The successful candidate
will be based at the Tacis Branch Office in
Responsibilities
Under the authority of the
Head of Operations, an EU Commission official based at the Delegation in Kyiv,
the successful candidate shall assist in the development, supervision and
management of Tacis actions in
Administration of the Tacis Branch Office (5 persons in total)
- Organisation and
allocation of tasks for staff members
- Administrative management
of the office (including financial management)
- Reporting to the
Delegation based in Kyiv
Management of TACIS and
other relevant external assistance programmes
- To represent the
Delegation in relevant meetings
- To assist and support the
responsible Kyiv-based project managers in all aspects of the project
management cycle
- To monitor the
implementation of projects on-site and to report to the Delegation
- To assist project teams
with administrative issues when needed
- To assist in the
programming exercises for national and relevant multi- sector programmes
- To assist in all
reporting tasks (including the quarterly External Assistance Management report)
and evaluation exercises for TACIS in
Support to Commission
Services
- To make the necessary
preparations for European Commission missions to
Technical contacts with
national and regional / local authorities and with other donors
- To liaise regularly with
national authorities on projects and programmes
- To liaise with other
donors and ensure the coordination of programme / project strategies
- To report relevant issues
to the Delegation and to follow the country situation
Requirements:
The candidate must have:
· A university degree
· A fair understanding and knowledge of
external aid programmes
· Experience in administrative / office management
· Ability to manage a team and to nurture
team spirit
· An excellent command of English (written
and spoken)
· Good analytical skills and ability to
identify relevant issues and present them concisely
· Good presentation, liaison and negotiation
skills as well as an ability to develop and maintain relationships with
Moldovan partners and other donors in a complex working environment
· Knowledge of the EU TACIS programme
would be an asset
· Knowledge of the Moldovan and / or Russian
languages would be an asset

conceptual, technical and managerial expertise for the improvement of the
ongoing as well as the development of the new Plan's child-centered water and sanitation program/projects, in co-operation with Plan colleagues, communities, families
and partner organizations.

Provide
expertise for the design, implementation, monitoring, evaluation and follow-up
of child-centered integrated water supply, hygiene promotion and environmental
sanitation interventions;
·
Contribute
to the development of strategy and policy papers on integrated water supply,
hygiene promotion and environmental sanitation within Plan;
·
Develop
concept notes, proposals and technical papers related to integrated water
supply, hygiene promotion and environmental sanitation;
·
Assist
with the preparation of reports to donors.
·
Participate in,
and encourage the development of networks to increase the impacts of
sustainable water and sanitation strategies and programs;
·
Promote and practice mutual organizational
learning and sharing of information, ideas and experience
on integrated water supply, hygiene promotion and environmental sanitation
issues;
·
Participate in,
and assist in the design and
development/adaptation of training modules for the capacity building activities of Plan staff and partners on integrated water supply, hygiene promotion
and environmental sanitation issues;
·
Represent
Plan on water supply, hygiene and sanitation issues to other water and
sanitation institutions and organisations at a Country level;
·
Represent Plan
·
Develop/promote
networks at Plan level and/or with partner organizations to support the Plan
works on water supply, hygiene promotion and environmental sanitation interventions.
·
Degree (or equivalent) in Water supply and Sanitation
Engineering/ Civil engineering with Water and Sanitation experience
Skills
·
Ability to
communicate ideas

Strong
management and leadership skills

Comfortable
working as a member of a team

Sensitivity to
working in a culturally diverse organization and region
·
Fluency in
writing, reading and speaking English
·
Strong knowledge
in the use of computer writing, tables, design, drawings and planning software.
Required Experience
·
At least 5 years
experience at senior level in the design, implementation, monitoring and
evaluation of integrated WES program/projects, in rural areas, urban and
periurban settlements with particular attention to the slums areas;
·
Experienced
in the participatory design and implementation of software components related
to WES;
·
Experienced
in the integration of software and hardware components;
·
Experienced in
representational roles at WES forums at national and regional levels;
·
Experienced in promoting
and developing learning in WES.
·
Speaks, reads
and writes English fluently;
·
Speaking,
reading and writing in Mandarin will be an advantage.
