals,  nurture  the  commercial skills of existing entrepreneurs, attract investment partners  and facilitate increased agribusiness activities. The Marketing Advisor will be based in Tbilisi, Georgia with extensive travel throughout Georgia and the surrounding region.

RESPONSIBILITIES:

·     Lead the effort to identify targets of opportunity; primarily market-based but also taking into consideration Georgia numerous micro-climate opportunities.

·  Formulate and direct the implementation of market research, investigation and analysis which provides the foundation for identifying, assessing and developing targets of opportunity.

·     Provide the vision for conceptualizing commercial strategies for the potential targets of opportunity and lead in the formulation of market chain development strategies.

·     Direct the preparation of pre-feasibility and select feasibility level investigations and drive the process of packaging viable business opportunities which when implemented will result in successful commercial transactions and fully functioning market chains.

·     Play a key role in identifying strategic partners, both operational and investment.

·     Determine the market related facilitations that are needed to support the implementation of the packaged business opportunities and deliver these facilitations; my relate to linking buyers and sellers, direct involvement in trading and brokerage activities, formulating marketing strategies, developing branding programs, preparing promotional materials and programs, etc.

 

·     Establish and build the capacity of two teams within the Marketing pillar: 1) Market Identification and Development Team; and, 2) Agribusiness Planning Team.

·     Together with the Processing Advisor, establish a central information center to house production, processing and marketing related technical information, as well as business and financial planning and management resource material; identify and subscribe to appropriate electronic market information databases.

·     Oversee the design and implementation of an appropriate Market Information Service for the Georgian agribusiness sector.

·     Select and facilitate client/staff participation in appropriate international trade exhibitions.

·     Formulate and execute marketing-related training program for Georgian agribusinesses and local marketing team.

·     Build capacity to structure deals.

·     Formulate staff development programs for Marketing Team and take responsibility for supervision.

QUALIFICATIONS:

·     10+ years of actual commercial marketing experience with fresh and processed food products; 2+ years of this experience in Russia and other former Soviet Union states.

·     Actual commercial experience in identifying and assessing market opportunities and in formulating successful marketing and market chain development strategies.

·   Experience in conducting pre-feasibility and feasibility level investigations, and in business planning.

·     Track record in conceptualizing and structuring commercial ideals.

·     Extensive network/existing relationships with commercial buyers and sellers of fresh and processed food products.

·     Network of potential strategic partners for commercial agribusiness ventures.

·     Experience in designing/implementing market information type services.

·     University degree in marketing, agriculture, business management or equivalent practical experience.

·     High level of English and preferably some Russian.

·     Good communication skills and able to work and travel in various settings.

·     Of paramount importance is ability to function as part of a team.

·     Good computer skills in Windows, Word, Excel, and in the use of information management databases.

International Technical Service Provider (TSP)

Development of a Sustainable Pro-Poor Financial Sector in Sierra Leone

Background:

At present the microfinance sector in Sierra Leone is at a nascent stage.  It is estimated that the demand for credit for productive purposes ranges between 90,000 and 160,000 customers with a combined loan volume ranging from US$ 24.8 to 43.5 million. Although many operators have adopted a business like approach and are committed to reach profitability and scale, the present supply reaches less than 13,000 customers with a combined loan portfolio of less than US$ 1,000,000. Experience shows that this gap can only be overcome by building robust and professional institutions or bank units that are specialized in providing sustainable financial services to the lower segments of the market.   Considerable funding would be needed for building capacity and financing an expansion of the customer base. Measures should be taken to ensure optimal coordination among stakeholders in order to effectively advance the vision and strategy presented in the Government's microfinance policy.  If government and donors combine their efforts, it is feasible that within a period of 5 to 7 years, Sierra Leone could move from the start-up to the consolidation phase of building an inclusive financial sector with microfinance as an integrated part of the financial system.   KfW, UNCDF/SUM and UNDP plan to launch an initial U.S.$8.8 million,  programme to support the development of the sector.  Two (U.S.$2M) million of this amount would be available to cover costs related to providing technical assistance.

Detailed Terms of Reference:

Expected Results:

Technical Service Providers (TSPs) will have overall responsibility for managing the programme of assistance to ensure that the results specified in Programme document are produced.   These results include:

· Potential leaders of the microfinance industry have reached sustainability and have considerably increased their outreach within a competitive environment.   From a baseline of 13,000 active clients, increase to 93,000 active clients by end of 2008.

· Strategic partnerships are built with other donors, equity investors and commercial banks in joint support of a sustainable pro-poor financial sector.

· A professional microfinance unit has been established in the Bank of Sierra Leone (BoSL) to ensure an optimal enabling environment for the development of the microfinance industry and its eventual integration into the financial system.

