description: KEY RESPONSIBILITIES:
The
specific responsibilities outlined below might be summarised as strategic
advisory, practical
support and management to develop emergency preparedness and
response throughout the region. The RHC
will support the RD and RPM/s to ensure that Oxfam is both authoritative and
influential in regional humanitarian issues.
Humanitarian
strategy
·To
participate as a member of the Regional Team in developing and implementing
Oxfam’s programme within regional business plan objective.
·To
provide active leadership throughout the region to promote and support all
aspects of preparedness planning and action at country and regional level, and
to keep them under systematic review.
·To
be responsible for the development and maintenance of the overall Humanitarian
Strategy for the region, and to act as Regional Lead for SCO 3.1
·To
promote a learning environment within the region
through dissemination of up to date thinking on humanitarian issues, in
particular emergency preparedness and good practice.
·To
contribute to relevant humanitarian policy debates and, as agreed with line-manager,
to represent Oxfam on regional humanitarian issues.
Emergency
preparedness
·To
lead the continual development, review, and implementation of the Oxfam GB
regional preparedness plan, in close liaison with country staff.
·To
coordinate training sessions and workshops in order to achieve the objectives
set in the preparedness plan, especially to provide staff with training and
leadership on contingency planning and
emergency response (with a particular emphasis on the use of Oxfam’s
Emergency Response Manual/ERM).
·To
ensure that gender analysis and understanding is a core component of all
humanitarian programme development.
·To
support country teams to develop contingency plans and to monitor the regular
up-date of these plans.
·To
support regional leadership team and Country Programme Managers in ensuring
ongoing analysis of humanitarian trends within each country of the region,
especially through the identification and the development of contacts with
reliable forecasting or early warning information as well as resources
organisations.
Humanitarian
response
·In
major unforeseen emergencies requiring scaled-up or especially sensitive
response, and in a consultation with both the Regional Director, and the
Humanitarian Department in Oxford, to be instrumental in the process of
assessment, programme design and resourcing, preparation of concept papers and
support to proposal writing.
·At
request of the RD to take on interim direct management of humanitarian response
in-country, until such time as longer term arrangements can be made.
·In
major emergencies, and in coordination with the country staff and the
Humanitarian Department in Oxford, to work with the country staff to ensure
that Oxfam has the necessary capacity to meet the management, logistical and
technical requirements of any humanitarian programme undertaken and to ensure
effective coordination of Oxfam’s response
with Oxfam International, UN agencies, the Red Cross and other NGOs as well as
with government response mechanisms.
·To
collaborate with in-region and head office colleagues, in the development of
policy and advocacy strategy and content.
·To
assist with the delivery of out-of-region programmes, when identified as a
corporate priority, by arrangement with line manager.
Programme
quality
·To
ensure that Oxfam GB humanitarian work in the region adheres to relevant policy
commitments and minimum standards and to promote these, including:
-The
SPHERE Humanitarian Charter and Minimum Standards
-The
Code of Conduct for Red Cross and Red Crescent Movement and NGOs in disaster
response
-Oxfam
International Humanitarian Contract
-Oxfam
gender standards in Humanitarian Response (draft), in liaison with regional
gender advisor
Also
to ensure that due account is taken to the People in Aid Code of Best Practise
and the Interaction Field Coordination Protocol.
·To
ensure that humanitarian protection analysis is conducted and mainstreamed in
programming.
·To
review humanitarian proposals developed by country staff, according to the
relevant policy commitment and minimum agreed standards.
·To
promote systematic programme review/evaluation to ensure that lessons learnt
are documented and shared for cross-programme learning in the region. To make
sure learning from these reviews and evaluation effectively informs future
responses, through adequate dissemination and inclusion in potential training.
Financial
Management
·To
maintain an advisory overview of Humanitarian Programme finances in the region,
including: annual budgeting for “ plannable ” humanitarian
response work within regional budgets; collaboration with Fundraising
colleagues over donor development strategy; engagement with support to DFID-PPA
related activity, if appropriate; maintaining overview of budgetary management
of major humanitarian programmes; liaison with Humanitarian Department over
Catastrophe Fund usage in region; etc
Security
·To
ensure that each country in the region maintains an up-to-date set of security
guidelines that is appropriate to the given context and the changing
circumstances.
·To
provide country staff with advice and support on the formulation of these
guidelines.
Qualifications
and skills required: SKILLS AND COMPETENCE:
·At
least five years experience of humanitarian response work in a range of
environments – including
experience of field-level management of complex humanitarian response
programmes; and all phases of the project/programme cycle;
·Demonstrable
skills in gender analysis in humanitarian response or preparedness programming,
and a clear understanding of the practical significance of gender issues in
humanitarian environments;
·Demonstrable
experience of policy development in relation to humanitarian response work.
·Experience
of identifying training needs and co coordinating training implementation;
·Demonstrated
facilitation and coaching skills;
·Demonstrated
ability to think strategically, a high level of analytical skills;
·Excellent interpersonal /team skills, and an
ability to work independently
·Fluent
English and other major language of the region , both
written and spoken;
·Demonstrated
financial management skills;
·Ability
to manage competing demands and produce results under pressure;
·Demonstrated
commitment to equal opportunities, including gender equity;
·Willingness
and ability to travel frequently
·Training
in Disasters Preparedness/Emergency Response (desirable).

The
Position
ICARDA
is seeking a Legume Germplasm Curator/CAC Projects Coordinator to join its
Genetic Resources Unit. The successful candidate will be based at ICARDA's
headquarters in
* Collect, assemble and introduce new
genetic resources of food and forage legumes and their wild relatives into the
ICARDA mandated germplasm collection.
* Multiply and whenever necessary, regenerate
accessions to reach the
prescribed standards.
* Characterize, preliminary evaluate and
document all new germplasm of food and forage legumes and their wild relatives.
* Analyze the passport and evaluation data
and publish the results in scientific papers, reports and catalogs.
* Collaborate with ICARDA and NARS
scientists and advanced institutions in the introduction and use of advanced
technologies in genetic resource collections, conservation and
characterization, such as molecular tools and GIS.
* Develop project proposals to attract
support from donors to expand research and capacity development activities in
* Coordinate and implement projects in CAC
to collect,conserve, document and utilize plant
genetic resources in the area.
* Supervise support staff assigned to work
in food and forage legume germplasm at GRU.
* Coordinate collaborative plant genetic
resource activities with the Vavilov Institute (VIR) of

activities.
Qualifications
and Experience
The
successful candidate will have an earned Ph.D. in agriculture, agricultural
botany or plant genetics with a background in statistics and an interest in genetic
resource conservation and utilization activities. Also, he/she should have the
following:
* At least 5 years research experience in
agronomy or genetic resources or agricultural ecology.
* Must have previous experience in working
with legumes.
* Proven track record of writing research
proposals and attracting funding.
* Proven track record of project
management and coordination.
* Must have experience in working in
developing countries.
* Experience in working in
* Candidate should have the capacity to
work collaboratively in a multidisciplinary and multinational team.
* Fluency in spoken and written English is
essential.
* Good publication records advantageous.
* Knowledge of Arabic and Russian would be
an advantage.
Terms
of Appointment
The
appointment will be for an initial period of three years, renewable thereafter
on an annual basis. The salary is paid
