The Water and Sanitation Program Manager will manage Mercy Corps' ECHO-funded Drought Relief and Emergency Preparedness Project. Through this project, Mercy Corps will provide immediate water and sanitation assistance to rural communities and will improve the local capacity of local humanitarian assistance and disaster response.

Qualifications for this position include: MA/S or equivalent or appropriate work experience in water engineering fields; five years experience in international relief work in the fields of project management, water and sanitation engineering, including technical assessment and proposal and report writing; experience in cross-cultural training program and preparation of training materials; three years' overseas NGO experience in program design, management and implementation and demonstrated ability to effectively lead a team. This position requires proven ability to think strategically and work inclusively alongside local communities, in an area that has a history of volatility; demonstrated capability to work and communicate well in difficult cross-cultural environments at international, governmental and especially grassroots level; effective verbal and written communication, multi-tasking, organizational and prioritization skills; demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members; experience utilizing the Sphere Project's Humanitarian Charter and Minimum Standards in Disaster Response and commitment to their use and the ability to work comfortably within the cultural, religious and security environment of Pakistan.

Preferred qualifications include: experience with ECHO-funded programs; experience in the South or Central Asia region, in a complex emergency or in a refugee camp environment.

Job description: Project Summary: Development Information Services (DIS) is operated by the Academy for Educational Development under contract to the Agency for International Development (USAID). DIS provides research and statistical analysis, library services and technical assistance related to the use of information to USAID staff both in Washington and the field, as well as to USAID contractors and development partners.

Position Summary: The Latin American and Caribbean (LAC) Bureau's needs for knowledge services have increased over the past several years. The Bureaus primary emphasis has switched from a need to respond to specific research requests and data production and presentation needs from the Washington Bureau and missions to a need for an integrated team of research, communications, web and economic specialists. The team will work with Latin America and the Caribbean/Regional Sustainable Development (LAC/RSD) to proactively identify information and knowledge needs, creatively plan to address those needs and then to produce products and deliver services that meet those needs. The LAC Bureau Communications Specialist/DIS LAC Team Leader will serve as the DIS LAC team member primarily responsible for identifying LAC's needs for: research of all kinds and in all sector areas; communications and outreach; and coordinating the DIS LAC team resources to fulfill those needs.

Serves as primary liaison between LAC Bureau staff and the DIS LAC team, determining priorities, coordinating workloads, and insuring that bureau and front office and mission requests are addressed appropriately. Participates actively in Latin America and the Caribbean/Strategy and Program Office (LAC/SPO) and other formal and informal LAC bureau meetings. Meets routinely with all LAC Bureau offices to identify communications, knowledge and information needs of the LAC bureau and works with bureau staff to proactively address these needs and identify how the DIS LAC team can meet them. As DIS LAC team leader, provides guidance and mentoring to other members of the DIS LAC team; provides input to performance evaluations of all DIS LAC team staff and/or performs their evaluations. Produces articles, brochures and other products to communicate LAC bureaus message of accomplishments and directions to USAID, Congress and general audiences. Plans, identifies, creates and adapts information content for various high visibility media, including USAID's Front Lines publication, the LAC external and internal web sites and general outreach expected by high level Agency staff. Assists in the development of a communications strategy for the LAC Bureau. Includes conceptualizing and producing brochures, handouts, general briefing materials, multimedia products, web content, etc. Keeps abreast of issues relating to international development, with a focus on the LAC region. Job Purpose

To provide conceptual, technical and managerial expertise for the improvement of the ongoing as well as the development of the new Plan's child-centered water and sanitation program/projects, in co-operation with Plan colleagues, communities, families and partner organizations.

 

Major Responsibilities

        Provide expertise for the design, implementation, monitoring, evaluation and follow-up of child-centered integrated water supply, hygiene promotion and environmental sanitation interventions;

        Contribute to the development of strategy and policy papers on integrated water supply, hygiene promotion and environmental sanitation within Plan;

        Develop concept notes, proposals and technical papers related to integrated water supply, hygiene promotion and environmental sanitation;

        Assist with the preparation of reports to donors.

 

2. Institutional and staff development

        Participate in, and encourage the development of networks to increase the impacts of sustainable water and sanitation strategies and programs;

        Promote and practice mutual organizational learning and sharing of information, ideas and experience on integrated water supply, hygiene promotion and environmental sanitation issues;

        Participate in, and assist in the design and development/adaptation of training modules for the capacity building activities of Plan staff and partners on integrated water supply, hygiene promotion and environmental sanitation issues;

 

3. Representation

        Represent Plan on water supply, hygiene and sanitation issues to other water and sanitation institutions and organisations at a Country level;

        Represent Plan Indonesia on water supply, hygiene and sanitation issues to other Plan Countries;

        Develop/promote networks at Plan level and/or with partner organizations to support the Plan works on water supply, hygiene promotion and environmental sanitation interventions.

 

Qualifications

        Degree (or equivalent) in Water supply and Sanitation Engineering/ Civil engineering with Water and Sanitation experience

        Strong management and leadership skills

        Comfortable working as a member of a team

        Sensitivity to working in a culturally diverse organization and region

        Fluency in writing, reading and speaking English

        Experienced in representational roles at WES forums at national and regional levels;

        Experienced in promoting and developing learning in WES.

 

Languages

        Speaks, reads and writes English fluently;

        Speaking, reading and writing in Mandarin will be an advantage.