· Sound microfinance principles have been disseminated and are widely accepted and adopted.

TSPs will accomplish these results through a range of the following activities:

Work Planning and Managing Technical Assistance Team:

1. Develop a  five year and detailed annual workplans for Investment Committee approval. The workplan should cover all areas noted below, and clearly define the responsibilities of international, national staff and all proposed sub-contracting arrangements;

2. Identify and  select international and national staff, and draft necessary terms of reference. The national staff will be an integral partner in the provision of technical services;

MFI identification, appraisal, business plan preparation, and investment proposals:

3. Identify potential microfinance institutions (MFIs) for investment, based on capacities and potential to providing microfinance services in an efficient and financially viable manner;

4. Assist MFIs to develop solid business plans that could serve as the basis for programme investment, and identify an appropriate blend of grants, loans, equity and technical assistance for MFIs to meet performance targets;

5. In the period prior to the first Investment Committee meeting, propose to UNCDF/SUM micro-capital  grants ($10,000 to $150,000) for MFIs that the TSP would propose for investment, and who need interim funding prior to Investment Committee review and approval.

Serve as Secretariat to the Investment Committee:

6. Serve as secretariat to Investment Committee, ensuring all required documentation is available to facilitate decision-making, including performance-based agreements with MFIs.

7. Liaise with Investment Committee members to determine interest in funding specific proposals;

8. Propose subsequent tranches from the Investment Committee for participating organizations that meet performance goals;

9. Annually, prepare multi-year projections estimating country demand and supply for microfinance services;  including funding needs (loans, grants, technical assistance, equity) of MFIs to close this gap.  Prepare analysis of options for  Investment Committee consideration to catalyze development of the sector and close the gap in a reasonable timeframe.   Based on funding needs, develop strategies to mobilize additional resources; or limit further funding placed under Investment Committee management.

Tailored Technical Assistance to MFIs Selected for Investment:

10. Develop and provide, in consultation with each participating organization, a tailored training programme, and technical assistance plan;

11. Ensure MFIs have a MIS that can produce on-time information needed for MFI management, as well as meet programme reporting requirements. TSPs are required to verify participating MFIs quarterly reports to the Investment Committee.

12. Advise on the strengthening of the board of directors of MFIs, and options for institutional form/legal structure;

13. Organize exchange and exposure visits between participating MFIs  and lead MFIs in other countries.

Technical Advice to Bank of Sierra Leone (BoSL):

14. Assess needs and identify in consultation with BoSL staff a knowledge building agenda, including  exposure visits to other Central Banks with potential model frameworks for regulation and supervision of microfinance.

15. Serve as a technical advisor to the Bank of Sierra Leone (Central Bank) in developing the supervisory and regulatory framework for microfinance.

16. Carry out studies of potential constraints that could hinder the development of a pro-poor financial sector, with microfinance as an integral part of the financial system.  Ensure policy actions required are clearly identified for Government of Sierra Leone review and action, as needed.   Monitor implementation of follow-up actions.

17. Support development of supportive infrastructure (audit, credit reference bureau).

Liaison, Dissemination of Best Practices, Reporting and Resource Mobilization:

18. Assist the Ministry of Development and Economic Planning (MODEP) in establishing a registration and reporting process for non-regulated NGO-MFIs.

19. Liaise with all donors/investors active in Sierra Leone.

20. Organize general trainings to disseminate information on best-practice microfinance, in collaboration with CGAP where possible.

21. Study potential linkages between financial sector institutions.

22. Liaise with SAPA and other actors in microfinance;

23. Prepare Annual Reporting on results achieved for the Government's Microfinance Coordinating Committee and liaise with the Committee on relevant issues.

Programme Administration:

24. Establish a local dollar, interest bearing account with sub-accounts for each MFI approved for investment.  Serve as co-signatory to each sub-account.  Advise investment committee when replenishment of account is required to meet planned and approved expenditures.

25. Facilitate tendering for procurement of goods or services of significant value.

26. Facilitate annual external audit of programme resources by TSP and MFIs, and annual audit of MFIs (balance sheets, income statements).

THE POSITION:  With a staff of about 140, the Department of Justice is the largest department in the Executive Branch.  It includes four divisions:  The Division of Law; the Division of Litigation, the National Police; and the Division of Immigration and labor.  The National Police includes a Maritime patrol, which conducts surveillance of the FSM’s exclusive economic zone.

The Division of Law provides legal advice to the President, cabinet and all departments and offices of the government.  The Division of Litigation prosecutes and defends legal and administrative action involving the FSM.  The National Police and the Division of Immigration and Labor enforce the nation’s criminal, fisheries, and immigration and labor laws.

Qualifications and skills required: The Secretary of the Department of Justice is expected to manage all aspects of the Department to insure that optimal services are provided to the National Government.  The Secretary will represent the FSM in various national, regional and international conferences on issues relating to immigration, labor, marine surveillance, law enforcement, extradition, anti-terrorism, border security, and copyright laws.  She/He will manage a transition to performance-based budgeting, implement the policy decisions of the FSM’s Economic Summit, and participate actively in the public-sector reform and corporatization processes of the FSM Government.  Since the legal and judicial systems of the FSM are based on the United States model, applicants should be licensed to practice law in at least one U.S. state or the District of Columbia.  In addition, the selected applicant will have to pass the FSM Bar Exam.

The Person:  The ideal candidate will have: at least 15 years of experience in the legal profession; extensive managerial experience in the public sector; dealing with political issues and elected officials; willingness to work with limited staff, ability to copy with the conditions of a developing country; experience with economic development, international law and environmental issues; proven ability to interact with different cultures; and a understanding of the operational problems of law enforcement.

The M & E Expert will be responsible for developing and managing the monitoring plan for USAID reconstruction activities implemented by contractors and grantees in the economic recovery functional area which would include:

* Review the data acquisition, storage, and transmittal practices of contractors and grantees.

* Establish initial relationships with Iraqi officials, including those at local universities, think tanks and private firms to augment the MSI team's in-country data collection and analysis capabilities.

* Develop relationships with multi-lateral and bi-lateral donors, NGOs and private organizations in order to begin collecting baseline data to place the overall reconstruction effort in perspective.  Attend donor and other coordination meetings, as needed. 

* Conduct Evaluability and Information Systems Assessments to reach agreement on:  (1) indicators and targets to be used for monitoring; (2) objective criteria (and data sources) for the evaluation; and (3) means for obtaining the needed information.

* Identify and assist in the recruitment, employment and training of qualified local candidates for the Independent Verification and Validation (IVV) teams.

* Contribute to the development of a one-week training program for IVV staff members focusing on M & E fundamentals, including survey and sampling techniques, data collection and analysis methods.

* Work collaboratively over time with contractors and grantees to develop reliable data sources, employing easily defended methodologies for cross-checking and otherwise improving and refining their collection and analysis of monitoring data.

* Provide technical assistance, as needed to contractors, grantees and USAID staff, as they become accustomed to the MEPP system, to improve data quality.

It is seeking a skilled researcher, communicator and organiser with knowledge of structural adjustment programmes and four years relevant experience.

IREX seeks an Intern to provide administrative and programmatic support for IREX's REGIONAL EMPOWERMENT INITIATIVE FOR WOMEN (REIW) and the South-Eastern European Communities Against Trafficking (SECAT) program based in the Washington, DC office. These programs seek to prevent trafficking through raising awareness, conducting educational campaigns, promoting cross-sectoral collaboration, and providing empowerment and job skills training for at-risk women. The two programs are implemented in Albania, Bosnia, Bulgaria, Croatia, Kosovo, Lithuania, Macedonia, Moldova, Romania, Russia, and Serbia and Montenegro

RESPONSIBILITIES:

Responsibilities include, but are not limited to:

*        Compiling program statistics and assisting with report writing/editing;

*        Updating and formatting program materials and web site;

*        Assisting with event coordination and program logistics;

*        Assisting with proposal development;

*        Performing other duties as assigned.

QUALIFICATIONS:

The Intern must be well organized, able to work independently, skilled at handling multiple tasks, and able to adhere to deadlines.

Other qualifications:

*        Excellent interpersonal and organizational skills;

*        Excellent writing skills;

*        Knowledge of women's issues, particularly trafficking;

*        Experience with statistics collection and analysis;

*        Experience with desktop publishing;

*        Knowledge of the SEE/Eurasia region;

*        Knowledge of Russian or other regional language preferred.

IREX is seeking an Intern available to work a minimum of 10 hours a week, though the schedule is flexible.  An hourly stipend will be provided. This internship is open immediately.

empowerment and job skills training for at-risk women. REIW is implemented in Bulgaria, Lithuania, Moldova, Russia, Romania and Serbia, and has entered the final evaluation stage.

RESPONSIBILITIES:

Responsibilities include, but are not limited to:

*        Quantitative analysis of pre and post training survey data that has already been cleaned and entered into a database;

*        Preliminary report writing on findings;

*        Performing other duties as assigned.

QUALIFICATIONS:

The Intern must have a strong background in the social sciences, statistics, and program evaluation.  S/he must be well organized, able to work independently, and able to adhere to deadlines.
